This meeting was conducted with a virtual component. All members of the City Council and all speakers participated in-person unless otherwise noted.

1. CALL TO ORDER
At 6:02 p.m., Mayor Kamei called the meeting to order.
2. PLEDGE OF ALLEGIANCE
Mayor Kamei led the Pledge of Allegiance.
3. ROLL CALL
Present: 6- Councilmember Clark, Councilmember Hicks, Councilmember Ramirez, Councilmember Showalter, Vice Mayor Ramos, Mayor Kamei
Absent: 1 - Councilmember McAlister
4. STUDY SESSION
4.1 Environmental Planning Commission Applicant Interviews The purpose of this study session was to interview applicants for the Environmental Planning Commission and make a recommendation for appointment at the December 9, 2025 City Council meeting.
There were no public speakers in-person or virtually.
The Council selected the following time allocation and questions to ask each Environmental Planning Commission applicant:
1 minute: What would you bring, or what have you brought, to the Environmental Planning Commission that is unique?
1 minute: What is the role of a Planning Commissioner?

2 minutes: What are your thoughts on the City's existing plans, like the General Plan and Precise Plans, specifically the Downtown Precise Plan?
1.5 minutes: What do you think the big issues facing the Environmental Planning Commission will be, for instance implementing the Housing Element or others?
2 minutes: How does good land use improve our City, and what is good land use? The Council interviewed the following five applicants for two members on the Environmental Planning Commission to fill two terms beginning January 1, 2026 through December 31, 2029.

MOTION - M/S - Showalter/Ramirez - To recommend the Council reappoint Tina Pham to fill one term on the Environmental Planning Commission beginning January 1, 2026 through December 31, 2029.
The motion carried by the following vote:
Yes: 6- Councilmember Clark, Councilmember Hicks, Councilmember Ramirez, Councilmember Showalter, Vice Mayor Ramos, Mayor Kamei
The Council discussed the remaining applicants and voted by ballot.
City Clerk Glaser announced the Council voted as follows (first round):
Councilmember Clark voted for IdaRose Sylvester.
Councilmember Hicks voted for IdaRose Sylvester.
Councilemmber Ramirez voted for Shwetha Subramanian.
Councilmember Showalter voted for IdaRose Sylvester.
Vice Mayor Ramos voted for Shwetha Subramanian.
Mayor Kamei voted for Shwetha Subramanian.
City Clerk Glaser announced there was a tie vote between Shwetha Subramanian and IdaRose Sylvester.
The Council discussed the remaining applicants and voted again by ballot.
City Clerk Glaser announced the Council voted as follows (second round):
Councilmember Clark voted for IdaRose Sylvester.

Councilemmber Ramirez voted for Shwetha Subramanian.
Councilmember Showalter voted for IdaRose Sylvester.
Vice Mayor Ramos voted for Shwetha Subramanian.
Mayor Kamei voted for Shwetha Subramanian.
Shwetha Subramanian was selected to fill one term on the Environmental Planning Commission beginning January 1, 2026 through December 31, 2029.
These selections were scheduled to be brought back to the Council for appointment on December 9, 2025.
5. ADJOURNMENT
At 7:29 p.m., Mayor Kamei adjourned the meeting
