2. PROJECT UNDERSTANDING AND APPROACH
Project Understanding
The PD has outgrown its current parking facility at 2 Town Square, Murrieta, and secure parking is now critically
limited during peak operational hours. The City of Murrieta recognizes the urgency of this challenge and has initiated the Murrieta Police Department Parking Lot Expansion
Project (CIP No. 21042) to develop and expand the existing parking lot, optimize available space, and increase the total number of parking stalls. This project directly addresses the department’s current capacity constraints and supports
both present and future infrastructure needs.

After the mandatory site visit on June 24, 2026, Michael Baker understands that this project is more than a parking lot expansion—it represents a critical investment in public safety infrastructure. A fully functional, secure, and code- compliant parking facility is essential to supporting the daily operations of the Police Department, including patrol
vehicle staging, secure fleet storage, emergency response readiness, evidence transport logistics, and staff and visitor access. The expansion must also maintain controlled access, protect sensitive operational areas, and ensure that police operations remain uninterrupted during both design and
construction.

In addition to increasing parking capacity, the project includes comprehensive civil, structural, electrical,
stormwater, and site improvements; ADA upgrades; EV
charging installation; covered parking structures; and full preparation of permit-ready plans and contract documents suitable for public bidding. The selected consultant is responsible for advancing the project from conceptual
evaluation through final design, permitting, bidding
support, and construction administration assistance.

Michael Baker brings a proven track record of delivering parking lot design and site improvement projects for
municipal clients throughout Southern California, including recent work in the City of Temecula and within Riverside County that is directly comparable in scope and complexity to this project.

Proposed Expansion Improvements
The City has identified a proposed expansion into the City- owned vacant parcel to the west of the existing property, which offers a large contiguous expansion area while
potentially simplifying boundary and access considerations.

The proposed improvements will require careful analysis of site constraints, utility conflicts, grading conditions, ADA compliance, stormwater management, and integration with existing improvements.

Michael Baker will develop a clear conceptual layout for the proposed expansion, including a visual representation and itemized list of constraints to support project planning and implementation. The conceptual design will illustrate how the proposed improvements integrate with the existing
parking lot, buildings, perimeter walls, and surrounding infrastructure to ensure a seamless and functional
transition.

Key Project Needs and Priorities
Based on our review of the RFP, site walk, and the City’s Preliminary Project Needs Assessment, the following table summarizes the identified improvement items organized by priority level. Our design approach will address all “Need” items as mandatory requirements.

CRITICAL DESIGN CONSIDERATIONS
Secure Facility and Boundary Walls
The Police Department is a secured facility, and maintaining controlled access and secure perimeter integrity is
paramount. Our design will:
 Incorporate new secure boundary walls where
expansion occurs
 Maintain existing Juniper gate controls
 Coordinate vehicle circulation with PD operations
 Ensure emergency access compliance
# Improvement Item Priority
1 Parking lot civil improvements Need
2 ADA improvements and upgrades Need
3 Wall modifications Need
4 Parking lot lighting Need
5 Remove/relocate existing solar panel Need
6 WQMP/Water Quality/Hydromodifications Need
7 Designated covered parking for Mobile
Command Center Need
8 EV Charging Stations (required per code) Need
9 Covered Parking Need

CITY OF MURRIETA MURRIETA POLICE DEPARTMENT PARKING LOT EXPANSION PROJECT

P a g e | 2
All designs will be coordinated directly with PD staff to ensure operational functionality.

ADA Compliance
All improvements will comply with:
 Americans with Disabilities Act (ADA)
 California Building Code (CBC)
 California Building Standards Code
 City of Murrieta standards
Michael Baker will evaluate existing accessible stalls, routes, curb ramps, and pedestrian circulation and upgrade
deficiencies as required.

EV Charging Stations
To meet CALGreen and Title 24 requirements, Michael
Baker will evaluate EV charging needs for the facility and develop a cost-effective, scalable charging infrastructure strategy.
 Determine required EV charging station quantity, type, and locations.
 Evaluate Level 2, DC fast charging, and fleet charging options.
 Assess existing electrical and solar capacity.
 Coordinate with SCE on service requirements and
upgrades.
 Design necessary electrical infrastructure, including conduit routing and panel upgrades.
 Provide conduit and infrastructure allowances for
future EV charging expansion.

