Figure 1: Project Location
This area has been without successful planting for years and replanting is necessary to support the long -term goals of soil stabilization, erosion control, and habitat enhancement. The new landscaping associated with this project will further enhance upland erosion management by reducing sediment sources and sediment loading into Shoreline Lake. This will improve the long- term overall lake water quality.
In addition, this is a high-use recreational area frequented by park users and summer camps. The proposed landscaping will enhance the aesthetics and recreational value of this area while also supporting the functional objectives.
On June 27, 2023, Council authorized establishing this project (Project 24-37) with the adoption of the Fiscal Year 2023 –24 through Fiscal Year 2027 –28 Capital Improvement Program. The project was included in the Fiscal Year 2023–24 (Year One) list of discretionary projects.
On June 24, 2025, Council adopted an amendment to Project 24-37 as part of the Recommended Fiscal Year 2025 -26 Budget and funding for Fiscal Year 2025 -26 CIP projects . This amendment added $1,100,000 to the existing project budget to allow for additions and adjustments to the project scope as detailed in the Analysis section.

The project require d a consultant to provide professional design and construction support services, and in October 2025, the City executed an agreement with H.T. Harvey for $145,000 to provide these services for the project.
ANALYSIS
The project scope includes vegetation enhancement, improved aesthetics, and erosion control through the installation of native plantings , soil amendment s, minor grading , temporary protective measures for plant establishment, and an expanded irrigation system . Public Works has been closely coordinating with the Community Services Department for all aspects of the project, and staff has identified a small incremental operating and maintenance effort that will be absorbed into the existing operating budget. Additionally, due to the high level of public recreational use in this area, the adjacent pathway, seating, and picnic amenities will be brought into compliance with Americans with Disabilities Act requirements.
The plans and specifications are ready to be advertised for bid . If Council approves the recommended actions, construction is expected to begin in early 2027 and be completed in fall 2027.
ENVIRONMENTAL CLEARANCE
In accordance with CEQA, staff has reviewed the scope of this project and determined that it meets the classification for categorically exempt as Class 1, Existing Facilities, pursuant to Article 19, Section 15301(h), as it consists of minor alterations of existing topographical features and existing landscaping maintenance around an existing public pedestrian trail. Staff recommends that Council make findings that, in accordance with CEQA requirements, the project is categorically exempt as Class 1, Existing Facilities, under CEQA Guidelines (Title 14, Division 6, Chapter 3, Article 19 of the California Code of Regulations) Section 15301(h).
