REGARDING 484 Loreto Street, Mountain View – Secretary of the Interior’s Standards for Rehabilitation Analysis
This Secretary of the Interior’s Standards for Rehabilitation Analysis memorandum has been prepared at the request of the property owner for a proposed project located at 484 Loreto Street (APN 158-30-060) in the Palmita Park neighborhood of Mountain View. The subject building is a one- story residential building built in 1924 by the Minton Company, the primary developer of Palmita Park. The building includes features of the Classical Revival and Mission Revival architectural styles. 484 Loreto Street is currently listed on the Mountain View Register of Historic Resources, and has been previously found eligible for listing on the California Register of Historical Resources (California Register) and National Register of Historic Places (National Register). 1 The property owners are proposing a project that would involve exterior alterations to the residence, including altering openings and constructing a wood deck at the north (rear) elevation, and altering the east end of the detached garage with new openings. The purpose of this memorandum is to review the proposed exterior alterations to the historic residence for compliance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties , specifically the Standards for Rehabilitation, in accordance with the California Environmental Quality Act (CEQA). 1 Carey & Co. Inc., “Citywide Historic Properties Survey Part II” Prepared for the City of Mountain View, September 1, 2008, page 97-99.

PAGE & TURNBULL 170 MAIDEN LANE, 5TH FLOOR SAN FRANCISCO, CALIFORNIA 94108 TEL 415-362-5154 Methodology
Page & Turnbull conducted a site visit on April 11, 2025 to document existing conditions and to develop a list of character-defining features to guide the analysis of the proposed project’s compliance with the Secretary of the Interior’s Standards for Rehabilitation. Page & Turnbull reviewed the proposed project plan set for 484 Loreto Street titled “484 Loreto St,” prepared by Oasis Home Design Studio (dated July 22, 2025) that was provided to Page & Turnbull via email on April 24, 2025. Page & Turnbull also reviewed historic building construction permits provided by the City of Mountain View, historic architectural drawings, historic maps, and aerial photographs to gain an understanding of past alterations to the property.

Historic Status
484 Loreto Street was surveyed in 2007 during the completion of the Citywide Historic Properties Survey and was assigned a National Register of Historic Places (National Register) 3S rating.2 3S indicates the building “appears eligible for the National Register individually through survey evaluation.” The Department of Parks and Recreation 523 survey form (DPR form) for 484 Loreto Street which was prepared at the time of the survey did not assign a period of significance or list specific character-defining features of the property. The DPR form identified the design of the building as an “eclectic mix of [the] Mission and Classical Revival” style and a “significant example of architecture in planned communities of 1920s and 1930s America.”3 The DPR form is included in Appendix A.

An in-progress historic resources survey update for Mountain View has confirmed the previous finding of significance for the 484 Loreto Street, which the updated evaluation has found eligible for continued listing on the Mountain View Register, as well as the California Register and National Register.4 The building was found significant as the first residence constructed in the Palmita Park subdivision, and as a good example of its eclectic interpretation of the Mission Revival architectural style. The period of significance was identified as 1924, the year of construction. The updated DPR forms are included in Appendix B.

484 Loreto Street is currently listed on the Mountain View Register, and the property has an active Mills Act contract.

Architectural Description
The 2007 DPR form includes a brief architectural description of the subject property. This section is supplemental to that description to provide context for the list of character-defining features and analysis of the proposed project.

484 Loreto Street is located in Palmita Park at the northeast corner of the intersection formed by Bush Street and Loreto Street, and includes a single-family residence and a detached garage (Figure 1). The residence is generally rectangular shaped in plan, set on a concrete foundation, and clad in stucco. The building is capped with a low pitched cross gable roof clad in asphalt shingles with pedimented gables at the west elevation. Dentils line the cornice on the south, west, and north elevations and frame both pediments.

The south (primary) façade features a prominent Mission Revival style, shaped archway and parapet that leads to the covered front porch.5 The gable at the southwest corner features cutaway corners with molded brackets and downward finials (Figure 2 and Figure 3). A stucco external chimney is located on the primary façade. Typical windows are wood-frame double-hung divided-lite windows.

