CHIEF'S MESSAGE
It is a pleasure to present our 2021 Annual Report on behalf of the Napa Fire Department. In some ways this past year continued to present our community and our department many challenges. Our calls for service continue to increase, and NFD crews faced an intense and lengthy wildland fire season, assisting many communities during firestorms throughout the state. The amount of suffering and loss is unparalleled. However, I have also witnessed our community, our city team, and our fire department band together and find ways to continue to collaborate and to compassionately serve. I am so very grateful to our community and business partners and our Fire Department personnel for demonstrating the very best Napa has to offer.

This year, Napa Fire Department was focused improving our internal processes and programs, training our workforce, and learning to safely adapt our work environments so we could continue providing excellent service to our community. As Chief, I am proud to say despite ongoing challenges related to the pandemic and the economy, the Department has proven we have the ability to enhance the services we provide to our community.

In 2021 we were able to recruit and train an additional six firefighter/paramedics, continue our workforce development training, develop new internal efficiencies, refine our fire prevention programs, our operations, and budgets for our specialty teams, and make significant improvements and investments into our apparatus, equipment, and health & wellness programs. In December, we were able to complete our specifications and purchase for three new fire engines. 2021 has again proved that your Napa Firefighters, Paramedics, and Fire Prevention teams are here to serve you and are dedicated to finding ways to enhance and improve that service. It is that drive for excellent service and constant learning that makes our department so great.

To our Napa community and to our Operations and Fire Prevention teams, thank you.

UPDATE
Academy 2021-1
City Manager Steve Potter presented Battalion Chief Christopher Gilbert with his 20 year service award as well as recognition as a 2020 Outstanding Performer on behalf of the City of Napa and in recognition of his tireless efforts during the height of the Covid pandemic which included being the liaison for city employees to get testing, vaccinations, advocating for employees to have proper fitting PPE, and general guidance. On behalf of the NFD, we congratulate Battalion Chief Christopher Gilbert on this major accomplishment.
2021 marked the 20th
Anniversary of the tragic
September 11 events. We all
swore to never forget that
day and this year NFD payed
tribute to those who gave
the ultimate sacrifice.

This year Napa continued to endure the
Covid-19 Pandemic and multiple
wildfire deployments. In addition, NFD
responded to significant structure fires,
HazMat incidents, and increased
homeless-related incidents. Pictured to
the right are a few photos from some of
the calls from this past year.

Bottlerock made a comeback this year,
after being canceled in 2020 due to the
Covid-19 pandemic. We had crews on
scene to provide fire and life safety, as
well as, the Fire Chief making a special
appearance on the Culinary Stage.

Famed chef Guy Fieri, invited first
responders and law enforcement to
participate in a friendly cook off
between public safety personnel.

COVID-19 continued to
ravage all throughout the
2021 year. We sent four
Paramedics/EMT's to assist
hospitals in Los Angeles
County during a Covid surge.

Wildfire season was calmer this
year within our county and NFD
Strike Teams were deployed around
the state. They were assigned to six
wildfires, including one out of state
deployment in Oregon.

9 COMMUNITY

ENGAGEMENT &

EDUCATION
Due to the ongoing fight against Covid-19, we were
unable to host a physical event and decided to host
another virtual event with more fun, educational videos for everyone to enjoy. Fire Prevention Division made
this years Fire and Life Safety Day extra memorable by
releasing an informative music video called "Don't Burn Down Your House" to the tune of "Burning Down the
House" by Talking Heads. See this video and all of our
Fire and Life Safety videos on our website:
www.cityofnapa.org/962/Fire-and-Life-Safety-Day
Thank you to everyone who donated toys for
the Toys-4-Tots program! During the 2021
season, 3,000 children were supported and
over 13,000 toys distributed throughout Napa
County. We love seeing members of our
community come together and make the
holiday season more festive during this
difficult time.

We were pleased to be a part of the City sponsored
Kids Camp at Las Flores Community Center. They had
a day dedicated to first aid and CPR. Overall, 64
children and camp counselors were taught hands only
CPR and the use of the 911 system. Campers were
also given a tour of Engine 3.

Captain Baez was hired by the Napa Fire Department on December 21, 1969 by Fire Chief Pete Daglia and was assigned badge #94. Joe and retired Battalion Chief Ken Lloyd were hired on the same day and worked together for many years as part of the C-Shift crew. Joe was one of the first paramedics in the Napa Fire Department Paramedic Program, which was placed into service on July 1, 1978. Joe was the first Hispanic firefighter hired by the Napa Fire Department. A fond memory of Joe happened after Joe had been working as a firefighter for a couple of years. There was a vehicle accident on the highway with a patient who was Spanish speaking only. Fire Chief Milton Ochs requested Joe to respond Code 3 to the scene of the accident to assist with patient care. After Joe arrived on scene, Chief Ochs requested "Joe, ask the patient where he is hurt" and Joe (a bit puzzled) proceeded to ask the patient "where are you hurt?" Chief Ochs then said "No, I mean ask him in Spanish" to which Joe replied "Chief, I don't speak Spanish." Joe would later, good naturedly admit that was one of the most memorable moments in his career at the Napa Fire Department. Joe played on the Napa Fire Department football team, which was undefeated against the Police Department. He was also known for his enjoyment of the game of golf and participated in many golf tournaments over the years. He was also very involved in volunteering at the Napa Fire Department corn booth every year at the Napa Town & Country Fair.

Joe Retired from the Napa Fire Department on May 31, 1998 after serving the community of Napa for 28+ years. He will be immensely missed by all who had the honor and pleasure of working with him at the Napa Fire Department.