Stormwater, Water Quality, and Hydromodification
Because the PD facility was constructed in 2001/2002, it is unlikely that modern stormwater BMPs were implemented.

Michael Baker will:
 Review as-built drawings
 Conduct topographic survey and boundary verification
 Prepare a Water Quality Management Plan (WQMP)
 Prepare a Final Engineering Drainage Study Letter
 Develop a Hydromodification Management Plan (Santa
Margarita WQMP compliant)
 Perform infiltration testing and R-value testing
 Design appropriate structural or Low Impact
Development (LID) BMPs

We will carefully evaluate pre- and post-project runoff conditions and ensure compliance with City and SWRCB
requirements.

Solar Panel/Infrastructure Considerations
The project requires addressing the existing solar panel system, either through relocation or removal. We will:
 Assess structural and electrical configuration
Mobile Command Center (MCC) Accommodation
The project requires a covered parking stall in the proposed expansion for the new Mobile Command Center (MCC). The
total vehicle height is approximately 170 inches (including antennas, fully loaded configuration). Our design will:
 Provide adequate vertical clearance
 Ensure structural integrity and durability
 Integrate power service to the MCC location
Electrical service for the new MCC stall will be evaluated for potential integration with existing solar infrastructure where feasible, provided it does not compromise other
essential loads.

Environmental Compliance and CEQA
Michael Baker will evaluate the appropriate CEQA pathway for the project, including potential exemptions:
 Section 15303 (New Construction of Small Structures)
and/or
 Section 15311 (Accessory Structures)
If an exemption is not applicable, we will develop the
necessary scope and documentation for CEQA compliance.

We will also prepare and obtain the required Minor
Development Plan Permit and assess applicable
Development Mitigation Fees.

Design Approach
Michael Baker will deliver the Murrieta Police Department Parking Lot Expansion Project through a structured,
outcome-driven approach focused on operational
readiness, regulatory compliance, cost control, and long- term functionality. As a secure public safety facility, this project requires thoughtful planning, disciplined
coordination, and seamless integration of multiple
engineering disciplines. Our team will guide the City
through clear decision points while maintaining schedule certainty and budget accountability.

Phase 1 – Strategy & Evaluation
We will begin by aligning with the City and Police
Department on operational priorities, security
requirements, parking demand, EV charging goals, and
long-term facility vision.

The proposed expansion will be evaluated holistically,
considering parking yield, site circulation, constructability, infrastructure impacts, permitting requirements, and life- cycle costs. Michael Baker will identify key project risks, opportunities, and cost considerations to support informed project planning and implementation.

This phase establishes the technical and regulatory
foundation for the project, reducing downstream risk,
streamlining project development, and minimizing the
potential for redesign during subsequent phases.

Phase 2 – Integrated Design Development
Once the city has reviewed and provided any comments on the proposed design concept, we will advance the project through progressive design milestones (35%, 75%, 95%, and 100%), with coordinated plan sets and updated cost
estimates at the 75%, 95%, and Final Plan Submittals.

Our focus during this phase is integration — ensuring that grading, drainage, water quality compliance, structural systems, EV infrastructure, solar considerations, ADA
upgrades, lighting, and secure access improvements
function as a unified system. Early incorporation of
stormwater management and hydromodification
compliance will streamline permitting and avoid late-stage redesign.

Throughout design development, we will prioritize:
 Maintaining secure operations
 Minimizing construction impacts to Police Department
activities
 Delivering a cost-effective and constructible solution  Positioning the facility for future growth and fleet
electrification
Stormwater management will be integrated into all design phases. The site plan will coordinate parking lot grading designed to route runoff to the proposed BMP and catch
basins. DMAs will be clearly delineated showing new
parking runoff and existing offsite tributary flows. The BMP location will be coordinated with parking layout, shade structures, walls, gates, and utilities to ensure
constructability and maintainability. Proposed storm drain will be routed to minimize utility conflicts and be designed for tie-in to the existing City system in Juniper Street.