Character-Defining Features
For a property to be eligible for listing in a local historic register, the essential physical features (or character-defining features) that enable the property to convey its historic identity must be evident.

To be eligible, a property must contain enough of those characteristics, and these features must also retain a sufficient degree of integrity. Characteristics can be expressed in terms such as form, proportion, structure, plan, style, or materials.

PAGE & TURNBULL 170 MAIDEN LANE, 5TH FLOOR SAN FRANCISCO, CALIFORNIA 94108 TEL 415-362-5154

Page & Turnbull developed the following list of character-defining features for 484 Loreto Street based upon primary architectural features identified in the 2025 DPR form, review of historic construction documentation, and observations made during the site visit. The character -defining features relate to the property’s architectural character, particularly the elements of the Mission Revival and Classical Revival styles, as well as its design relative to neighboring properties which were part of the Palmita Park development. Those features that date to the period of significance and which contribute to its architectural character, or which represent compatible replacements of such original features, are character-defining.

The character-defining features for 484 Loreto Street include:
• Overall siting and scale, including historic setback
• Complex plan and massing
• Stucco cladding
• Mission Revival parapets and pedimented gables
• Cornice with dentils
• Entry portico with arched opening
• Bay window with projecting eave
• Cutaway corners and molded brackets with downward finials at southwest corner • Attached planting bed
• 12-over-one and 9-over-one double-hung wood sash windows with ogee lugs, where present • Detached garage with shaped parapet and wing walls, dentils, pedimented cornice, and paired side-hinge door
While compatible overall with the Mission Revival elements of the building’s style, such as the shaped parapets, stucco cladding, and arched openings, the decorative ceramic tiles at the front porch steps, facing Loreto Avenue, do not appear to be original . Drawings for the house, dated 1924, specify “cement” front steps and landing, which appears to be the material present at other nearby properties in Palmita Park which exhibit similar Mission Revival and Spanish Colonial Revival characteristics.

Proposed Project Description
The proposed project description is based on the scope of work described and illustrated in the drawing set for 484 Loreto Street, titled “484 Loreto St”, by Oasis Home Design Studio, dated July 22, 2025 (included in the Appendix C of this memorandum). The proposed project includes the following alterations (Figure 12 through Figure 14):
• 158 square-foot wood deck at the northeast corner of the building. The deck would attach to the east (left) side of the north elevation, and feature wide wood steps leading north and 484 Loreto Street, Mountain View – SOIS Compliance Analysis [25066]

PAGE & TURNBULL 170 MAIDEN LANE, 5TH FLOOR SAN FRANCISCO, CALIFORNIA 94108 TEL 415-362-5154 east, wrapping around the northeast corner of the deck, and would include a wood sidewall containing a planter box on its west side, closest to Bush Street, and wrapping around the northwest corner of the deck. The construction of the deck and its entrances to and from the house would include the following alterations to the residence:
o removal of one pair of existing, original nine-over-one divided lite windows at the east end of the north elevation, and enlargement of this opening and installation of new French doors
o removal of existing wood door and wood window at the center of the north elevation, and enlargement of the openings into one opening for installation of new French doors
o Stucco patching around altered openings
• Renovation of the garage for additional use as a storage and activity space with increased access from the rear yard, including:
o new arched openings at the northeast and southeast corners of the detached garage o new arched windows on the north and south elevation of the detached garage o new opening at the east elevation of the detached garage, to be left open 484 Loreto Street, Mountain View – SOIS Compliance Analysis [25066]

PAGE & TURNBULL 170 MAIDEN LANE, 5TH FLOOR SAN FRANCISCO, CALIFORNIA 94108 TEL 415-362-5154 Secretary of the Interior’s Standards for Rehabilitation Compliance Section 36.54.90 of Mountain View’s historic preservation ordinance states:

Alterations to buildings that are eligible for the National Register or the California Register shall be reviewed pursuant to Section 36.54.85 Requirement of permit — Development review process subsections a., b., c., and d. and except that the city council shall determine whether to grant a historic preservation “HP” permit and the council must find that the alteration is in substantial compliance with the Secretary of the Interior's Standards for the Treatment of Historic Properties. If an HP permit is granted, any structure proposed to replace a historic resource shall be subject to design review and approval by the city council. 10

As 484 Loreto Street has previously been found eligible for listing on the National Register, the proposed project must be found substantially compliant with the Secretary of the Interior’s Standards prior to issuance of an HP permit.

