1. CALL TO ORDER
The meeting was called to order at 10:31 a.m. with Chair Ramirez presiding.
2. ROLL CALL
Present: Committee member Pat Showalter and Chair Lucas Ramirez.
Absent: Committee member Alison Hicks (excused).
3. MINUTES APPROVAL
Motion—M/S Showalter/Ramirez—Carried 2-0-1; Hicks absent—To approve the minutes for the April 25, 2024 meeting without modification.
4. ORAL COMMUNICATIONS FROM THE PUBLIC—None.
5. DISCUSSION/ACTION ITEMS
5.1 AMENDMENTS TO COUNCIL POLICY K -2, COUNCIL ADVISORY BODIES, DEFINING
BOARDS, COMMISSIONS, AND COMMITTEES, AND OTHER MINOR AMENDMENTS
City Clerk Heather Glaser presented the item. The Committee asked clarifying questions.

Council Policy and Procedures Committee Minutes
November 20, 2024
Motion—M/S Ramirez/Showalter—Carried 2-0-1; Hicks absent—To Recommend to the City Council revisions to City Council Policy K -2, Council Advisory Bodies:
1. Adding a definition for advisory or decision -making committees created by ordinance or resolution of the City Council, as presented in the memo, amended to include a definition of “qualified elector” and clarification that members may be no nresidents unless otherwise specified in the establishing resolution or ordinance.
2. Other minor amendments as presented in the draft policy.
The Committee also recommended to the City Council that the following body names be changed to “Committee”:
• Human Relations Commission
• Public Safety Advisory Board
• Tennis Advisory Board
5.2 COUNCIL POLICY AND PROCEDURES AGENDA TOPICS UPDATE
Deputy City Manager Kimberly Thomas presented the item.
