The City of Mountain View (City) takes pride in providing water, wastewater (sewer), and solid waste (trash, recycling, and organics) services at the lowest rates possible. In general, the City’s rates are comparable to or lower than those of neighboring cities. The purpose of this letter is to alert our customers that there are recommended increases to utility rates to be considered and included at a public hearing on June 2 5, 2024.

Rate increases are generally necessary to pay for the higher costs the City will be charged by the San Francisco Public Utilities Commission (SFPUC) and the Santa Clara Valley Water District (SCVWD) for the water they supply to the City; the Palo Alto Regional Water Quality Control Plant (Treatment Plant) for the treatment of the City’s wastewater; Recology Mountain View for trash, recycling, and organics collection services and certain processing services; and the Sunnyvale Materials Recovery and Transfer Station (SMaRT Station®) for processing commercial and residential trash and residential recyclables. Your dollars pay for essential services and projects that protect public health. The City will continue to maintain and upgrade aging water and sewer systems to prevent breaks, meet regulatory requirements, improve seismic safety, and adapt to storms as the climate changes. This letter provides the details of the recommended rate increases for Fiscal Year 2024-25 beginning on July 1, 202 4 (the City’s fiscal year is from July 1 through June 30) and four subsequent fiscal years . The rates in this notice a re monthly rates. The City bills customers on a bimonthly basis.

The City of Mountain View is recommending gradual rate increases over the next five (5) years to provide adequate funding for operating and maintenance expenses and high-priority capital improvements , including rehabilitation and replacement of aging infrastructure. Mountain View’s utilities are financially self -supporting enterprises that rely primarily on revenues from service charges to fund the costs of providing service. The City recently conducted cost of service studies for all three utility services. As such, rates are being adjusted to reflect the cost of services rather than across-the-board rate increases.

WATER RATES
The City is committed to providing customers with safe, reliable, and affordable drinking water. Recommended water rate increases are needed to support adequate funding fo r water system operations and high-priority capital improvements to the City’s aging wat er system. For Fiscal Year 2024 -25, the recommended water rates shown in Exhibit 1 account for overall 6% revenue increases as well as adjustments to the rate structure to align rates with Attachment 1
GZ/8/FIN
541-05-10-24N/DL Page 2 of 4
the cost of providing service. Due to the initial rate structure adjustments, first -year impacts will vary based on account type, meter size, and billed usage. Water rates include two components : the fixed monthly meter charge and the water consumption charge.

• Fixed Monthly Meter Charge: Customers pay a fixed monthly meter charge based on water meter size, with higher charges for larger meters that place more demand on the water system.

• Water Consumption Charge: These charges are based on metered water consumption. Water consumption charges for residential customers are billed according to a three-tiered rate structure; all other customers pay a uniform rate for all water use.

The recommended water rates for future years include base annual rate increases of up to 2.5% for each of Fiscal Years 2025 -26 through 2028 -29 to gradually increase funding for water system operations and capital improvement needs. In addition, the City p roposes to continue its historical practice o f implementing additional annual pass-through rate adjustments to account for wholesale water rate increases from the SFPUC and SCVWD , and inflation. The recommended rates effective July 1, 2024 include the SFPUC and SCVWD proposed rate increases.

The recommended rates for subsequent years starting July 1, 2025 will be adjusted annually to account for pass - through rate adjustments from wholesale water rates and inflation. The recommended recycled water consumption rate is increasing due to upcoming capital improvement costs and is recommended not to exceed 85% of the potable uniform water consumption charge through Fiscal Year 2028-29.

The SFPUC has notified the City of a proposed 8.8% increase in wholesale rates and a 14.1% increase in meter rates effective July 1, 202 4, and its public hearing will be held on May 14, 2024 to adopt rates. The SCVWD has notified the City of a proposed 1 2.9% increase in the well water rate for Fiscal Year 202 4-25, which corresponds to a

12.2% increase in the treated water rate as it is based on the well water rate plus $115 per acre-foot surcharge. The SCVWD’s public hearing process concludes in April. The Consumer Price Index (CPI) for All Urban Consumers in the San Francisco Metropolitan Area for February 2024 is 2.4%. The combination of increases from SFPUC and SCVWD, and CPI increases for City costs results in an approximate 7% rate increase.

WASTEWATER (SEWER) RATES

Recommended wastewater rate increases are needed to fund projected operating and maintenance expenses, fund treatment expenses at the Palo Alto Regional Water Quality Control Plant, meet debt service funding requirements, and provide adequate funding for high-priority capital improvements . For Fiscal Year 2024 -25, the recommended rates shown in Exhibit 1 account for overall 3% revenue increases, including adjustments to the rate structure to align rates with the cost of providing service. These rate structure adjustments are being phased-in over two years.

Due to the rate structure adjustments, impacts will vary based on customer class and billed usage. The rate includes a 2% rate increase for Treatment Plant capital costs.

Residential customers pay a fixed monthly service charge per dwelling unit. Commercial customers are billed based on customer class and metered water consumption, subject to a minimum monthly charge. The rates for each of the City’s commercial customer classes are based on wastewater strength with higher rates for customer classes with higher -strength wastewater that costs more to process and treat in order to meet stringent regulatory requirements.

