The time is now to quicken policy implementation ondeclaring a climate emergency and taking immediate and steady action to stabilizewarming and give our children the chance at a livable future. As I’ve shared in previous public meetings, I view the S4CA presentation, andsimilar presentations and demonstrations taking place in cities and towns acrossthe world, as a “last ditch effort” by our youth to save their future. Theyunderstand what is at stake, that our time is up, and we must take smart, swiftaction now.I urge you to meet this moment and make real climate policy change your legacyas public leaders. From my view, addressing our climate emergency is deeplyintertwined with addressing issues of racial and social inequality. The mostvulnerable on Earth are already experiencing the greatest climate impacts. Please give our youth a glimpse of hope by taking real climate policy action in2022.Thank you for all you do to support our children and protect your community.Lori Stelling20+ year Napa Resident Item 3A. Forinstance, the City of Calistoga’s Climate Emergency Resolution, passed in August, calls for"immediate climate emergency action at all levels of government" and commits to joining "agrowing list of communities committed to a goal of net zero climate pollution, measured interms of net contribution to excess trapped heat, by or before 2030." As you are aware, last summer, the Intergovernmental Panel on Climate Change declared in itsSixth Assessment Report that it is “unequivocal” that humans have caused climate change, andreaffirmed that we are rapidly approaching the point of no return as global temperaturescontinue to rise and the earth’s natural systems which buffer the planet against furtherwarming break down. UN Secretary-General António Guterres referred to the report as a“code red for humanity.” This is a true emergency that impacts every jurisdiction, large andsmall, at every level of operations – housing, air quality, health care, infrastructure, social andenvironmental justice, open space, industry, and of course, operating revenues. There is nothing comfortable about confronting this challenge, and it will take courageousaction to reverse course. This means making a meaningful commitment to doing no moreharm, and to achieving net zero climate pollution by 2030. Climate change should now be oneof the filters through which all policy decisions going forward are considered. It is, in short, atrue emergency. Our kids get it. Their entire lives are being shaped by it. Indeed, as the increasing wildfires, intensifying storms, deepening droughts, and unparalleled die-offs of ocean and land speciesare signaling, all of our lives are being shaped by it, even as we wake up, go to work, and goabout each day as if things were normal. The problem with exponential change is that it isdifficult to see day-to-day, but it means that yesterday is no longer a good indicator of what’scoming tomorrow. There is particular power in declaring this as an “emergency.” All of the other jurisdictionsthat have wrestled with this language and its implications have come to the same conclusion. The city of Calistoga is a case in point, providing for specific goals and actions within itsresolution. By taking the lead on this important issue, the City Council of Napa will furtherempower the business community and its citizens to take the necessary steps forward.Page 18 of 19 ATTACHMENT 1

In conclusion, we strongly endorse the Schools for Climate Action in its request for Napa topass a Climate Emergency Resolution. NVUSD has already done so, and the sciencesupporting urgent action with a goal of net zero climate pollution by 2030 is clearly on theirside. Please take this step to reassure our next generation that Napa respects their right toinherit a livable world. We stand ready to assist you in any way we can to implement such aresolution in a way that benefits the residents of Napa. Sincerely, Lynne Baker, Co-Chair, retired nurse and grandmotherMarilyn Knight-Mendelson, Co-Chair, retired teacher and motherJim Wilson, Steering Committee Member, retired quality assurance manager and grandfatherLinda Brown, Steering Committee Member, third-party sustainability certification executiveand motherChris Benz, Steering Committee Member, retired wine maker and grandmother

I am writing in support of Ricky Hurtado to be reappointed to the City of Napa Planning Commission. I have worked with Ricky for a number of years and have seen first-hand his dedication to the community. Ricky is a problem solver and deeply committed to serving our city. He supported the 77-unit affordable housing project on Shelter Avenue because he knew that Napa was in tremendous need of affordable housing. He voted in favor of passing a use permit for a childcare center, seeing the serious lack of childcare facilities for Napa’s working and low-income familiesAs one of two Latinos on the Planning Commission in a city where Latinos make up 37% of the population, we need Ricky’s voice more than ever. He is bilingual and understands the issues of the Latino community. He also works as the Community Outreach Manager of Ole Health, bringing his public health perspective to the Planning Commission. Ricky is there to make sure that all Napans are included in the planning and growth of our city. He understands the complexities of Napa’s growth as it balances the needs of high income, low income, older residents and young families. Thank you for this opportunity to voice my support for Ricky Hurtado’s reappointment to the Planning Commission. Learn why this is important[EXTERNAL]Hello,I hope this email finds you well and that you’re off to a great start of the new year. I’m writing thisemail in support of Ricky Hurtado, who’s been serving on the City of Napa Planning Commissionsince January of 2021.When it comes to the future of our city, I consider extremely important to have young and diverserepresentation in the decisions that affect our future. I have witnessed Ricky’s dedication andcommitment to the community and openness to learn and have difficult conversations to ensurethat our minorities are heard. After all, Napa’s demographics are rapidly changing, and it is only fairto adapt to these changes. Not only do I feel represented by Ricky as a young Latino who’s active in the community, but bygetting to know him, I’m 100% sure that his genuine kindness allows for inclusivity in his point ofview and keeps those that are most in need as a priority in his decisions. If you have any questions, please don't hesitate to contact me.Thank you.Hugo NevarezDirector of Finance and Administration Cope Family Center | 707 Randolph Street, Napa, CA 94559707.252.1123 x 130 / facebook / instagram / websiteGive today to help ensure that every child grows up in a safe, healthy and lovinghome.Your donation will empower parents with the education, resources and supportthey need to raise children who thrive. Please consider the environment before printing this email.