The Secretary of the Interior’s Standards for the Treatment of Historic Properties (the Standards) provide guidance for reviewing proposed work on historic properties and are a useful analytic tool for understanding and describing the potential impacts of substantial changes to historic resources. 11 Non-conformance with the Standards does not determine whether a project will cause a substantial adverse change in the significance of a historic resource. Rather, projects that comply with the Standards benefit from a regulatory presumption that they wil l have a less-than-significant adverse impact on a historic resource, and are categorically exempt from environmental review under CEQA. Projects that do not fully comply with the Standards may or may not cause a substantial adverse change in the significance of an historic resource.

The Secretary of the Interior offers four sets of standards to guide the treatment of historic properties: Preservation, Rehabilitation, Restoration, and Reconstruction. Typically, one set of Standards is chosen for a project based on the project scope. For the purposes of the proposed project at 484 Loreto Street, the Standards for Rehabilitation, which “acknowledge the need to alter or add to a historic building to meet continuing or new uses while retaining the building’s historic character,” are the appropriate Standards for the proposed project’s scope. 12’

PAGE & TURNBULL 170 MAIDEN LANE, 5TH FLOOR SAN FRANCISCO, CALIFORNIA 94108 TEL 415-362-5154 The following discussion considers the proposed project’s potential effects on the historic status of, and compatibility with, the residential building at 484 Loreto Street, and provides comments on whether the project appears to adhere to the ten Secretary of the Interior’s Standards for Rehabilitation.

1. A property shall be used for its historic purpose or be placed in a new use that requires minimal change to the defining characteristics of the building and its site and environment.

The proposed project would continue the residential use of the residence, and expand the use of the garage to facilitate storage in addition to auto parking. The character defining features of the detached garage at its distinctive Bush Street façade, would not be altered. Thus, the proposed project is in compliance with Rehabilitation Standard 1.

2. The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided.

Many of the historic materials and features that characterize the original Mission and Classical Revival style building would be retained. Character-defining features that would be retained include the overall massing and site setback, cross-gable roof, pedimented gable ends, stucco cladding, dentils, cutaway corners and the original fenestration on the street-facing elevations. The sole character-defining feature that will be altered are the windows; of the existing eleven nine -over-one windows, two will be removed from the east side of the north façade. All character-defining windows at the west and south elevations, which face Loreto and Bush streets, would be retained.

Construction of new entrances for the proposed rear deck would alter three original openings at the north elevation, which currently consist of one pair of nine-over-one divided-lite double-hung windows, one partially glazed door, and one two-lite fixed wood window. The project would remove the original windows and door, and expand the openings to install two pairs of French doors. The project would also remove the existing rear staircase, which is not character -defining, to install the proposed rear deck. The features which would be changed by the project are minimally visible from public right-of-way, on the side of the rear elevation farthest away from the public right-of-way at Bush Street. Their removal would not impair the ability of the building to convey its significance , as their removal would not be visible from the street. Nine of the nine-over-one divided-lite windows would remain, including all of those visible from the public rights-of-way. The new French doors added to enlarged openings at the rear façade would be wood or clad wood and of a simple, contemporary style with ten-lite glazing in each leaf. The location and scale of these new doors would not detract from the distinctive features concentrated on the west and south sides of the house. Construction of the proposed deck would not meaningfully impact significant spatial 484 Loreto Street, Mountain View – SOIS Compliance Analysis [25066]

Page 16 of 22 ends

PAGE & TURNBULL 170 MAIDEN LANE, 5TH FLOOR SAN FRANCISCO, CALIFORNIA 94108 TEL 415-362-5154 relationships at the site, such as the orientation of the residence to the detached garage, and would not meaningfully impact circulation routes.

The alterations to the detached garage would remove one original undivided wood window and a wood door, add new arched windows to the north and south elevations, add a new window opening to the east elevation, to remail open, and add arched openings at the southeast and northwest corners. The features changed by the alteration of the garage are also minimally visible, and would not impair the ability of the garage to contribute to the significance of the residence.

