Military Equipment Report

Considerations:

The Military Equipment Report equipment inventory sheets contained within this document were compiled near year-end 2021 and new-year 2022.

With respect to costs, funding, annual maintenance expenses, and estimated effective lifespan, every effort has been made to be as accurate as possible while at the same time acknowledging that many factors directly affecting those aforementioned values and fiscal impacts are unpredictable.

Costs associated with the following items represent the best estimates at the time this document was prepared. Many of these items are not purchased from manufacturers, but through authorized dealers, who adjust costs in accordance with market factors beyond the predictive abilities or control of Napa PD.

Due to the unpredictable nature of the law enforcement profession , many of the item estimated maintenance costs and effective lifespans are best estimates and may vary greatly on a year-to- year basis, due to the availability of training, type of operational incidents, or other factors.

“Quantity” refers to the allocated quantity needed “on hand” over the course of a fiscal year to meet all reasonably-anticipated operational and training needs. Some items may be carried over in inventory year-to-year depending on operational/training tempo or anticipated item lifespan.

Additionally, there are costs for non -military equipment that are intrinsically tied to the following items. For example, expenses for carrying slings, carrying cases, magazines, sighting systems, flashlights, cleaning supplies, batteries, and other non-military reportable items are not included in the listed cost estimations, unit allocation, or maintenance portions of this report.

It should also be noted that the California State Legislature has designated these items as “military equipment” pursuant to Government Code sections 7070 -7075. While the US military may use some of the same equipment, the Napa Police Department deems all of these items as valuable pieces of law enforcement equipment that would be used to hel p respond to criminal activity, defuse critical incidents, lessen the use of force, or aid in the safety of our community and employees.

We welcome our community members to ask questions and engage in discussion during this process.
