RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, (1) AMENDING THE CITY CLASSIFICATION PLAN BY ADOPTING THE CLASSIFICATION SPECIFICATIONS AND SALARY RANGES FOR NAPA CITY EMPLOYEES’ ASSOCIATION POSITIONS IN THE UTILITIES DEPARTMENT; AND (2) AMENDING THE BUDGET STAFFING PLAN TO ADD AND DELETE POSITIONS IN THE UTILITIES DEPARTMENT TO IMPLEMENT THE AMENDMENT TO THE CLASSIFICATION PLAN WHEREAS, the Utilities and Human Resources Departments have reviewed the duties, responsibilities, and qualifications for these classifications; and WHEREAS, staff from Bryce Consulting reviewed the duties to be performed and recommend the new classification specifications and salary ranges for Advanced Water Treatment Operator, Senior Water Laboratory Analyst, Utilities Inventory Specialist, Water Distribution Equipment Operator, Water Distribution Operator III, and Watershed and Facilities Maintenance Worker, as well as changes to the classification specifications and salary ranges for Senior Water Treatment Operator, Water Distribution Operator I/II, Water Distribution Operator Lead, Water Distribution Supervisor, Water Laboratory Analyst, Water Plant Maintenance Electrician, Water Plant Maintenance Mechanic I/II, Water Plant Maintenance Mechanic Lead, Water Treatment Operator, and Water Treatment Operator Trainee, to the Citywide Classification Plan; and WHEREAS, the Civil Service Commission recommended the proposed adoption of the classification specifications and salary ranges for proposed specifications as presented to the Council; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
2. The City Council hereby approves an amendment to the City Classification Plan by approving the classification specifications and salary ranges for the classes of Advanced Water Treatment Operator, Senior Water Laboratory Analyst, Utilities Inventory Specialist, Water Distribution Equipment Operator, Water Distribution Operator III, Watershed and Facilities Maintenance Worker, Senior Water Treatment Operator, Water Distribution Operator I/II, Water Distribution Operator Lead, Water Distribution Supervisor, Water Laboratory Analyst, Water Plant Maintenance Electrician, Water Plant Maintenance Mechanic I/II, Water Plant Maintenance Mechanic Lead, Water Treatment Operator, and Water Treatment Operator Trainee as follows: (a) the amended classification specifications are shown on Exhibit “A,” attached hereto and incorporated herein by reference; and (b) the amended salary ranges are shown on Exhibit “B,” attached hereto and incorporated herein by reference, on which the Top Step for the monthly salary of each classification is identified in the column “Proposed Salary Based on Median (Monthly).”
3. The City Council hereby amends the FY21/22 Budget Staffing plan within the Utilities Department by deleting two (2) Heavy Equipment Operators and one (1) Water Systems Specialist and adding three (3) Water Distribution Equipment Operators, deleting one (1) Senior Water Treatment Facility Operator and adding one (1) Senior Water Treatment Operator, deleting two (2) Water Facilities Supervisors and adding one (1) Water Distribution Supervisor and one (1) Utilities Inventory Specialist, deleting two (2) Laboratory Technicians and adding two (2) Water Laboratory Analysts, deleting one (1) Plant Maintenance Electrician and adding one (1) Water Plant Maintenance Electrician, deleting one (1) Plant Maintenance Mechanic I/II and adding one (1) Water Plant Maintenance Mechanic I/II, deleting two (2) Plant Maintenance Mechanic IIIs and adding one (1) Water Plant Maintenance Mechanic Lead and one (1) Water Plant Maintenance Mechanic I/II, deleting ten (10) Water Treatment Facility Operators and adding eight (8) Water Treatment Operators and two (2) Advanced Water Treatment Operators, deleting one (1) Supervising Water Service Worker and two (2) Water Facility Worker III’s and adding three (3) Water Distribution Operator Leads, deleting five (5) Water Services Worker and adding four (4) Water Distribution Operator I/IIs and one (1) Water Distribution Operator III, deleting eight (8) Water Facility Worker I/IIs and adding six (6) Water Distribution Operator I/IIs and two (2) Watershed and Facilities Maintenance Workers, and deleting one (1) Water Quality Lab Supervisor and adding one (1) Senior Water Laboratory Analyst.
4. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 5th day of April, by the following vote:
