A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOUNTAIN VIEW ESTABLISHING THE FISCAL YEAR 2024-25 APPROPRIATIONS LIMIT
WHEREAS, Article XIIIB of the California Constitution (“Article XIIIB”) establishes a limit on the amount of tax revenue local governments, s uch as the City of Mountain View, can appropriate in any fiscal year and requires that local governments calculate the appropriations limit annually; and
WHEREAS, Title 1, Division 9 (commencing with Section 7900) of the California Government Code implements Article XIIIB and provides the method for calculating annual appropriations limits based on the appropriations limit for the prior fiscal year; and
WHEREAS, California Government Code section 7902(b) allows local governments to adjust the annual appropriations limit for the change in the cost of living and the change in population of the local jurisdiction; and
WHEREAS, California Government Code Section 7910(a) requires that the governing body of a local jurisdiction establish the appropriations limit by resolution at a regular ly scheduled or noticed special meeting and that the documentation used to determine the appropriations limit be made available to the public at least 15 days prior to the meeting; and
WHEREAS, the documentation used to determine Mountain View’s Fiscal Year 2024-25 appropriations limit was posted on the City’s website on May 30, 2024; now, therefore, be it
RESOLVED: that the Fiscal Year 2024-25 appropriations limit for the City of Mountain View is calculated using the percent change in the California per -capita personal income and the percent change in population for the City of Mountain View, as shown below
