TITLE: Field Renovations - Shoreline Athletic
Fields, Project 27-28–Professional
Services Agreement
RECOMMENDATION
Acting in its capacity as the Board of Directors of the Shoreline Regional Park Community, authorize the Community Manager or designee to execute a sole source professional services agreement with Tetra Tech BAS, Inc. , a California corporation (Entity No. 1346576) to provide design and construction support services for Field Renovations - Shoreline Athletic Fields, Project 27-28, in a not-to-exceed amount of $880,000, of which 100% is from the Shoreline Regional Park Community Fund.
BACKGROUND
The Shoreline Athletic Field s is located at 2450 Garcia Avenue (see Figure 1) and is a multi-use recreational facility that provides baseball, softball, and soccer fields for the Mountain View community. The facility was constructed over a portion of the Mountain View Shoreline Landfill (MVSL), a closed Class III solid-waste landfill owned and operated by the City, and was designed to accommodate the underlying landfill gas collection system and anticipated differential settlement associated with landfill conditions.

After more than 10 years of service, the synthetic turf has reached the end of its useful life and requires replacement. Because the turf and its subsurface systems sit directly above the landfill gas collection and control system (GCCS), removing the turf is also the only practical way to access and inspect the underlying infrastructure. Over the life of the turf, landfill settlement and normal wear have affected components of the GCCS, and periodic repairs are needed to keep the system functioning as required under applicable landfill regulations . Addressing these repairs concurrently, while the turf is removed for replacement, avoids a separate excavation and closure of the field later solely to reach the landfill infrastructure. Therefore, staff recommends including the GCCS and settlement- related repairs into the turf replacemen t as a single project under the Field Renovations - Shoreline Athletic Field s, Project 27-28 (Project), so that the turf and the landfill systems beneath it return to service on the same schedule.
The technical basis for this scope comes from the City's ongoing citywide Landfill Master Plan Update project, an independent planning effort covering the closed landfill . As part of that broader effort, the master plan consultant Tetra Tech, evaluated the Shoreline Athletic Fields ahead of the rest of the master plan update schedule, so that its findings could inform the GCCS repair project planning timeline . That evaluation, completed in July 2026, identified the repair needs described above and provided the technical basis for the design documents supporting the Project.
ANALYSIS
Project Scope
The purpose of the Project is to replace the synthetic turf field and rehabilitate the underlying landfill infrastructure identified during the preliminary site assessment. The scope includes preparing design plans, specifications, and construction documents, and providing engineering support during construction.
Because the Project involves full removal and replacement of the turf system, staff also evaluated whether c onverting the field to natural turf would be a feasible alternative to reinstalling synthetic turf. The evaluation found conversion is not feasible primarily because the athletic field is located on a closed landfill subject to State landfill regulatory requirements , an approved landfill closure, and post-closure maintenance plan. Establishing a natural turf field would require installing a permanent irrigation system over the landfill, which is inconsistent with the approved post-closure management approach, as continuous irrigation could increase infiltration through the landfill cover and adversely affect the integrity of the final cover system and underlying waste containment features. Accordingly, replacing the existing synthetic turf with a new synthetic turf system is the only feasible option that meets the project objectives and remains consistent with the landfill's regulatory and post -closure requirements. As part of the design, the project will incorporate environmentally friendly turf materials, including a natural alternative to the current crumb rubber infill.

Field Use and Schedule Consideration
The Shoreline Athletic Fields are among the City’s most heavily used athletic facilities and provide year-round recreational opportunities on two full -sized baseball/soccer fields . All seven City - recognized Youth Sports Organizations rely on the facility, serving more than 3,200 youth athletes participating in baseball, softball, and soccer. The fields also support adult softball and several recurring tournaments that attract teams and visitors from throughout the Bay Area.
The facility currently accommodates approximately 5,700 hours of permitted use annually after allowing for routine maintenance. The City's athletic field inventory is already operating near capacity, leaving little to no ability to absorb displaced programming elsewhere.
Given this demand, the duration of construction closure is a primary project driver. An extended closure would directly displace youth and adult league play, jeopardize the City's ability to host tournaments that depend on advance scheduling commitments, and drive affected users toward already-constrained fields at other City facilities. To minimize field downtime and impacts to recreational programming and field users, project construction will be scheduled during the low- demand season.
Design Consultant Selection
In 2009, the City selected Tetra Tech BAS, Inc. (formerly BAS) through a competitive Request for Proposals (RFP) process to provide landfill engineering services for the design of the current Shoreline Athletic Field. Tetra Tech designed the existing facility and completed the City's 2026 Preliminary Assessment, providing the technical basis for the proposed improvements.
Tetra Tech has since served as one of the City's long-standing landfill engineering consultants and has extensive experience with landfill gas collection systems, landfill closure requirements, and regulatory compliance. Tetra Tech maintains the original design files, has extensive knowledge of the facility and underlying landfill systems, and has established working relationships with regulatory agencies. Based on this continuity and their specialized landfill engineering expertise, staff recommended entering into a sole-source design services agreement with Tetra Tech which was approved by the Community Manager in accordance with Administrative Instruction 1 -6.
Retaining Tetra Tech minimize s project startup time and reduce s schedule risk by avoiding the learning curve a new consultant would face in becoming familiar with Shoreline Athletic Field 's design history and landfill conditions. Tetra Tech's demonstrated record of technically sound, cost-effective work further supports its qualification to complete the design efficiently and support successful project delivery.

services for repairs to the landfill GCCS and turf replacement . The recommended not-to-exceed agreement amount of $880,000 includes $800,000 for basic services and reimbursable expenses and $80,000 for additional services. Based on preliminary site information, the total anticipated project cost, including design, construction (currently estimated at $3,075,000), construction management, contingencies, and related project costs, is $5,575,000.
Project Schedule
Upon approval and execution of the professional services agreement, Tetra Tech will begin preparation of the design plans and specifications . S taff anticipates returning to Council to request authorization to advertise the project for construction bids in early fall 2027, with construction to follow. This schedule will allow the replacement of the synthetic turf and rehabilitation of the underlying landfill infrastructure to proceed as a single coordinated project.
Staff will coordinate with community sports leagues regarding the availability of alternative athletic fields during the construction period.
FISCAL IMPACT
The recommended consultant agreement for Shoreline Athletic Fields, Project 27-28, is for a not- to-exceed amount of $880,000. The p roject is currently funded with $ 2,500,000 from the Shoreline Regional Park Community Fund and has sufficient available funding for the recommended action. Staff will return to the Board at a future date to request authorization to advertise the project for bids and an appropriation of the additional funding necessary to complete construction.
LEVINE ACT
California Government Code Section 84308 (also known as the Levine Act) prohibits city officials from participating in any proceeding involving a “license, permit, or other entitlement for use” if the official has received a campaign contribution exceeding $500 from a party, participant, or agent of a party or participant within the last 12 months.
