Have you ever attended a meeting of this board? If so, how many? S nce assum ng as P ann ng Comm ss oner n ear y 2013, I have part c pated n about 100 meet ngs.

Dur ng th s past year I served as the cha r.

What duties of this board are most interesting to you?
I am very nterested n the des gn rev ew and zon ng aspects of the P ann ng Comm ss on. We ve n such a wonderfu p ace that has become ts own un que dest nat on, separate and d st nct from the rest of the Napa Va ey. Th s s wonderfu for Napa and at the same t me a cha enge to f nd ba ance between the wants and needs of the commun ty and the goa s to make Napa a wor d-renowned dest nat on. In more recent years the tug of war between hosp ta ty nterests and hous ng for those emp oyees and res dents of Napa n genera have taken center stage. We are see ng the effects of c mate change n rea t me and rea y need to assess how we can reduce our overa human footpr nt on th s p anet - start ng w th our commun ty. Now w th the cha enges of cov d we a so have to f nd a way m t gate pub c gather ng uses, ocat ons and safety factors. Hav ng sa d that, I th nk that the P ann ng Comm ss on s charged w th a very mportant ro e of try ng to seek that ba ance. Try ng to he p str ke that ba ance of commerce and commun ty s rea y appea ng to me.

What activities of this board are least interesting to you? After serv ng on the Comm ss on for over 8 years, there s not an aspect that s ‘ east nterest ng’ to me.

There are d ff cu t aspects that often p t ne ghbor aga nst deve oper, ne ghbor aga nst commun ty need and ne ghbor aga nst ne ghbor. These hear ngs are usua y contested and the dec s on you make can be very unpopu ar w th a arge group of peop e. L kew se there seems to be a grow ng trend of project appea s n the C ty and County so we have to cons der that a f na act on by the p ann ng comm ss on may ke y be appea ed to the counc . We have to prov de the best dec s on mak ng and gu dance to a project app cant and I make t my persona goa to make sure we have proper y and thorough y vetted a project so that t does not come back to us that ‘the p ann ng comm ss on d d not cons der…’ Idea y f we've done our job correct y, the f na act on w be f na or the C ty Counc w have the nformat on they need to render an nformed f na act on.

What programs or projects would you like to see improved or implemented? The P ann ng Comm ss on and C ty Counc have been n trans t on wh e focus ng on the Genera P an over an extruded t meframe; the P ann ng Comm ss on st needs to work toward rat fy ng the f na Genera P an. Other press ng ssues nc ude g oba warm ng and responses on a oca sca e, hous ng, nf deve opment, promot on of open space, preservat on of h stor c resources, v ng wage jobs and methods of transportat on. Laced through these ssues s the need to conserve our resources wh e we com ng others nto our commun ty. Perhaps the most mportant task I see and wou d ke the P ann ng Comm ss on to take on s our nput and a son ro e ass st ng the C ty Counc . We need to cons der g oba warm ng and not on y ts mpact on our C ty (drought, temperature r se, carbon em ss on r se) but how we as a C ty can do our part to cont nue to reduce our carbon footpr nt and mprove conservat on efforts.

P ann ng ssues can he p w th putt ng mportance on VMT's concentrat on c oser to the c ty center, conservat on of water and other resources, etc. Th s t me per od fee s trans tory as we have the opportun ty to comp ete our f ood contro work, ook at trans t and tra systems, mprove and hopefu y f n sh arger nfrastructure projects and c rcu at on patterns, dec de w th hous ng w ook ke for the next twenty years, cons der the footpr nt of downtown Napa and kew se our borders and make the best f t of our hosp ta ty uses wh e b end ng but not os ng commun ty. Now that we’ve had a chance to work w th the Downtown Spec f c P an, my concern s that t does not prov de the too s to a ow for sma er downtown res dent a projects. Spec f ca y, w th downtown core commerc a , ons te park ng s not requ red but s requ red for res dent a ofts, etc. If the ntent of the DSP s to br ng hous ng downtown, we have yet to see t. Perhaps sma er ne ghborhood park ng areas/structures wou d a ow park ng eases for parce s that cannot prov de ons te park ng for res dent a occupanc es. We are a so f nd ng un ntended oopho es n the DSP and have to nterpret as we go. At some po nt the DSP shou d be rev ewed and amended/comp eted, espec a y n the spec a focus areas dent f ed.