Thus, the removal of the specified original openings is not likely to affect the historic character of the residence and the proposed project is in compliance with Rehabilitation Standard 2.

3. Each property shall be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or architectural elements from other buildings, shall not be undertaken.

No conjectural features or architectural elements from other buildings would be added to the original building. The proposed rear deck would not create a false sense of historical development.

At the garage, while the design for the proposed new arched openings is inspired by the cutaway corners at the southwest corner of the residence, the new features at the garage would differ from the original in scale and detail; those on the garage would be larger and simpler, framing an opening in the wall rather than a window, and would not be mistaken for an original historic feature.

Thus, the proposed project is in compliance with Rehabilitation Standard 3.

4. Most properties change over time; those changes that have acquired historic significance in their own right shall be retained and preserved.

The property has a period of significance of 1924, the year of construction, associated with its Mission and Classical Revival style architectural influences. The building has been altered little over time, including the replacement of some doors within original openings, and floor tile at the front entrance, but none of these alterations have acquired historic significance in their own right. Thus, the proposed project is in compliance with Rehabilitation Standard 4.

Page 17 of 22 ends

PAGE & TURNBULL 170 MAIDEN LANE, 5TH FLOOR SAN FRANCISCO, CALIFORNIA 94108 TEL 415-362-5154

5. Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize a historic property shall be preserved.

The distinctive features of the residence and detached garage, including the pedimented gable ends, dentils, and cutaway corner and molded brackets, would be retained in the proposed project. The replacement of original windows are limited to the rear of the building and minimally visible from the street, and would not impact the craftsmanship or character of the building. The project proposes to remove only what is necessary to complete the project. This alteration is therefore unlikely to impair the ability of the building to convey its significance. Thus, the proposed project is in compliance with Rehabilitation Standard 5.

6. Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials. Replacement of missing features shall be substantiated by documentary, physical, or pictorial evidence.

No missing or previously altered features are proposed to be repaired or replaced. Thus, the proposed project is in compliance with Rehabilitation Standard 6.

7. Chemical or physical treatments, such as sandblasting, that cause damage to historic materials shall not be used. The surface cleaning of structures, if appropriate, shall be undertaken using the gentlest means possible.

The project does not propose any physical or chemical treatments to historic materials or finishes.

Thus, the proposed project is in compliance with Rehabilitation Standard 7.

8. Significant archeological resources affected by a project shall be protected and preserved. If such resources must be disturbed, mitigation measures shall be undertaken.

As currently planned, the proposed project does not involve any major ground disturbance. In the case of the inadvertent discovery of archaeological materials during ground disturbing activity, provided that standard discovery procedures for the City of Mountain View are followed, the proposed project would be in compliance with Rehabilitation Standard 8.

PAGE & TURNBULL 170 MAIDEN LANE, 5TH FLOOR SAN FRANCISCO, CALIFORNIA 94108 TEL 415-362-5154

9. New additions, exterior alterations, or related new construction will not destroy historic materials, features, and spatial relationships that characterize the property. The new work will be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment.

The proposed project would construct a 158 square-foot deck at the northeast corner of the residence, attached to the east end of the north elevation. The deck would be at the rear side of the house and would be minimally visible from the Bush Street and Loreto Street public rights-of-way, therefore compatible in its modest size and scale. The proposed deck surface material would be wood plank, a material compatible with the design of the existing building, and which has been used for rear steps since the construction of the property. The proposed contemporary design of the deck, utilizing treated wood, would be sufficiently differentiated from the original portions of the building that it would be legible as a new feature. The original windows and original door at the north elevation of the residence would be altered, The project would alter three original openings at the north elevation, which currently consist of one pair of nine-over-one divided-lite double-hung windows, one partially glazed door, and one two-lite fixed wood window. The project would remove the original windows and door, and expand the openings to install two pairs of French doors. The project would also remove the existing rear staircase, which is not character -defining, to install the proposed rear deck.