The BMP will be sized and configured based on geotechnical infiltration data and site constraints as either a surface bioretention basin if space permits, subsurface bioretention vault if space-constrained, infiltration trench if soil conditions are favorable, or a hybrid system combining
infiltration with underdrain and detention storage.

Proposed BMPs will include clear maintenance access,
inspection ports as needed, and emergency overflow
routing. Pre-design coordination with the City will confirm BMP type preference and maintenance responsibility.

Phase 3 – Environmental Clearance & Permitting
Permitting and environmental compliance will be advanced in parallel with design to maintain schedule efficiency. We will evaluate the appropriate CEQA pathway and prepare
required documentation, while coordinating Engineering, Building, and Minor Development Plan approvals.

Our approach emphasizes proactive agency coordination
and clear response matrices to expedite review cycles and minimize permitting delays.

Phase 4 – Final Documentation & Procurement Support
Michael Baker will prepare complete, bid-ready
construction documents consistent with City standards and Greenbook requirements, supported by detailed, quantity- based cost estimates.

During bidding and construction, we will remain actively engaged to provide technical support, respond to RFIs,
review submittals, and help ensure the City receives a
facility built in accordance with the design intent.

3. SCOPE OF WORK
The proposed parking lots should include appropriate
pavement, striping, lighting, sidewalk, electric vehicle charging stations, and ADA improvements. Water Quality
treatment devices are required for the project site. Michael Baker shall perform the following services:

Task 1.0 – Project Management and Administration
Michael Baker will work with the City of Murrieta to
schedule a project kickoff meeting (pre-design meeting) as well as planned status meetings with the City. Additional meetings with City Departments as well as other key
stakeholders will be scheduled and attended as necessary.

Michael Baker will provide meeting agendas with input
from the City for each meeting and will prepare and
distribute meeting minutes. A total of fifteen (15) bi-weekly meetings is assumed in this task in accordance with our proposed schedule.

On a monthly basis, Michael Baker will issue invoices and progress reports to the City detailing major items worked on during the billing period as well as percentage complete for each task. This report will include all necessary back up and will serve to establish internal accounting methods and procedures acceptable to the City for documenting and
monitoring contract costs. A master schedule will be
developed as part of this task and will be updated monthly as part of the progress reports.

The Michael Baker Team shall implement and maintain the following quality control procedures during the preparation of the plans and documents relating to the project. The Michael Baker Team shall have a quality control plan in effect during the entire time services are being performed for this project. The plan shall establish a process whereby calculations are independently checked, plans checked,
corrected and backchecked, and all job-related
correspondence and memoranda routed and received by
affected persons and then bound in appropriate job files.

Where several drawings show different work in the same
area, means shall be provided to avoid conflicts and
misalignment in both new and existing improvements.

Evidence that the quality control plan is functional may be requested by the City of Murrieta (City). All plans,
calculations documents and other items submitted to the City for review shall be marked clearly as being fully checked and that the preparation of the material follows the quality control plan established for the work.

Deliverables: Meeting Agendas and Minutes. Invoices with Progress Reports. Project Master Schedule with Updates
Task 2.0 – Project Research and Investigation
Task 2.1: Utility Research and Coordination
Michael Baker will conduct comprehensive utility research and coordination to identify existing and future utilities within the project site and determine potential conflicts with the proposed improvements. This effort will begin with reviewing City-provided as-builts and record drawings to confirm utility locations, material types, and associated appurtenances. Known onsite utilities will be incorporated into the project base plans for use during design.

Based on this research, Michael Baker will identify utilities requiring modification or relocation and will coordinate directly with utility companies to review conflicts, discuss required adjustments, and support the development of
relocation strategies, as needed. Preliminary utility
relocation sketches will be prepared for utility company review, with the understanding that each utility provider will prepare its own final relocation plans, if required.

Michael Baker will also support the City with relocation agreement coordination and processing of utility
submittals, as necessary.

Special attention will be given to existing underground utilities, electrical distribution systems, solar infrastructure, and associated foundations. This includes reviewing
available information related to existing photovoltaic
canopy supports, underground conduit routing, pull boxes, and equipment pads to help inform future conduit
placement, EV infrastructure, and any required solar
relocation. This proactive coordination effort will reduce the potential for utility conflicts, foundation interferences, or rework during later design and construction phases.