How would you approach improving these project(s) or program(s)? I be eve that jo nt meet ngs or summ ts, study sess ons, etc. of the P ann ng Comm ss on and C ty Counc can produce d scuss on, ra se awareness and potent a y effect eg s at on and other C ty goa s to address these cr t ca ssues. Both bod es have the r sk sets and areas of expert se; The P ann ng Comm ss on cou d we gh n from a des gn, p ann ng and use perspect ve wh e the Counc cou d br ng regu atory, econom c and other b g p cture nformat on to the tab e. We are so fortunate to ve where we do but are great y cha enged w th a shortage of hous ng, abundance of hote rooms, commute traff c, park ng cha enges and so forth. I th nk a meet ng just to have d a og on Accessory Dwe ng Un ts for examp e wou d be a great shar ng of nformat on between staff and the comb ned comm ss on and counc .

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board?
I am current y a member of the Napa Va ey Arch tect’s Exchange (NVAE), Napa County Landmarks, Napa H stor c Soc ety - support ng member. My membersh p n these organ zat ons has not created any conf cts for me dur ng my tenure on the p ann ng comm ss on. As an arch tect, a major ty of my work s n the County of Napa, Town of Yountv e or C ty of St. He ena jur sd ct ons. My Napa projects have so far are most y re egated to h stor c rev ew (Cert f cate of Appropr ateness). My exper ence w th the Pub c Serv ce Eth cs Educat on has taught me that pub c percept on s the bar that we a must str ve to meet and I ask myse f that quest on w th spec f c projects and f I cannot answer the quest on then I d rect t to C ty Attorney for rev ew.

Planning Commission Application

November 26, 2011

City of Napa – City Clerk Department
PO Box 660
Napa, CA 94559

Mayor Scott Sedgley and Honorable Councilmembers:

I want to thank you for the opportunity to continue my service on the Planning Commission; since 2013 It has been my pleasure to be a member of this esteemed body. I feel I have an established track record on the Commission based on my architectural and planning experience, community history, sound judgment, thoughtfulness, and integrity.

I am very passionate about my hometown and how it continues to evolve and grow. I believe there is a fine balance between development, housing, sustainability, open space, local serving business, tourism, and jobs.

Napa relies heavily on the wine and hospitality industries for its income base but must remain vigilant not to fall further behind in housing stock or price itself out of the housing market for its citizens. At the same time there are critical aspects of Napa under threat including open space and our treasured resources. Of course, none of these matters if we cannot take a firmer grip on climate action – this must be a universal pledge in every community worldwide. I believe the Planning Commission members play a critical role as stewards of our City by looking at all aspects of future development and job growth (not just low paying jobs), commercial and retail development, community-based services, recreational opportunities and most importantly housing in a way that is dignified and sustainable. Climate action, housing, circulation, and transportation along with quality of life are our biggest issues moving forward.

I respectfully submit my reapplication for the Design Professional seat on the Planning Commission to continue to serve the City of Napa.

Kind Regards,

Paul Kelley,
Principal Architect

What duties of this board are most interesting to you?
One of the dut es most nterest ng and mportant to me s as prev ous y ment oned, to have the opportun ty to mprove the qua ty of fe through th s comm ss on. Th s s espec a y mportant to me because th s s the C ty that I was born and ra sed n, but a so because th s s the c ty that my w fe and I w be ra s ng our fam y, espec a y as we have our f rst born on the way. Add t ona y, what’s mportant and most nterest ng to me s gett ng to prov de nput to the new Genera P an, n wh ch I he ped deve op through my ro e n the GPAC, and my f rst few months n the P ann ng comm ss on. The f rst few months n the P ann ng Comm ss on, we were ab e to de ve nto the draft and use p an and des gnat ons of th s mportant document, where I was ab e to prov de much needed context and nput. A though the genera p an s st not comp eted, I know that t’s the bedrock for p ann ng and deve opment, and therefore, wou d ke to cont nue be ng on th s body to see t and support t a the way through and thereafter – ut z ng t as the gu d ng pr nc p e of th s body.

