RESOLUTION NO.

SERIES 2024

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOUNTAIN VIEW

TO DISSOLVE THE PUBLIC SAFETY ADVISORY BOARD
WHEREAS, on December 1, 2020, the City Council approved the establishment of the Public Safety Advisory Board (PSAB) to serve in an advisory capacity on public safety matters, serve as a public forum on such matters, and act as a liaison between the Mountain View Police Department (MVPD) and the community; and WHEREAS, during its discussion of creating the PSAB, the City Council discussed whether the term of the PSAB should be ongoing or time-limited: and WHEREAS, PSAB members were first appointed on April 13, 2022 and held their first meeting on May 27, 2022; and WHEREAS, on September 24, 2024, the City Council directed staff to return to Council with a review of the PSAB, evaluating the current state of the membership and body of work and any challenges, and provide a recommendation on whether the PSAB should be sunset or taken in a different direction; and WHEREAS, the PSAB has made significant accomplishments since its establishment, addressing the primary areas of concern received from the community in its call for the creation of a police-community body, including review of the School Resource Officer (SRO) program, analysis and reporting on police contact data, and supporting alternative, nonlaw enforcement response to mental health crisis; and WHEREAS, in light of these accomplishments, the PSAB has largely achieved important aspects of its mission; and WHEREAS, there have been no issues of concern in the MVPD’s twice-yearly report on Police contact and feedback data; and WHEREAS, there are trends over time associated with carried-forward work plan projects, relatively low levels of public participation, challenges with meeting absences and member vacancies, and impacts on staff resources; and WHEREAS, there are alternative methods to continue to achieve the underlying intent and functions of the PSAB; now, therefore, be it RESOLVED: that the City Council of the City of Mountain View hereby dissolves the Public Safety Advisory Board, effective immediately; and be it FURTHER RESOLVED: that this Resolution shall be effective upon the date of its adoption. – – – – – – – – – – –
