Project Title: Development Plan Permit (DP-2021-2466) and Conditional Use Permit (CUP-2021-2467), Conditional Use Permit (CUP-2021-2469), Tentative Parcel Map (TPM-2021-2468) and Phasing Plan (PHS-2021-2470) Project Location: The project is located on the northeast corner of Mitchell Road and Clinton Keith Road on a 5.24 acre site (Assessor’s Parcel Numbers 392-230-035).
Project Description: The project is a proposal to subdivide a 5.24 acre property into three parcels Tentative Parcel Map (38837). The proposal consists of a Development Plan to develop the two southernmost parcels abutting Clinton Keith Road. The proposal consists of the development of an 886 SF drive-through coffee shop with a 336 SF outdoor patio on parcel 2 and the development of a car wash, 5,158 SF convenience store, and gas station with 6 MPD on parcel 1. The proposal also includes a phasing plan application to develop parcel 1 and 2 with the remainder of the site (parcel 3) to be left undeveloped. In addition, the proposal also involves a Conditional Use Permit (CUP) for beer and wine sales within the convenience store and a CUP to allow a car wash use within this zoning designation.
This is to advise that the City of Murrieta (Lead Agency) has approved the above-described project on March 13, 2024 and has made the following determinations regarding the above-described project:

An addendum to the previously adopted an Initial Study and Mitigated Negative Declaration (State Clearing House No. 2010031072) adopted on August 17, 2010, has been prepared and has determined that the MND has adequately addressed any potential environmental impacts of the proposed project and pursuant to Section 15162 and 15164 (Subsequent Negative Declarations) of the California Environmental Quality Act. It has been determined the project will not have a significant effect on the environment that either has not already been analyzed in the previously adopted MND or that are not more significant than previously analyzed or that the uniformly applicable development policies would not substantially mitigate the effect. All previously adopted mitigation measures are still applicable and required to be implemented if not already implemented.