Task 2.2: Records Research and Field Investigation
Our team will assess prior site improvements, utility
alignments, and existing infrastructure constraints that may influence expansion feasibility and constructability. Key site features—including buildings, perimeter walls, curb and gutter, sidewalks, pavement markings, lighting, fire
hydrants, and both wet and dry utilities—will be identified and documented to ensure seamless integration with the
proposed improvements.

Available record documents will be reviewed to verify
existing conditions and inform design development. This information will be shared with and utilized by our survey team to confirm that visible improvements and known
surface features have been accurately captured, while also

CITY OF MURRIETA MURRIETA POLICE DEPARTMENT PARKING LOT EXPANSION PROJECT

P a g e | 5
identifying areas where subsurface verification or
additional coordination may be warranted.

This coordinated records review and field verification effort will help confirm existing site conditions and support a smooth transition into design.

Task 2.3: Potholing
To address potential vertical conflicts, Michael Baker will provide utility potholing and survey services to precisely locate existing utilities that may be impacted by
construction. Up to three (3) potholes are included in this scope. Utilities that can be accurately located through nondestructive means—such as sewer or storm drain lines traceable via adjacent manholes—will not be potholed.

Deliverables: Utility record research summary. Utility
conflict list and coordination log. Preliminary utility relocation sketches. Pothole survey data.

Task 3.0 – Topographic Survey and Control
Task 3.1: Topographic Survey and Control
Michael Baker will perform a comprehensive survey control and topographic survey of the project site to establish accurate horizontal and vertical reference for design. The team will begin by tying project control to existing City benchmarks used on prior Murrieta expansion projects. If suitable control is not available, the survey will be tied to local CORS stations for horizontal control and to the nearest published benchmarks from Riverside County or NGS
sources. This control network will serve as the basis for all topographic and boundary mapping.

Using this control, Michael Baker will conduct a detailed topographic field survey to capture existing ground
elevations and site features necessary for engineering
design. The survey will identify locations, elevations, and descriptions of key improvements, including curb and
gutter, AC berms, pavement edges, sidewalks, driveways, buildings, flowlines, grade breaks, tops and toes of slopes, fences and walls, above ground utilities, signs, and existing trees greater than 6 inches in diameter. All collected data will be compiled into a CADD base file at 40 scale with 1 foot contour intervals for use by the design team.

Deliverables: CADD base file with surface and topographic features
Optional Task 3.2: Lot Line Adjustment
Michael Baker will perform limited boundary research,
record mapping, and preliminary boundary analysis to
support a proposed Lot Line Adjustment (LLA). This effort will include review of publicly available records, preparation of a record boundary map, and field recovery of a
representative sample of accessible boundary monuments
to correlate record information with the project survey mapping. Record boundary information will be plotted on the project base map and utilized to establish the proposed lot configuration.

Based on the proposed adjustment, Michael Baker will
prepare legal descriptions and plat exhibits for the
reconfigured parcels. Property lines will be derived from record boundary information, and traverse calculations will be performed to verify geometric closure and calculate
parcel areas. The scope also includes preparation of the LLA application forms, legal descriptions, exhibit plats, and supporting calculations necessary to support City review and approval. Client shall provide current title reports for all parcels affected by the proposed adjustment.

The Client understands that the boundary information
utilized for this task is based on record research and limited monument recovery and does not constitute a
comprehensive boundary survey or legal boundary
determination. This scope assumes sufficient and accessible monumentation exists within the project vicinity to
establish record boundary control. Preparation of deeds, title services, acquisition activities, recording services, governmental processing, filing fees, and review fees are excluded and shall be provided by others or paid directly by the Client.

Deliverables: CADD File, Lot Line Adjustment Application Package, Legal Description and Plat Exhibit (PDF and signed original), and Traverse Calculation Report (PDF).

Task 4.0 – Geotechnical Investigation
Task 4.1: Geotechnical Investigation and Memo
Michael Baker has partnered with Verdantas, Inc.
(Verdantas) to perform a focused geotechnical exploration and percolation testing program to support pavement
design, structural foundations, and stormwater BMP
feasibility.

