At 5:34 p.m., Mayor Showalter called the meeting to order.

4.1 Presentations to Outgoing Councilmembers Margaret Abe-Koga and Lisa Matichak A farewell video highlighting former Councilmember Abe-Koga's accomplishments during her service to Mountain View was shown.
Mayor Showalter presented a proclamation and gifts to former Councilmember Abe-Koga.
Isabel Agustin, on behalf of Senator Josh Becker, and Elise Lester, on behalf of Assemblymember Marc Berman, presented a resolution to former Councilmember Abe-Koga.
Nicholas Hargis presented a Certificate of Special Congressional Recognition to former Councilmember Abe-Koga on behalf of former Congresswoman Anna Eshoo and extended thanks from Congressman Sam Liccardo.

4.3 Presentation of Proclamation in Recognition of Outgoing Mayor Pat Showalter Vice Mayor Matichak presented a proclamation and gavel plaque to Mayor Showalter.

4.5 Administration of Oath of Office to Incoming Councilmembers City Clerk Glaser administered the oath of office to re-elected Councilmembers Emily Ann Ramos and Pat Showalter and newly elected Councilmembers Chris Clark and John McAlister.

Mayor Showalter closed nominations.
By unanimous roll call vote, Ellen Kamei was selected to serve as Mayor.

There were no public speakers in-person or virtually.
Mayor Kamei opened nominations for Vice Mayor.
Councilmember Clark nominated Councilmember Ramos to serve as Vice Mayor.
Councilmember Ramirez seconded the nomination.
Mayor Kamei closed nominations.
By unanimous roll call vote, Emily Ann Ramos was selected to serve as Vice Mayor.
