TITLE: Parks and Recreation Strategic Plan,
Project 22-37 - Authorize Amendment to
Professional Services Agreement

RECOMMENDATION

Authorize the City Manager or designee to amend the professional services agreement with Next Practice Partners, LLC, a limited liability company (Business Entity No. 202207291610863) , increasing compensation by $24,400 for an amount not to exceed $674,171.

BACKGROUND

On June 8, 2021, the City Council adopted the City’s Strategic Roadmap with seven strategic priorities, including “Livability and Quality of Life”. One project identified under this priority was to “Develop a comprehensive Parks and Recreation Strategic Plan” (“Plan”). On June 22, 2021, Council adopted funding for Fiscal Year 20 21-22 Capital Improvement Program (“CIP”) projects, including Parks and Recreation Strategic Plan, Project 22 -37. This CIP was funded with a total of $750,000, including $600,000 from the Park Land Dedication Fund and $150,000 from the Shoreline Regional Park Community Fund.

On April 25, 2023, the City Council authorized a professional services agreement in the amount of $649,771 with Next Practice Partners, LLC to develop the Plan . Council also adopted a resolution to transfer $600,000 from Parks and Recreation Strategic Plan, Project 22 -37, to the Park Land Dedication Fund, and appropriate and transfer $600,000 from the General Non- Operating Fund to Project 22-37.

The project team, consisting of City staff and the consultant, conducted an 11-month community engagement process from August 2023 to July 2024. From August 2024 through November 2025, the project team focused on technical analysis , including a comprehensive Level of Service analysis and an inventory, remeasurement, and evaluation of City parks, recreation facilities and programs. These findings, together with community input, informed the development of goals, strategies, and action items for the 10- to 15-year Strategic Plan. From November 2025 through May 2026, the draft Plan was further refined based on feedback and direction from the public, Parks and Recreation Commission, and the City Council, culminating in City Council adoption of the Plan o n May 26, 2026. Following adoption, City staff continued working with Next Practice

Partners, LLC to incorporate final Council direction and edits into the adopted Plan and to prepare the final document.

ANALYSIS

The professional services agreement with Next Practice Partners, LLC anticipated a two-year Plan development process. The process was extended by approximately 15 months to enable additional community engagement and technical analysis, and an iterative process of plan review and refinement.

The agreement includes a 3% cost escalation for services performed in Year 3 and an additional 3% for services performed in Year 4. Because Next Practice Partners, LLC continued to provide services beyond the initial two -year period, additional compensatio n is warranted under this provision. Staff recommends amending the professional services agreement with Next Practice Partners, LLC to increase compensation by $24,400, for a not-to-exceed amount of $674,171.

FISCAL IMPACT

Parks and Recreation Strategic Plan, Project 22 -37, is funded with a total of $750,000, with $600,000 from the General Non-Operating Fund and $150,000 from the Shoreline Regional Park Community Fund. Project 22 -37 h as sufficient funds for the recommended action, and n o additional appropriation is being requested.