Review conceptual design plan, previous reports of site grading activities (if available), in-house and published information pertinent to the project scope.
• Perform a site reconnaissance for percolation test.
• Notify DigAlert at least 72 hours prior to fieldwork.

DigAlert does not locate private utilities. Verdantas will not be responsible for damage to any utilities not clearly identified and located.

CITY OF MURRIETA MURRIETA POLICE DEPARTMENT PARKING LOT EXPANSION PROJECT

P a g e | 6
For field exploration, Verdantas shall sample four to five geotechnical borings in the area, three to four of those boring shall be converted to percolation tests. All borings shall be to a depth of 5 to 10 feet below ground surface (BGS) or practical refusal and one maximum depth of 35’ or practical refusal to evaluate covered parking for the MCC).

The percolation test will determine the water infiltration rates generally following procedures set forth by Riverside County Flood Control for Design of Low Impact
Development Best Management Practices.

A Geotechnical Memo will be prepared presenting findings and recommendations. Our report will include
infiltration/percolation rates, as well as geotechnical recommendations for proposed improvements.

Additionally, Verdantas will review draft plans and
specifications pertaining to the geotechnical aspects of the project and provide input. This task also includes review of plans and specifications pertaining to the geotechnical aspects of the project.

Deliverables: Geotechnical Memo and Plan and
Specifications Review
Task 5.0 – Project Conceptual Layout
Michael Baker will prepare a comprehensive conceptual
layout for the City’s parking lot expansion project. The conceptual design will be developed using available base mapping and will incorporate standard parking geometry, efficient site circulation, ADA-compliant access, and
enhancements to overall site functionality and security.

The conceptual layout will incorporate preliminary
multidisciplinary input to support feasibility and
coordination across major project elements. This includes conceptual grading and drainage strategies; identification of potential stormwater BMP locations; preliminary
evaluation of hydromodification requirements; high-level structural planning for perimeter walls, covered parking canopies, and the Mobile Command Center stall; and
conceptual electrical layouts for parking lot lighting, EV charging infrastructure consistent with CALGreen
requirements, solar facility modifications, and associated power and low-voltage systems.

The conceptual layout will clearly demonstrate how the
proposed improvements integrate with existing conditions, including access points, drive aisles, utilities (wet and dry), solar facilities, drainage patterns, pedestrian connections, and adjacent site improvements based on information
gathered during research, survey coordination, and utility investigations. Particular attention will be given to
identifying potential utility conflicts, canopy foundation constraints, and future conduit routing needs to minimize downstream coordination challenges.

As part of this effort, Michael Baker will identify key project constraints and design considerations, including property boundaries, grading challenges, utility conflicts, operational impacts to Police Department activities, stormwater
compliance requirements, structural considerations, and permitting needs. These evaluations will support informed project planning, cost estimating, and risk management
throughout subsequent phases of design.

The conceptual design will be presented through clear,
easy-to-read exhibits suitable for internal review and
stakeholder discussions. Deliverables will include plan-view graphics and concise narrative summaries highlighting
major project features, design considerations, and
implementation opportunities.

Deliverables: One (1) conceptual layout exhibit with tie-in diagram showing integration with existing improvements.

Task 6.0 – Environmental, Planning, Entitlement,
Task 6.1: Project Initiation and Project Description
Environmental review will be conducted in accordance with the California Environmental Quality Act (CEQA) and State CEQA Guidelines Section 15378. Following receipt of the 35% design plans, Michael Baker will initiate environmental compliance activities, beginning with preparation of a
comprehensive CEQA project description. The project
description will be coordinated with the design team for consistency with engineering plans and will clearly define the project’s location, components, and limits of
disturbance to support accurate environmental analysis. A draft project description will be provided to the City and project team staff for review and comment. Upon receiving comments, Michael Baker will revise and finalize the
document, which will serve as the foundation for the CEQA documentation.

