SUBJECT: Pavement Management Program Update
Over the last three years as part of the Capital Improvement Program (CIP) Study Sessions, staff has provided updates to the City Council on the status of the pavement management program, including the network Pavement Condition Index (PCI), the decline in revenue from the traditional funding sources for pavement maintenance, and the substantial increases in construction costs. Attached is the memo that was provided for the April 9, 2024 CIP Study Session. It provided an update on the current PCI, in process and planned paving projects already funded in the CIP, and an updated evaluation of future funding needs . The key takeaways from this memo include:
• Current City network PCI is at 67, which is considered Fair condition. In 2020, the PCI was 71, considered to be Good condition.
• To maintain PCI levels, there will be a need to increase baseline funding levels to avoid further decline. Approximately $8 million is needed per year (an increase of $2.2 million per year over current baseline funding) to maintain the PCI and $14 million per year for five years (an increase of $8.2 million per year over current baseline funding) to increase the PCI by five points.
In spring 2025, staff will be preparing the recommended CIP for Fiscal Years 2025 -26 through 2029-30. A key item that will be discussed are the funding options for maintaining, and if possible, improving PCI. In preparation for these upcoming discussions, staff plans to present to the CTC more detailed information regarding the Pavement Management Program , including how the City’s network PCI is assessed, how pavement segments are selected for treatment, changes to pavement funding, current funding status, and changing demands on that funding.