The windows and door which would be removed for alterations at the rear elevation are minimally visible from the public right-of-way/All original fenestration visible from the public right-of-way at the south and west sides of the building will be retained. Removal of the noted windows and door would not diminish the significance or integrity of the building. The two proposed pairs of French doors reference the lite patterns of windows at the projecting bay window at the southwest corner of the building, but are sufficiently differentiated due to their contemporary design and location at a rear deck.

The alterations to the garage would remove one original window and one original door and create new openings on the east elevation and at the east side of the north and south elevations. The portion of the garage which is proposed to be altered is minimally visible from the public right-of- way, and the changes would not diminish the building’s ability to contribute to the significance of the property. Proposed new windows at the garage would reference the divided-lite original windows at the property, but would be sufficiently differentiated from the old through their arched shape .

Thus, the proposed project is in compliance with Rehabilitation Standard 9.

Page 19 of 22 ends

PAGE & TURNBULL 170 MAIDEN LANE, 5TH FLOOR SAN FRANCISCO, CALIFORNIA 94108 TEL 415-362-5154

10. New additions and adjacent or related new construction shall be undertaken in such a manner that if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired.

The proposed deck is located at the rear of the residence. If, hypothetically, removed in the future, the general form and integrity of the residence as viewed from the street would be unimpaired.

Thus, the proposed project is in compliance with Rehabilitation Standard 10.

Conclusion
As the above analysis demonstrates, the proposed project, as currently designed, complies with all ten of the Secretary of the Interior’s Standards for Rehabilitation. According to CEQA Guidelines Section 15126.4(b)(1), if a project complies with the Standards for Rehabilitation, the project’s impact “would generally be considered mitigated below a level of significance and thus is not significant.” Therefore, as currently designed, the proposed project would not result in project-specific impacts, and would not cause a substantial adverse change to the historical resource as defined by CEQA.

The project also meets the requirements of Section 36.54.90 of the City of Mountain View’s Code of Ordinances.

Located on a corner lot, this one-story, single-family home combines an eclectic mix of Mission and Classical Revival details.

It is rectangular in plan with an asphalt shingle-clad gable roof and stucco cladding. Multi-lite, wood-sash casement windows are predominate throughout. Decorative details include a Mission style, shaped archway and parapet leading to the covered front porch, which features red clay tile and glazed porcelain tile flooring. Dentils decorate the cornice on all street elevations and frame two gable pediments. One gable features cutaway corners with windows and molded brackets.

This parcel also includes a single-story, rectangular garage with a flat roof and stucco cladding.

This house was the first to be constructed in the Palmita Park subdivision, a residential neighborhood bounded by Bush, Dana, Calderon, and Velarde Streets developed over twenty years by the Minton Lumber Company, one of Mountain View’s pioneering businesses, and Bert Holeman (d. 1951), a Kansas native who arrived in Mountain View in 1912 and founded First National Bank, for which he served as president until 1925. In 1923 the Minton Company bought 9.5 acres fronting Calderon Avenue from W. A. Goodpasture and 4.5 acres fronting Bush Street from Holeman. The latter then collaborated with the lumber company to promote residential development on the combined 14 acres. Between 1924 and 1925, the developers graded, curbed, paved, and installed sewer, water, gas, electric, and telephones services for lots along the entire frontage on Bush and Loreto Streets as well Anza and Velarde Streets. A Mrs. C. E. Kunze won a contest to name the new subdivision, and a row of palm trees were planted along the entire frontage of Bush Street in honor of the subdivision’s name, Palmita Park. In 1926 Minton bought 15 more parcels from Holeman and developed another street.

Houses of many styles, including this Spanish-influenced residence, characterize the planned subdivision of Palmita Park.

Continuation of B10. Significance:

The Minton Lumber Company, Mountain View’s “oldest continually operating commercial establishment” dates to 1911.

That year, Earl D. Minton traveled from Neligh, Nebraska to Mountain View where he purchased Parkinson Brothers Lumber & Hardware on Front Street (now Evelyn Avenue), a company that dated to 1897. Mountain View’s population counted about 1,000 residents in 1911, but grew steadily for the next thirty years and accelerated dramatically during the postwar era. The Lumber Company’s growth paralleled that of the city. Its investment in the Palmita Park subdivision both reflected and propelled future mayor Earl Minton’s vision for the potential growth of the city.