Deliverables: Draft and Final CEQA Project Description
submitted electronically
Task 6.2: CEQA Documentation
Michael Baker anticipates the project would qualify for a Categorical Exemption under State CEQA Guidelines
Sections 15303 (Class 3 – New Construction or Conversion of Small Structures) and 15311 (Class 11 – Accessory
Structures), as the proposed improvements constitute
minor, accessory expansions to an existing public safety

CITY OF MURRIETA MURRIETA POLICE DEPARTMENT PARKING LOT EXPANSION PROJECT

P a g e | 7
facility. To support a conservative and defensible approach, Michael Baker will prepare a CEQA Exemption
Determination Memorandum evaluating the applicability of both exemptions, including consideration of exceptions to the use of categorical exemptions pursuant to CEQA
Guidelines Section 15300.2. This scope of work assumes no technical studies will be needed to support the CEQA
Exemption Determination Memorandum.

The memorandum will include a detailed project
description, supporting exhibits, and documentation
demonstrating that the project meets the applicable
exemption criteria and would not result in significant
environmental impacts due to unusual circumstances. A
Notice of Exemption (NOE) will also be prepared and filed with the County Clerk and State Clearinghouse. This scope assumes one round of review. If potential environmental constraints are identified during preparation of the
Categorical Exemption Determination Memorandum,
Michael Baker will coordinate with the City to confirm an appropriate path forward and scope any additional work, as needed.

Deliverables: Draft and Final CEQA Exemption
Determination Memorandum and Notice of Exemption
submitted electronically
Task 6.3: Minor Development Plan Permit and Fee
Assessment
Michael Baker will provide entitlement support services for preparation and approval of a Minor Development Plan
Permit in accordance with Chapter 16.56 of the Murrieta Development Code. Services will include coordination with the City of Murrieta Planning Division, preparation and submittal of application materials, and support through the review and approval process. Michael Baker will conduct completeness review support, coordinate responses to City comments, and assist in preparation of findings and
conditions of approval (if required).

In addition, Michael Baker will coordinate with the City to assess applicable Development Mitigation Fees associated with the project and document fee requirements for
project implementation. Entitlement services will be
performed on a time-and-materials basis in accordance
with the approved rate schedule.

Deliverables: Minor Development Plan Permit application package (draft and final electronic format). Technical
responses to City comments (as received). Draft findings and conditions of approval (if required). Development
Mitigation Fee Summary Memorandum.

Task 7.0 – Stormwater Reports and Water Quality
Task 7.1: Water Quality Management Plan (WQMP) With
Hydromodification Management
A comprehensive Project-Specific WQMP shall be prepared in accordance with City of Murrieta requirements, the Santa Margarita Region (SMR) WQMP, and current SMR
Hydromodification Management guidance.

The WQMP will include site characterization identifying Primary Pollutants of Concern based on the parking lot land use category. Drainage Management Areas (DMAs) will be
delineated per the Drainage Study to show runoff pathways from new parking and existing offsite tributary flows. The plan will document LID principles optimization including site design minimization of impervious surfaces, dispersion of runoff, and infiltration opportunities. One primary water quality treatment BMP will be selected and sized to capture and treat the Design Capture Volume (DCV) for the 85th
percentile 24-hour storm event. The BMP type will be
determined based on geotechnical infiltration data and
coordinated with City preferences. Source control and
operational BMP specifications will be included, along with an operation and maintenance plan outlining long-term
care, maintenance procedures, inspection schedules, and responsibilities for all water quality treatment and
stormwater management features.

Hydromodification compliance will be summarized with
reference to the Drainage Study. Sediment supply and
coarse sediment yield assessment are not included in this scope of work as it is not applicable at the project location.

Task 7.2: Drainage Study
A comprehensive Drainage Study shall be prepared in
accordance with the Riverside County Hydrology and
Hydraulic Design Manuals, City of Murrieta Municipal Code and Design Standards, SMR WQMP and Hydromodification
Requirements, and applicable California Building Code
requirements.

Pre-development hydrology will establish baseline runoff conditions via rational method peak discharge calculations for the 2-, 10-, and 100-year storm events. Post-
development hydrology will incorporate new impervious
surfaces and proposed BMPs, with quantitative comparison of pre- vs. post-development runoff reduction. Design
methodology will be documented with reference to rational method and hydrograph calculations.

