A lifetime love, admiration, and appreciation for fine art in all its formats!
Additional Questions
What is your understanding of the role and responsibility of this board? I would love to learn more. My understanding is that the roles and responsibilities of this board are to review proposals for public art installations and provide recommendations to City Council, including:
appropriateness and messaging of proposed art or installations; assessments of project funding; and placement in conjunction with other city planning efforts. I was not aware that board meetings are open to the public, but would love to attend a few meetings if invited to do so.

Anne M Vignaud Page 2 of 3
ATTACHMENT 1
Have you ever attended a meeting of this board? If so, how many? No
What duties of this board are most interesting to you?
Outside of my passion in general for public art and the opportunity to review and discuss proposals, I enjoy and excel at liaising between multiple parties to negotiate agreements when multiple interests are at play. My professional role overseeing Strategic Partnerships requires relationship management with internal and external parties at the organization, as well as formal relationship development with external parties for business purposes. I imagine the process of installing public art often requires consideration for many agendas (that at times require mediation!) and would look forward to helping all parties find common ground while learning the landscape.

What activities of this board are least interesting to you? Not sure! I imagine there can be frustration when proposals are at odds with other needs of the city, and would look forward to helping to navigate these matters.

What programs or projects would you like to see improved or implemented? As a member of the Napa community I feel there is always room for improvement for communication with community members surrounding new initiatives or projects. Especially where public art is concerned, the community seems to always have a positive response to new installations -- and there is some fantastic creativity in terms of the public art that is presented, such as the Lighted Art Festival. However, I think improved communications around these efforts will help the public know where to find information about upcoming installations or exhibitions; to understand the genesis of these projects and how projects connect with the local culture; and to feel like active participants in the community's culture.

How would you approach improving these project(s) or program(s)? I would only be able to make recommendations after knowing the full scope of what is possible and what has been discussed. With that being said, I might propose a comprehensive communications plan announcing upcoming installations, exhibitions, or public art experiences alongside some simple description providing context as to how the work relates with the ideals of Napa. As an art writer, I always found that clear, concise, and targeted communication and education is the best way to connect the public more deeply with the art they encounter in their community and environment.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board?
No

Have you ever attended a meeting of this board? If so, how many? No
What duties of this board are most interesting to you?
Assisting in developing a strategic plan for Napa to become a tourist destination for Art as well as wine.

Researching and assessing options for Public Art Working with companies to attain new Public Art and ensuring it fits within the Board's guidelines Working with artists to develop the appropriate art for each venue consistent with the board's goals and guidelines
What activities of this board are least interesting to you? Financial issues
What programs or projects would you like to see improved or implemented?

1. Napa Lighted Art Festival - Each year expand the event to bring more tourists to Napa. Extending the Festival through mid-March was a great idea this year. It would be great to add more outdoor art during the Festival as well as having local businesses participate. 2. Napa Art Walk - The art walk also can bring more tourists to the city. Social media and publicity could be enhanced. 3. Tourists come to Napa Valley primarily for wine tastings. Why not add a second dimension to the tourism reason for visiting Napa while in CA. Napa City can become known as an art destination. The Light Festival and Art Walk are just the beginning.

How would you approach improving these project(s) or program(s)? First, develop a strategic plan with key goals, strategies, costs, etc. to be approved by the City Council.

The strategic plan would incorporate a long term "Art" goal for the city plus a 5-year plan of how to start to achieve the "Art" goal. A brainstorming session or two can be the first phase of developing a strategic plan. Once the strategic plan is approved, tactics and programs would be initiated.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board?

What activities of this board are least interesting to you? its all fascinating and important work to me
What programs or projects would you like to see improved or implemented? i would love to see more public art as important visual landmarks. In Paris we often use public art and architectural structures as visual and point of references when giving direction. i would love to bring more interactive art to the downtown, possibly in a form of resting spaces in parks or even on sidewalks.

How would you approach improving these project(s) or program(s)? Make sure the art is meaningful, powerful and strategically situated. Working closely with, or serving in the next Napa Downtown Steering Plan Committee might help provide better funding and strategic locations for our public art.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board?

Artist Bio:

I am an American that grew up in Paris, surrounded with beauty and grit, everything you see in France is an artistic expression! After a quarter century of traveling and working around Europe and the US, I finally settled in Napa Valley where the landscape, the people and the food reminds me of France. Perfect place to be inspired!
I am a self-taught painter; I love most mediums but prefer oil paint. I am a landscape and portrait artist, my paint strokes are loose mostly alla prima, impressionistic, with a touch of abstraction and a feel of realism.

Artist Statement:

My Thirst for learning is insatiable, as a fledging artist I get inspired by nature, people and the science of perception, how much and how little needs to be rendered for the viewer eyes to be satisfied? How far can I bend reality and how much spatial deconstruction can be had, and still have the viewer interpret the painting to be impressionistic with even some touch of realism. John Singer Sargent and many of his contemporaries mastered that magical touch! Sometimes I whistle, sing or joke not always because I am happy, but to brighten my day and others! Same is true with my art, sometimes I just paint, the more spontaneous the better.

I am drawn to movement and playfulness; Each brushstrokes suggesting to my audience a magical and a wondrous journey!

Education:

Other relevant experience or expertise:

When I moved to Napa five years ago, I instantly admired its world-class sophistication and small-town vibe and appreciated all the details that make this legendary destination unique. Naturally, I became a personal tour guide for friends and family who visited Napa Valley. As an experienced world traveler with more than ten years of experience in the airline industry, I loved this role. Over time, I grew my tours to include multiple stops and public artworks around town. I began forging personal relationships with some business owners along the way and connected with RAD Napa to understand this project and incorporate street art in my tours. In 2018, I opened my first tour that highlighted RAD Napa. I have hosted hundreds of people on this tour and understand both locals' and visitors' appreciation for this public art project. After launching my first tour, I added a downtown walking tour featuring the Napa ArtWalk. I have an extensive understanding of public art projects around Napa and a deep appreciation for what it adds to the community

What is your understanding of the role and responsibility of this board? Volunteering to serve on the Public Art Steering Committee is an excellent opportunity to get more involved in my community in an area I have a passion. Given my business was a inspired by RAD Napa, I sincerely appreciate how public art can serve as a vital economic force. In addition to that, it can bond a community through a stimulating, attractive, and unique environment. The role and responsibilities of this board are to continue to support the placement of public art through a variety of different programs.

Have you ever attended a meeting of this board? If so, how many? No
What duties of this board are most interesting to you?
To encourage public art programs that will both bring the community together and be visually memorable to visitors. Advocate for programs that will enhance all aspects of the community and encourage connection.

What activities of this board are least interesting to you? I do not have an art background so I will leave the technical aspects to the committee's visual arts professional.

What programs or projects would you like to see improved or implemented? I would love to see a monthly "art hop" that regularly encourages the community to come downtown. If we can involve the downtown tasting rooms and retail shops to host local artists one day of the month (i.e., the first Friday of each month), it can help the artist and drive walking traffic into shops that participate.

How would you approach improving these project(s) or program(s)? I will first approach WINED (the downtown tasting room association), First St. Napa, and the RiverFront to see if there is interest in hosting an event. I will then work with the committee to develop the plan for the project and define the parameters of the artwork. I would highlight local artists and tap into the travel trend to "support local." I would hope to have this program continue to grow each month as it becomes more popular among locals and visitors.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board?
No. I am not longer operating my tours, but want to continue to support Napa Public Art programs.