Alfred Olson (1889-1971) joined Minton Lumber Company as treasurer and member of the board of directors after World War I, when he had been a messmate with Earl Minton. He married Emily Luella Beystrom in 1923 and built their first home the following year. The house remained in the Olson family into the 1980s.

This house appears eligible for the NRHP/CRHR under Criteria C/3 as a significant example of architecture in planned communities of 1920s and 1930s America. These subdivisions typically featured a variety of styles while maintaining uniform building and lot sizes and building setbacks. This small-scale house blends several styles to create a picturesque effect with historical associations, demonstrating the era’s dominant architectural trends. However, the property does not appear to be eligible for the NRHP/CRHR under Criteria A/1, B/2, or D/4. It is not associated with persons, events, or broad patterns important to local, California, or National history, nor is it likely to yield information important to history or prehistory. It retains a high level of integrity, with a continuity of setting and no obvious exterior alterations.

484 Loreto Street is a Mission Revival style single-family residence located in Old Mountain View, associated with the theme of Residential Development (1910-1944) as elaborated in the City of Mountain View Historic Context Statement. 484 Loreto Street was the first residence built in 1924 in the Palmita Park subdivision, which was planned and built by the Minton Lumber Company.

Palmita Park subdivision is a residential neighborhood bounded by Bush, Dana, and Velarde Streets and Calderon Avenue. It was developed over 20 years, beginning in 1924, by the Minton Lumber Company and Bert Holeman, a local businessman. The Minton Lumber Company was founded in 1911. Bert Holeman was a Kansas native who arrived in Mountain View in 1912. He founded the First National Bank in Mountain View, for which he served as president until 1925. In 1923, the Minton Lumber Company bought 9.5 acres fronting Calderon Avenue from W. A. Goodpasture and 4.5 acres fronting Bush Street from Bert Holeman. Holeman collaborated with the Minton Company to promote residential development on the combined 14 acres. A contest to name the new subdivision elicited the name Palmita Park; palm trees were planted along the Bush Street frontage in honor of the subdivision’s new name. In March 1924, Palmita Park was annexed to Mountain View. Between 1924 and 1925, the developers graded, curbed, paved, and installed sewer, water, gas, electric and telephone service for lots along the frontage on Bush, Loreto, Anza, and Velarde Streets. In 1926, the Minton Company added Westinghouse electroliers (streetlights) to the subdivision. Lots were sold only to buyers who, at the time of purchase, made a contract with the Minton Company for the construction of a home. The contract included the planting of lawns and shrubbery, and house sites were established with a common setback and uniform distance from lot lines. Construction started from Bush Street at Loreto and moved east toward Calderon Avenue. Advertisements in the Mountain View Register Leader in 1924 and 1925 suggest that some of the subdivision’s early houses were built on speculation by the Minton Company for immediate purchase while others were built according to the Minton company's plan books from which buyers could select a plan and style for customized construction.

Continuation of B10. Statement of Significance
The Palmita Park houses built in the 1920s exhibit the range of cottage and period revival styles popular in that decade; however, the Great Depression interrupted the full build-out of the subdivi sion. Houses from the late 1930s and the post-World War II building boom in the Minimal Traditional style appear to have filled out the remaining blocks. The house at 484 Loreto Street was built by Minton Lumber Company treasurer and Board of Directors member Alfred Olson, who owned and occupied the property with his wife Emily. The Olson family retained ownership through the 1980s.
484 Loreto Street appears eligibile for the National Register, California Register and Mountain View Register under Criterion C/3/c as a notable and first-in-the-development example of Mission Revival architecture buil t within the stylistically diverse Palmita Park subdivision during the 1920s. The property appears minimally altered and retains sufficient integrity for listing in the National Register and California Register. The period of significance is 1924, the year of construction.

The character-defining features of the resource include:

Overall siting and scale, including historic setback
Complex plan and massing
Stucco cladding
Mission Revival parapets and pedimented gables
Cornice with dentils
Entry portico with arched openings
Bay window with projecting eave
Attached planting bed
12-over-one double-hung wood sash windows with ogee lugs Detached garage with shaped parapet and wing walls, and paired side-hinge doors.