The drainage design will address proposed site grading and surface drainage from the parking expansion, underground storm drain routing and sizing, and accommodation of
existing offsite gutter flows. Hydraulic calculations will be

CITY OF MURRIETA MURRIETA POLICE DEPARTMENT PARKING LOT EXPANSION PROJECT

P a g e | 8
prepared for the on-site drainage system and the
anticipated connection to the existing storm drain lateral in Juniper Street using City as-built records.

Hydromodification compliance analysis will be
demonstrated using the SMR County HydroMod Iterative
Spreadsheet Model, meeting the requirements for
continuous simulation modeling in the SMR watershed,
showing that post-project flows do not exceed pre-
development conditions by more than 10% for the 2- and
10-year design storms thresholds. It is assumed that due to the project size, continuous simulation may be used in-lieu of the hydrograph analysis to characterize runoff conditions for the 2-, 5-, and 10-year storms across multiple durations (1, 3, 6, and 24-hour) to address increase runoff criteria.

Deliverables: Preliminary WQMP (90%). Final WQMP.

Preliminary Drainage Study, Final Drainage Study.

6. REPRESENTATIVE PROJECTS
For more than 35 years, Michael Baker has successfully planned, designed, and delivered parking lot expansions and site improvement projects throughout Southern California and the Temecula Valley. Our team brings extensive experience in developing practical, high-performing parking lot solutions that improve vehicular access, circulation, ADA-compliant connectivity, and overall site functionality while supporting long-term operational needs. We understand the importance of balancing grading, drainage, utility coordination, safety, and constructability with the unique requirements of active public facilities and municipal stakeholders. This depth of local and regional experience gives us a strong understanding of the permitting considerations, community context, and implementation challenges associated with public-sector parking lot improvements. The following representative projects demonstrate experience comparable in complexity and scope to the Murrieta Police Department Parking Lot Expansion Project and reflect our ability to deliver thoughtful, code-compliant, and cost-effective design solutions tailored to the City’s objectives.

VAIL RANCH RESTROOM AND PARKING LOT IMPROVEMENTS | Temecula, CA Michael Baker provided design and environmental
services for site improvements at Vail Ranch Park to
support installation of a new prefabricated restroom
facility. Our team evaluated existing site conditions and developed the supporting improvements needed to
integrate the facility into the park while enhancing
parking functionality, pedestrian circulation, and overall accessibility. This work required careful coordination of site layout elements to ensure the new amenity was effectively connected to surrounding park features and accessible to all users.

The restroom location was selected based on its relationship to the playground, picnic area, and the site’s rolling topography, requiring a thoughtful approach to grading, access, and circulation. Following City approval of the preferred location, Michael Baker designed a building pad and prepared accessibility improvements to provide a compliant and functional connection between the parking area and the new facility. Our scope included redesign of nonconforming parking stalls, ramps, and pedestrian pathways; development of an accessible route to the adjacent sidewalk; and modifications to existing hardscape to improve access to the picnic area. Through these improvements, Michael Baker delivered a practical, code-compliant solution that improved site circulation, parking usability, and equitable access—experience directly relevant to parking lot design projects that require integrated site planning and ADA-sensitive improvements.

LONG CANYON CREEK PARK RESTROOM AND PARKING LOT IMPROVEMENTS | Temecula, CA Michael Baker provided design and environmental services for site improvements at Long Canyon Creek Park to
support installation of a new prefabricated restroom
facility. Our team assessed existing site conditions and developed the improvements necessary to integrate the
new amenity into the park while maintaining functional
connections to the adjacent parking area, playground, and pedestrian network. This work required careful
consideration of site layout, accessibility, and circulation to ensure the facility was well positioned and effectively served park users.

