Construction on phase 1 of the proposed project consisted of remodeling two (2) different showers and restrooms at the Fire Station under emergency conditions which was completed in February 2026.
Construction on the current phase (Phase 2) aims to remodel the remaining 2 showers and restrooms in the Fire Station, bringing all showers and restrooms up to current codes and standards.
Normal operations of the Fire Station will remain unchanged, and emergency response capabilities will not be impacted.

the Fiscal Years 2024/2025 - 2028/2029 Capital Improvement Plan adopted by the City Council.
DISCUSSION
The Jefferson Avenue and Clinton Keith Road Pavement Rehabilitation Project, CIP 13072, will rehabilitate Jefferson Avenue from Nutmeg Street to Los Alamos Road (approximately 1.9 miles in length) and Clinton Keith Road from the Western City Limit to Mitchell Avenue (approximately 1.9 miles in length). Improvements consist of the removal and replacement of failed pavement sections, full-width roadway grinding of existing asphalt, placement of asphalt rubber hot mix (ARHM) overlay, signing and striping, and detector loop replacement. CIP No. 13072 is funded by the Road Repair and Accountability Act of 2017 (SB-1).
The City advertised the project on July 10, 2026, and received a total of eight (8) construction bids on July 30, 2026. The basis of the bid for determining the low bidder was defined in the specifications as the sum of the total base bid items and the additive bid item. The bid results are as follows:
Bidder Base Bid + Additive Bid Items
1. R.J. Noble Company $5,067,921.44
2. All American Asphalt $5,245,383.90
3. Hardy & Harper, Inc. $5,563,000.00
4. Eagle Paving LLC $5,795,000.00

7. Romero General Construction Corp. $6,313,313.00
8. Onyx Paving Company Inc. $6,370,000.00
In the event the cost to adjust manholes came in higher than expected, bid Item 52 “Single Adjust Sewer Manhole (EMWD)”and bid item 53 “SingleAdjust Sewer Manhole (EVMWD)”were advertised as additive bid items in order to give Eastern Municipal Water District (EMWD) and Elsinore Valley Municipal Water District (EVMWD) the opportunity to self-perform their own adjustments. Staff is working with EMWD and EVMWD to secure reimbursement agreements for the adjustment of their sewer manholes. These agreements are forthcoming and will be finalized shortly. The total reimbursable amount for Additive Bid Items 52 and 53 is $35,000 and will be received upon completion of the work.

AA0endum No. I ttem:
A question has been asked about the bid plan set and is as follows
1. Q. The specifications state that night work will only be required for construction on Clinton Keith Road, but the plans show night work will also be required for construction on Jefferson Avenue. Is night work required for Jffirson Avenue? A. Night work shall be required on Clinton Keith Road. Since the pavement rehabilitation on Jefferson will commence after work on Clinton Keith Road, this will be later in the year and temperatures at night will become a concern. Day work shall be required for construction on Jefferson Avenue between the hours of 7:00am and 4:00pm, and lane closures will be restricted to the hours between 9:00am and 2:30pm.
The Bid Date and Time remains unchanged on:

in recent years, particularly among minors. While these devices provide convenient transportation and recreational opportunities, their increased use has raised concerns about excessive speed, unsafe riding practices, the operation of non-compliant devices, and conflicts with pedestrians during special events and in areas such as sidewalks, school zones, business districts, parks, and trails.
In 2024, the City adopted Chapter 10.55 of the Murrieta Municipal Code to regulate bicycles, electric bicycles, and e-scooters. Since the adoption of those regulations, staff have continued to evaluate local enforcement experience, community concerns, and developments in electric bicycle use. The proposed ordinance updates Chapter 10.55 to strengthen safety requirements, clarify existing regulations, and improve enforcement tools.
The proposed amendments include:
· Establishing a prohibition on and standards for unsafe operation of bicycles and e-conveyances. · Establishing operational restrictions in school zones, pedestrian-priority zones, and during City- permitted special events.
· Clarifying and consolidating speed restrictions applicable to bicycles and e-conveyances. · Limiting operation of Class 3 electric bicycles on sidewalks. · Restricting the use of handheld electronic devices while operating a bicycle or e-conveyance. · Establishing standards for electric bicycle classification, labeling, and modification consistent with California law.
· Establishing additional parental responsibility and accountability provisions for violations committed by minors.
· Prohibiting parents or guardians from knowingly providing, purchasing, permitting, or authorizing minors to operate certain non-compliant electric-powered vehicles. · Authorizing electric bicycle safety education as a corrective measure and as a basis for reducing or dismissing administrative citations in specified circumstances.
Collectively, the proposed amendments are intended to improve public safety, reduce conflicts between riders and pedestrians, encourage responsible operation, and provide additional tools for education and enforcement.

ORDINANCE NO. 637-26
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MURRIETA, CALIFORNIA, AMENDING MURRIETA MUNICIPAL CODE CHAPTER 10.55, “BICYCLES, E -BIKES, AND E -SCOOTERS” TO UPDATE REGULATIONS
GOVERNING THE OPERATION, SPEED, AND USE OF BICYCLES, ELECTRIC
BICYCLES, AND E-CONVEYANCES
Summary: This ordinance updates the City’s regulations for the operation of bicycles, electric bicycles, and other e-conveyances within the City.
WHEREAS, the use of electric bicycles and other electric-powered conveyances has increased significantly within the City, particularly among minors, and that increased use presents new safety risks on public streets, sidewalks, and shared-use areas; and WHEREAS, high rates of speed, unsafe operation, and the operation of electric bicycles that do not meet the requirements of a Class I, Class II, or Class III electric bicycle under California Vehicle Code Section 312.5 pose risks to pedestrians, bicyclists, and motorists; and WHEREAS, areas with high pedestrian activity, including business districts, school zones, and public events, require enhanced safety measures to reduce the number of accidents and to prevent serious injuries from those accidents; and WHEREAS, the City seeks to promote safe and responsible use of electric bicycles through clear, enforceable regulations addressing speed, operation, and bicycle classification; and
WHEREAS, the City Council finds that establishing restrictions in school zones, pedestrian priority zones, and during special events will protect vulnerable populations, including children and pedestrians; and
WHEREAS, the City Council further finds that distracted operation of electric bicycles, including the use of handheld electronic devices, creates a risk to public safety; and WHEREAS, the City desires to align its local regulations with applicable provisions of the California Vehicle Code while addressing local conditions and community safety priorities.
