TITLE: SB-1 Streets Project (Moffett Boulevard
Complete Streets), Project 24-03—
Professional Services Agreement

RECOMMENDATION

Authorize the City Manager or designee to execute a professional services agreement with BKF Engineers, a California corporation (Business Entity No. 3696846), to provide design and construction support services for Moffett Boulevard Complete Streets, Project 24-03, in a not-to- exceed amount of $913,000.

BACKGROUND

Moffett Boulevard, between Middlefield Road and the northerly extent, is a four-lane street with two travel lanes in each direction separated by landscaped medians. Class II bike lane s exist through portions of the road between State Route 85 (SR 85) and Clark Road, with Class II striped buffered bike lanes in the northbound direction between SR 85 and Leong Drive. The roadway segment includes approaches to U.S. 101, SR 85, and the Stevens Creek Trail entrance.

The City’s Comprehensive Modal Plan (AccessMV) identified Moffett Boulevard as a high-stress facility w i t h a b i c y c l e l e v e l o f t r a ffi c s t r e s s ( B L T S ) o f 4 o u t o f 4, where 4 represents the most stressful condition for bicyclists, including high-stress freeway crossings at U.S. 101 and SR 85.

On January 25, 2023 , the City was awarded $3 .5 million for the Moffett Boulevard Complete Streets Project (Project) by the Santa Clara Valley Transportation Authority (VTA) from the One Bay Area Grant Program Cycle 3 (OBAG3) program. The Project limits are between Middlefield Road and the City limits to the north (see Figure 1). To secure the grant, on February 14, 2023, Council adopted Resolution No. 18761 providing local support and authorizing staff to file an application to the Metropolitan Transportation Commission , commit matching funds, and state assurance to complete the Project.

The scope for the grant included:

• Roadway resurfacing of Moffett Boulevard between Middlefield Road and the City limits to the north;

ANALYSIS

In November 2023, staff issued a Request for Qualifications to establish a list of on -call general civil engineering firms to provide design services for future roadway and transportation projects.

Eleven (11) proposals were received. A selection committ ee comprised of Public Works staff evaluated the proposals and reviewed the consultant qualifications. The committee identified a prequalified list of 10 consulting firms. As the need arises, staff solicit s proposals from one or more of the prequalified consultants, rotating through firms for various projects.

In April 2024, the City issued a Request for Proposals (RFP) to four firms from the prequalified list for professional design and construction support services and received three proposals . A selection committee evaluated the proposals and reviewed the firms’ understanding of the project. The committee selected BKF Engineers (BKF) as the most qualified firm based on the merits of their written proposal, experience in completing similar projects, and understanding of project goals.

The main elements of the scope of services include:

• Conduct site surveys and investigation, data collection, and design analysis; • Assist staff on coordination with other agencies along the corridor; • Prepare construction bid documents;
• Provide support in preparing and submitting OBAG3 grant documentation; and • Provide bidding and construction support.

The recommended fee of $ 913,000 for basic services and contingency is consi stent for such services, and staff considers the fee to be fair and reasonable for the scope of work required. If the recommended action is approved by Council, BKF will begin design in August 2024. Design is estimated to be completed in fall 2025 with construction starting shortly thereafter. The design time frame of approximately 18 months is needed for the required environmental clearance , Caltrans permitting for work within their right-of-way over the freeways, and Caltrans’ review of the project plans (including within the City’s right-of-way) as required for the grant funding.

FISCAL IMPACT

Moffett Boulevard Complete Streets, Project 24-03, is funded in the amount of $1,635,000 from Senate Bill 1 (SB 1) gas tax and $3.4 million from OBAG3 grant funding, for a total of $5,035,000.

The OBAG3 funding is for the construction phase only. The SB 1 gas tax funds will be used for the design phase and to provide the required match for the OBAG3 grant. The fee for the recommended agreement is $829,500 for basic services and reimbursable expenses and $83,500 SB-1 Streets Project (Moffett Boulevard Complete Streets), Project 24-03—Professional Services Agreement

for additional services, for a total not-to-exceed amount of $913,000. The project has sufficient funding for the recommended action, and no additional appropriation is requested at this time.

ALTERNATIVES

1. Do not authorize the City Manager or designee to execute a professional services agreement with BKF and direct staff to request a proposal from a different consultant from the City’s on-call general civil engineering list.

2. Provide other direction.
