Operations Statement – Clinton Keith and Mitchell
Convenience Store and Fueling Station

The development plan features a new retail convenience store, fueling station, car wash and potential electric vehicle charging facilities located on approximately 1.29 acres at the northeast corner of Clinton Keith Road and Mitchell Road in the City of Murrieta, California. The site includes parking spaces and drive aisles off of both Clinton Keith road and Mitchell road, along with associated landscape and walkway improvements.

The proposed retail convenience store will include up to 5,199 square feet of interior floor area and will offer for sale to the general public a wide variety of grocery and snack items, packaged and fresh food, fountain and bottled drinks, coffee and tea options and will also include limited beer and wine offerings as well as tobacco products. The convenience store, along with the fueling facilities, will operate 24-hours a day with limited sales hours (6:00 a.m. to 12:00 a.m.) for alcohol products. During the times that alcohol sales are prohibited, the cooler doors will be locked and inaccessible by both members of the public and store staff. Any employees engaged in the sale of beer and wine will complete a responsible beverage service (RBS) training class that is approved by the ABC.

The proposed fuel dispensing area includes 6 pumping stations with a total of 12 fueling stations. Construction also includes the installation of underground storage tanks (utilizing the most current environmental controls, leak prevention technology and tank design features) along with a canopy to provide shade and an aesthetic appearance to the site. The underground storage tanks will be permitted in accordance with all applicable local, state and federal requirements and will include real time monitoring to ensure any issues are caught early and addressed as soon as possible.

The operator for the proposed site including the convenience store, fueling station and car wash facility will prepare a site specific security and operations plan, which will incorporate the specific conditions of approval requirements for safety, security and video surveillance practices. The site specific security plan will also be shared with City and the City police department as the site gets closer to opening. A minimum of 2 employees will always be onsite during operating hours with additional employees working during peak business hours.
