Association Use, Not to Exceed Eight
Sundays through February 7, 2027

RECOMMENDATION

1. Adopt a Resolution of the City Council of the City of Mountain View Authorizing Temporary Closure of Parking Lot Nos. 4 and 8 from 7:30 a.m. through 2:30 p.m. on Select Sundays Occurring Between September 20, 2026 and February 7, 2027, Not to Exceed Eight Sundays, for Use by the California Farmers’ Market Association, to be read in title only, further reading waived (Attachment 1 to the Council report).

2. Authorize the City Manager or designee to execute an agreement with the California Farmers’ Markets Association for the temporary use of Parking Lot Nos. 4 and 8 for select Sundays occurring between September 20, 2026 and February 7, 2027, not to exceed eight Sundays.

BACKGROUND

Dating back to 2014, the City of Mountain View has allowed the California Farmers’ Market Association (CFMA) to temporarily relocate the Sunday Farmers’ Market from the Mountain View Transit Center parking lot to the City -owned Parking Lot No. 12, located between California Street, Bryant Street, and Mercy Street , on Sunday s when there are home games of the San Francisco 49ers football team. Relocation away from the usual location of the Sunday Farmers’ Market in the Transit Center parking lot facilitates maximum utilization of the Valley Transportation Authority light rail line by attendees of the 49ers games in Santa Clara.

Due to the development of the affordable housing project on City- owned Lot No. 12, that lot is no longer available as the alternate farmers’ market location. In collaboration with CFMA, the City identified City -owned Lot Nos. 4 and 8, located on Hope Street between Villa Street and Evelyn Avenue (see Figure 1), as the new alternate location for the Sunday Farmers’ Market.

On March 24, 2026, the City Council authorized the City Manager to execute a n amended and restated Disposition and Development Agreement (DDA) and amended and restated ground leases for a hotel and office/mixed -use project on Lot Nos. 4 and 8 proposed by RGC Mountain View I, LLC (RGC). In consultation with RGC, the City does not anticipate construction activity on Lot Nos. 4 and 8 during the requested dates, making them available for CFMA use.

ANALYSIS

In May 2026, the San Francisco 49ers released their schedule of games for the 2026-2027 season.

There are currently six Sunday home games that result in conflicts with operating the Sunday Farmers’ Market at the Transit Center parking lot:

• September 20, 2026
• September 27, 2026
• October 4, 2026
• November 8, 2026
• November 29, 2026
• December 13, 2026

There is also potential for additional Sunday home games if the team advances to the postseason.

The allowance for up to eight Sunday closures will accommodate the six scheduled regular season games and up to two potential postseason games between the end of the regular season and the Super Bowl, which is scheduled on February 14, 2027, in the Los Angeles area.

FISCAL IMPACT

Under the proposed license agreement with the CFMA, the City will receive $443 per farmers’ market event.

CFMA will be responsible for all costs associated with setting up and operating the farmers’ market, including the posting of required “No Parking” signage. Therefore, there are no additional City costs associated with these activities.

LEVINE ACT

California Government Code Section 84308 (also known as the Levine Act) prohibits city officials from participating in any proceeding involving a “license, permit, or other entitlement for use” if the official has received a campaign contribution exceeding $500 from a party, participant, or agent of a party or participant within the last 12 months.