What activities of this board are least interesting to you? A that the P ann ng Comm ss on does s of re evance and nterest to me. Everyth ng that I’ve done has prepared me to serve and cont nue serv ng at th s capac ty. From an ear y age, I’ve been comm tted to the betterment of a of our commun ty, nc ud ng those who have trad t ona y been d senfranch sed. That s why I got my degree n Government from Sacramento State Un vers ty, and wh ch s why I dec ded to come back to the commun ty that saw me grow. That s a so why I have been nvo ved and have served on var ous commun ty boards and comm ttees. Ensur ng the betterment of a of our commun ty s why I have been nterested and nvo ved on the GPAC and now on the P ann ng Comm ss on. Through my nvo vement at d fferent capac t es of our commun ty, I’ve had to make cr t ca dec s ons, nc ud ng the GPAC, and now the p ann ng comm ss on. It’s through many of these exper ences, and ensur ng the betterment of a of our commun ty why I w sh to cont nue serv ng on P ann ng Comm ss on. I wou d ke to cont nue be ng a part of the dec s on-mak ng process for the Napa that I know shou d be and cou d be.

What programs or projects would you like to see improved or implemented? Proper p ann ng cons ders pub c hea th, pub c safety, and ncreases fa rness and opportun ty. The way th ngs are bu t, rebu t, and ma nta ned affects peop e’s behav ors and hea th, as we as t can make commun t es safer. Good p ann ng can he p prov de opportun t es for a res dents to mprove the r hea th.

Add t ona y, p ann ng he ps ensure that burdens and benef ts of deve opments are shared by a of the members of our commun ty. P ann ng can he p ncrease opportun t es for our res dents to attend qua ty schoo s, access good jobs, and part c pate n commun ty fe on an equa foot ng.

How would you approach improving these project(s) or program(s)? Therefore, ways to mprov ng pub c hea th, pub c safety, and ncreas ng fa rness and opportun ty s by ensur ng that d fferent segments of our commun ty are represented. That s ach eve by hav ng a d vers f ed p ann ng comm ss on. D vers f cat on of the board nc udes ethn c and race, soc oeconom c status, age, and ensur ng that comm ss oners ve n d fferent parts of the c ty. It’s mportant to have peop e n these pos t ons of power who are des gn profess ona s. Equa y mportant, these boards and comm ss ons need peop e who understand how certa n k nds of po c es and dec s ons affect d fferent segments of the commun ty, nc ud ng marg na zed nd v dua s. Therefore, hav ng peop e on the board who have deep connect ons w th d fferent segments of our commun ty s cruc a . Other ways to safeguard ng pub c hea th, promot ng pub c safety, and ncreas ng fa rness and opportun ty, wh ch are n fact re evant to th s comm ss on, s to nc ude and nvo ve the commun ty n th s democrat c process.

Therefore, ensur ng that the pub c s be ng met where they’re at. For examp e, hav ng a booth at the farmers market; connect ng and work ng w th the oca bus ness commun ty and oca chamber; co aborat ve re at onsh ps w th oca churches and nonprof ts; phone, ema , and ma -de very surveys.

A though some of th s commun ty outreach may be go ng on a ready, t’s mportant to ook at what can be mproved, so that everyone’s vo ce s heard.

BEVERLY WILES SHOTWELL
I am a proud homeowner in the Calistoga A
venue Historic District and a duly
noted Ambassador for the City of Napa. I have been involved in helping preserve the integrity of Napa’s historic properties. As an environmentalist with CEQA training I embrace modernism and contemporary planning that gives a nod to and honors historic architecture and neighborhood patterning.

I am keenly interested in a rich diversity of architecture and environmental awareness as part of the overall planning process. As a Citizens Academy graduate and former member of the City of Napa’s Housing Element Advisory Board and former Cultural Heritage Commissioner, I will bring local knowledge, passion and a commitment to the Planning Commission with an eye toward urban development and infill.

Council and Staff may know me as energetic and charismatic in volunteer efforts but I am foremost a business professional with more than 30 years experience. I have supported numerous startup businesses where resourcefulness and sharp attention to detail were paramount to the success and profitability of the companies. I’m known professionally as a quality- oriented individual with a reputation for results that includes my 24+ years of helping to manage the operations of an extremely successful winery in Napa Valley.

Local-minded with a broad range of experience in small and large communities. As a former resident of Yountville, Los Angeles Proper, Rancho Palos Verdes, Hollywood Hills, Venice Beach, Manhattan Beach, and in addition to spending 10 years in Fayetteville Arkansas, I bring a well- rounded view of city dwelling and a high regard for rural America.

I will bring to the appointment on the Planning Commission objective advice, expertise, and specialized skills with the aim of creating value and maximizing growth and development to the City of Napa. And an eagerness to continue serving our community.
