Action: It was moved by Council Member Warren, seconded by Mayor Pro Tem DeForest to approve Consent Calendar Items C1-C6, with the exception of the November 8, 2021, Special City Council Meeting minutes.

1. Authorizing Virtual City Council Meetings A.B. 361 (CC) Action: Adopted Resolution No. 22-4513 entitled: Adopt a resolution finding that the proclaimed state of emergency continues to impact the ability to meet safely in person and declaring the City Council, City Commissions, and other subsidiary bodies of the City Council that are subject to the Brown Act can meet remotely to ensure the health and safety of the public.
2. Waive Reading of All Ordinance Adoptions on the Agenda and Read by Title Only (CC) Action: Waive reading, by title only, of all Ordinances and Resolutions. Said Ordinances and Resolutions which appear on the public agenda shall be determined to have been read by title and further reading waived.
3. Minutes (CC)
Action: Approve the Minutes of the November 16, 2021 Regular City Council Meeting as presented.
4. Check Register December 2021 (CC)
Action: Adopted Resolution No. 22-4514 entitled: A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF MURRIETA, CALIFORNIA, RATIFYING THE CHECK REGISTER FOR THE MONTH OF DECEMBER 2021.

6. On-Call Traffic Engineering Services (CC)
Action: Adopted Resolution No. 22-4515 entitled: A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF MURRIETA, CALIFORNIA, APPROVING TWO
PURCHASE ORDERS WITH RICK ENGINEERING COMPANY FOR ON-CALL TRAFFIC ENGINEERING SERVICES.

Action: After City Council discussion, it was moved by Council Member White, seconded by Council Member Stone
to adopt Resolution 22-4516 entitled: A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF MURRIETA, CALIFORNIA, APPROVING THE 2022 LEGISLATIVE PLATFORM.
The motion carried by the following vote:
