SUBJECT: SISTERCITYACTIVITIES NO.: A-14
PURPOSE:
Toestablishapolicy governingtheCity of MountainView’s (City’s) responsibilities relatingtosistercityactivities.
POLICY:
1. TheCity supportsthe sistercity conceptandits goalof strengtheningglobal understandingbetweenthepeoplesoftheUnitedStatesandothernations.
2. TheCityacknowledgesthattheSisterCityAffiliationofMountainViewnonprofit organization (Affiliation) hasprimary responsibilityfor theimplementationof sistercityprogramsandeventsin MountainView.
3. TheCitywill supporttheAffiliationin itssistercityactivitiesasfollows:
a. TheCityManagershalldesignateaCity staffmembertoserveastheCity’s liaisonregardingsistercityactivities.
b. TheCity staffliaisonwill assumeprimaryresponsibilityfor coordinating andconductingall activitiesandevents (e.g., meetingswith City officials, receptions, tours, etc.) for visitsby city officialsfromsistercities. Forthese officialevents, theCitymayrequestthattheAffiliation providesomelevel of supporttotheCity’sefforts.
c. TheCity staffliaisonwill actin asupportcapacityto theAffiliation asit assumesprimaryresponsibilityfor theplanningandexecutionof activities andeventsfor visitsofotherdelegations.
d. TheCitywill providefile cabinetspaceforstorageof archivalinformation. e. TheCity will provide reasonablepostage, facsimile, copying and/ or printingsupportforsistercityeventsin whichtheCityisparticipating. f. TheCitywill providetheuseof availableCityfacilities (with theexception of theCenterfor thePerformingArts) atnocostto theAffiliation for sister city-relatedactivities.

4. A budgetrequestshallbesubmittedby theCity staffliaisonannuallydetailing proposedsistercity-relatedexpendituresandfunding levelsfor theupcoming year. ThisbudgetrequestshallbereviewedbytheCityCouncilduringitsannual Citybudgetreviewandadoptionprocess.
5. No CityfundsshallbedirectlyprovidedtotheAffiliationtosupporttheirgeneral operatingexpenses.
6. City funds shallonly beexpendedwith theapprovalof theCity Manageror his/herdesignee.
7. Cityfundsshallbeexpendedonlyfor thefollowingsistercity-relatedexpenses:
a. One-halfofthefoodcostsfortheannualsistercitydinner. NoCityfundswill beusedto offsetthecostof alcoholicbeverages, entertainment, equipment rentalor otherexpensesrelatedtotheevent.
b. Dues/membershipcostsassociatedwith theCity’smembershipin Town Affiliation AssociationsInternational. Membership/ duescostfor the Affiliationwill betheresponsibilityof theAffiliation.
c. City gifts, which will bepresentedto sistercity representatives (student, businessor government) duringtheirvisit to theCity of MountainView, or presentedby representativesof MountainView during their trips to sister cities.
Citygiftsandvisit supportactivitieswill beprovidedtosistercityvisitorsas follows:
1) An individualvisitingfromasistercity, butnotpartof anyformalor informaldelegationwill receive: aCitypin; aCityinformationpacket; andaninvitationtomeetwith theCitystaffliaisonand/or Mayor. 2) Groupsvisitingfromasistercity, butnotcity governmentofficersor membersof thevisitingsistercitycommitteewill receive: Citypins; a welcominggift (tobedeterminedby theCitystaffunderthedirection Page2 of 3

of theCity Manager); City informationpacket; a meetingwith the Mayor or his/ her designee; a tour of the City; and an informal receptionsponsoredbytheCity.
3) Visiting sistercity committeeand/or studentexchangegroupswill receive: City pins, a welcoming gift; City information packets; a meetingwith theMayoror his/ herdesignee; atour of theCity; an informalreceptionsponsoredby theCity; andattendanceto anevent or activity (asdetermined by the City Manager), with the costs underwritten by theCity (e.g., ticketsto aShorelineAmphitheatre event).
4) Visiting representativesfrom asistercity governmentwill receive:
City pins; awelcominggift; City informationpackets; ameetingwith theMayoror his/herdesignee; attendancetoaneventor activity, with thecostsunderwrittenbytheCity; andaluncheonor dinnerhostedby theCity.
d. AnyotherexpensesapprovedbytheCityManageror his/herdesignee.
8. Asnewsistercity relationshipsarerequested, theCity shallcoordinateits effort with theAffiliation to formalizearelationshipwith anewsistercity. Thenew sistercity relationshipmustbeformalizedby theadoptionof a City Council resolution. Suchresolutionsshallidentify theareasof commoninterestand activitieswhichbothpartieswishto pursuethroughtheirsistercity relationship e.g., studentexchangeprogram, artistic and cultural exchanges, economic developmentoutreachactivities, sportsteamexchanges, etc.).