The recommended wastewater rates for future years include phased-in rate structure adjustments in F iscal Year 2025-26 and base annual rate increases of up to 2.5% for each of Fiscal Years 2025 -26 through Fiscal Year 2028-29, 0.5% to gradually increase funding for wastewater system operations and capital improvement needs, and up to 2% for Treatment Plant capital costs. The City had previously a pproved a 10 -year funding plan for a 2% increase annually to fund future major renovations of the Treatment Plant . Fiscal Year 2023 -24 was the 10th year. The City has been notified of significant capital cost increases and is recommending continuing the annual 2% increases for up to another five years. In addition, the City p roposes to continue its historical practice of implementing additional annual pass-through rate adjustments to account for Treatment Plant operating increases and inflation. The recommended rates effective July 1, 2024 include the Treatment Plant cost increase and 2% for GZ/8/FIN
541-05-10-24N/DL Page 3 of 4
Treatment Plant capital costs . The recommended rates for subsequent years starting July 1, 2025 will be adjusted annually to account for pas s-through rate adjustments from the Treatment Plant and inflation, and up to 2% for Treatment Plant capital costs.

The City of Palo Alto notified the City of a 3. 2% proposed increase in its Treatment Plant budget for Fiscal Year 2024-25. Wastewater rates paid by Mountain View customers fund the cost of treating wastewater generated in the City at the Palo Alto Treatment Plant (approximately 60% of costs) and costs to operate the City’s sewer system (approximately 40% of costs). The CPI for All Urban Consumers in the San Francisco Metropolitan Area for February 2024 is 2.4%. The combination of the Treatment Plant cost increase and CPI increase results in an approximate 3% rate increase.

TRASH/RECYCLING/ORGANICS RATES

Recommended trash/recycling/organics rate increases are needed to fund projected operating and maintenance expenses, meet debt service funding requirements, and provide adequate funding for high -priority capital improvements.

Recology is the private company that prov ides trash, recyclables, and organics collection services in the City. The City’s contract with Recology provides for a 4.87% rate increase in collection services . This is based on projected expenditure increases and revenue requirements in accordance with the City’s contract with Recology.

The City’s residential trash, residential recyclables, and commercial trash are processed at the SMaRT Station under a Memorandum of Understanding (MOU) between the City of Mountain View and the City of Sunnyvale. Th e MOU provides for the City to pay its proportional share of costs, and the City’s share of SMaRT Station costs are increasing

14.3% for Fiscal Year 2024-25.

The Cost of Service Study shows the need to increase revenues 10%, prior to Fiscal Year 2024 -25 increases for the SMaRT Station and Recology. Operations for services provided through both agreements include efforts to reduce the amount of waste sent to landfills as well as to abide by Senate Bill 1383, which mandates residential and commercial organics composting. As stated in last year’s notice, City operating costs have increased significantly due to changes to meet these requirements and resulted in an unbalanced operating budget. The combination of Recology, SMaRT Station, and CPI increases results in an approximate 6% rate increase needed. In addition, the City is recommending to phase in the Cost of Service Study rates needed over three to four years as shown in Exhibit 1.

The Cost of Service Study shows the increase needed for residential carts that include compost services is 18%, which will be spread over four years. The increase needed for multi -family and commercial carts, bins, and compactors that do not include compost services is 3.25%, which will be implemented in Fiscal Year 2024 -25. The increase needed for debris box services is 7%, which will be spread over three years. Compost and yard waste services will no longer be provided at a discount. All proposed rates for Fiscal Year 2024 -25 through Fiscal Years 2028 -29 are included in Exhibit 1. There is sufficient available balance to absorb the phase-in of increases needed over this three- to four-year period.

Sample Single Family Monthly Bill
The impact of the proposed rate increases effective July 1, 2024 to the monthly charges for a typical single-family home are shown below and equate to an approximately 7.1% increase for Fiscal Year 2024-25.

INFLATIONARY AND THIRD-PARTY PASS-THROUGH RATE INCREASES

Pursuant to California Government Code 53756, the City pla ns to implement annual pass -through adjustments to water and wastewater rates shown in Exhibit 1 beginning July 1, 2025, to account for: (i) cost inflation based on the February CPI for All Urban Consumers in the San Francisco Metropolitan Area (or successor index) ; and (ii) future wholesale water rate increases and Treatment Plant increases , as outlined below. Prior to initiating these p ass- through rate adjustments, the City will send notification to all customers a t least 30 days prior to implementation informing them of the rate adjustments.

Water: Future wholesale water rate increases would be passed through by increasing the City’s Water Quantity Charges by the weighted average wholesale rate per ccf of water. For example, if the weighted average wholesale rate increased by $0.30 per ccf, then all of the City’s Water Quantity Charges would also increase by a corresponding $0.30 per ccf. In addition, the City would also pass through an annual inflation adjustment to both its Fixed Service Charges as well as the share of the Water Quantity Charges that recover costs for expenses other than wholesale water rates. The Fixed Services charges pass-through adjustments will be based on the weighted average percentage cost increase accounting for both : ( a) the proposed increase in SFP UC and SCVWD rate s; and (b) the percentage change in the February CPI. The annual pass-through rate adjustments for inflation would also apply to the Fireline Standby Rates and Backflow Prevention Rates.

Wastewater: The annual pass -through adjustments will be based on weighted aver age percentage increase accounting for both: (a) the proposed increase in Treatment Plant operating costs from the base Fiscal Year 2024-25; and (b) the percentage change in the February CPI.

PROTESTS

The City Council will hold a public hearing to receive resident input on June 2 5, 202 4 at 6:30 p.m. or as soon thereafter as the matter can be heard.
