1. CALL TO ORDER
Chair Ramirez called the meeting to order at 9:01 AM.
2. ROLL CALL
Present 3 - Member Emily Ann Ramos, Member Pat Showalter, and Chair Lucas Ramirez

3.1 Approve Minutes for September 30, 2025

4. ORAL COMMUNICATIONS FROM THE PUBLIC
None
5. DISCUSSION/ACTION ITEMS
5.1 Proposed Council Policy A-13b Community Engagement in Public Meetings Deputy City Manager Kimberly Thomas prompts for questions for Chief Communications Officer Lenka Wright. During the discussion, City Attorney Jennifer Logue suggested additional language.
Ms. Wright left the meeting at 9:14 AM.
Ms. Thomas presented the item and the Committee continued to ask questions.
This item was opened to the public and no one spoke.
Approved as amended M/S - Ramirez/Ramos - 3-0-0; Amended as follows:
--City Attorney to incorporate flexible language related to media updates --Under Section 2, subsection includes outreach beyond MEP (Multicultural Engagement Program) --Include language about physical signage to broaden outreach efforts
5.2 Update on Council Priority to Update Council Policies, Legislative/Contract Templates, and Other Documents
Ms. Thomas presented the item and the Committee asked questions with input from City Manager Kimbra McCarthy.

Approved as amended M/S - Ramirez/Ramos - 3-0-0; Amended with the following suggestions:
--At the next CPPC Meeting include continuation of CDD (Community Development Department) Conditions of Approval template with a brief informational update
--With the Agenda item update, include the table from this memo with rough timelines and any updates --Staff will explore how to add Policies to the website as navigating Laserfiche for this information can be difficult
5.3 Council Policy and Procedures Agenda Topics Update
Ms. Thomas presented this informational item.
No public comments.
6. COMMITTEE/STAFF COMMENTS, QUESTIONS, COMMITTEE REPORTS Committee member Pat Showalter thanked staff for setting up her virtual participation so that she could attend the meeting remotely.
7. ADJOURNMENT
Chair Ramirez adjourned the meeting at 10:10 AM.