The restroom location was determined based on its proximity to the playground, parking lot, and overall site conditions, requiring an integrated approach to access and site planning. After the City approved the preferred location, Michael Baker designed a building pad and evaluated the surrounding access elements for compliance with Americans with Disabilities Act requirements. Although the parking stalls were confirmed to be compliant, the ramp and pedestrian path connecting the parking lot to the restroom required redesign to provide a safe, accessible, and functional route. Our team also improved the connection from the sidewalk into the park by designing an accessible route and stairs with handrails. Through these improvements, Michael Baker delivered a practical, code-compliant solution that enhanced parking lot connectivity, YEAR STARTED/COMPLETED 2024 - 2026 REFERENCE Emalee Manning (951) 506-5171 RELEVANCE ADA Compliance Environmental Compliance YEAR STARTED/COMPLETED 2024 - 2026 REFERENCE Emalee Manning (951) 506-5171 RELEVANCE ADA Compliance Environmental Compliance

8. PROJECT MANAGEMENT APPROACH
Management Approach
Our management approach is centered on proactive
leadership, disciplined coordination, and clear
communication to keep the parking lot project on schedule, within budget, and aligned with the City’s objectives. The Project Manager will direct all aspects of the assignment, serving as the City’s primary point of contact and leading regular internal coordination meetings to monitor progress, manage deliverables, and promptly resolve issues as they arise. This hands-on oversight allows our team to maintain accountability across disciplines, anticipate challenges early, and adapt efficiently to project needs while keeping the City informed at every stage.

Michael Baker will provide consistent and transparent
project controls throughout the assignment, including
monthly invoices and progress reports that summarize
work completed during the billing period, identify task status and percent complete, and document budget
performance with the level of detail required by the City.

Our team will establish clear internal accounting
procedures and documentation protocols to support
accurate cost tracking and efficient contract administration.

When questions arise, the Project Manager will remain
readily available to discuss progress, address concerns, and coordinate any adjustments necessary to maintain project momentum.

Through this structured and responsive management
approach, Michael Baker will deliver a complete,
coordinated, and constructible Plans, Specifications, and Estimate (PS&E) package that supports efficient bidding and successful construction of the parking lot improvements.

Our focus on quality, communication, and disciplined
execution will help minimize risk, reduce potential delays, and provide the City of Murrieta with a well-managed
project that meets its operational needs and long-term
expectations.

Budget Tracking System
Effective budget management is essential to delivering
parking lot improvements that meet the City’s operational needs, schedule, and financial objectives. Michael Baker evaluates design decisions in the context of project
purpose, constructability, cost, and long-term
performance, allowing our team to identify practical, value- added solutions without compromising budget discipline.

To support this effort, we use an Oracle-based enterprise resource planning system to manage and monitor project
costs across the assignment.

This system enables our team to compare actual costs to negotiated budgets and forecasted expenditures on a
regular basis, helping the Project Manager maintain clear visibility into financial performance throughout the project.

Our internal accounting controls require appropriate
justification and documentation before any cost increase is advanced, supporting transparency, accountability, and
sound contract administration for the City.

QA/QC Measures
Quality assurance and quality control are integral to our management approach and will be applied throughout
the parking lot design process. Michael Baker’s
established QA/QC program is scaled to the
specific needs of each project and is designed to
identify and resolve issues early through a
prevention-focused review process. Senior staff
will perform formal independent reviews at key milestones to evaluate document completeness, technical accuracy,
constructability, schedule and cost considerations, and compliance with City requirements. This disciplined
approach helps ensure that the final deliverables
are coordinated, clear, and ready to support
efficient bidding and successful construction.

Project Reporting
Project reporting will be timely, transparent, and closely coordinated with the City’s decision-making needs
throughout the assignment. Michael Baker will provide
monthly progress reports and invoices that clearly

CITY OF MURRIETA MURRIETA POLICE DEPARTMENT PARKING LOT EXPANSION PROJECT

P a g e | 22
summarize completed work, identify task status and
percent complete, and track budget performance against
the approved scope. The Project Manager will maintain
regular communication with the City to discuss ongoing
progress, upcoming activities, potential issues, and any recommended adjustments to scope, schedule, or budget.

This structured reporting process will provide the City with clear visibility into project performance and support
informed decision-making from design through delivery of the final PS&E package.

Other Pertinent Information
Michael Baker offers the City the full-service resources of a large firm combined with the responsiveness, high-quality service, and personal attention expected from a regionally focused team. Our local knowledge, long-standing presence in Southern California, and experience delivering
professional services for public agency clients position us to support the City effectively and efficiently throughout the parking lot improvement project.
