CITY OF MURRIETA
NOTICE OF CONTINUANCE OF A PUBLIC HEARING
NOTICE IS HEREBY GIVEN pursuant to Gov. Code 54955.1, that the public hearing scheduled for the Regular Meeting of the Planning Commission of the City of Murrieta which occurred on May 13, 2026, is continued to Wednesday, July 8, 2026, at 6:00 p.m., or as soon thereafter as the matter may be heard, in the Council Chamber, located at 1 Town Square, Murrieta, CA 92562.
REINTRODUCTION OF DEVELOPMENT CODE AMENDMENT (DCA-2021-2396) “HILLSIDE UPDATES”: The “Project” is a request by the City of Murrieta to the City’s Development Code (Title 16) for the purpose of revising and updating Chapters 16.08, 16.14, 16.18, 16.22, 16.24, 16.28, and to add new Sections 16.24.080, entitled “Exceptions”, 16.24.090, entitled “Reserved”, and 16.24.100, entitled “Hillside Overlay Map”.
On May 13, 2026, the Planning Commission continued this item (to date uncertain) as it relates to the proposed Hillside Development Code Amendment (DCA-2021-2396) to allow staff to refine definitions related to developed (“disturbed” context) and undeveloped (“undisturbed” context) for hillside areas, which have since been incorporated into the draft Ordinance. Staff also incorporated stakeholder-recommended revision(s) replacing “encourage” with “reasonably consider” in Section 16.24.010 (Purpose). Lastly, staff is clarifying within Table 16.24-2 by incorporating language in response to a comment raised during the May 13th Planning Commission hearing regarding the rounding of slope calculations for the classification of a hillside condition. The revision specifies that slope percentages used to determine whether a hillside condition exists shall not be rounded to the nearest whole number.
Environmental Determination: The proposed code amendment has been evaluated pursuant to the California Environmental Quality Act (CEQA), and it has been determined that the amendments will have no significant adverse impacts on the environment, as it is simply clarifying and correcting existing hillside standards. These standards were originally evaluated under the adopted Negative Declaration for implementation of the Comprehensive Development Code on October 28, 1997, and further evaluated for consistency with the Murrieta General Plan EIR and Subsequent EIR (SCH No. 2010111084), certified July 7, 2020, by the City of Murrieta. The environmental documentation can be viewed at https://www.murrietaca.gov/290/Public-Notices Any person may either submit written comments to the Planning Commission before the hearing or may appear and be heard before the Planning Commission at the time of the hearing. If you challenge the City’s action on this project in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at or prior to the public hearing. The environmental finding, along with the proposed project application, may be reviewed at the Planning Division Monday – Friday from 8:00 a.m. to 5:00 p.m.
It is the intention of the City to comply with the Americans with Disabilities Act (ADA) in all respects. Upon request, this Agenda will be made available in appropriate alternative formats to persons with disabilities. If you require modification, accommodation or special assistance to attend or participate in this meeting, please contact the City Clerk Department at (951) 461-6030 at least 48 hours prior to the meeting date.
