Q6 Do you have other suggestions for funding categories or assistanceprograms? Or other ideas about how best to support our community? Answered: 194 Skipped: 164
# RESPONSES DATE
1 Don't give money away, teach how to make money. 4/22/2022 3:46 PM 2 Clean up and repair Lincoln Street as it is full of potholes and large amounts of weeds in gutters and on sidewalks. Our residential areas need beautification. Right now everything revolves around tourism and the residents of Napa have been forgotten. 4/22/2022 2:17 PM
3 NA 4/22/2022 11:12 AM
4 after school community kid programs. summer kid programs. public, not private. 4/22/2022 9:50 AM 5 Increase funding for childcare, elementary and mid. school public education. Considering the wealth surrounding us, the quality of public schools is shameful. 4/22/2022 8:32 AM
6 Rebuild your Public works staffing. 4/21/2022 10:54 AM 7 MIDDLE INCOME HOUSING!!!! WE HAVE NO WORKFORCE WITHOUT IT AND THEM!!!!!!!!!!!!!!!!!!!!!
4/20/2022 8:19 PM
8 Fix sidewalks and road surfaces. Valle Verde comes to mind. 4/19/2022 10:56 AM 9 FIX THE ROADS!!! Address potholes, repave, repaint lines on roads even if they don't need repaving.
4/19/2022 10:55 AM
10 Homeless individuals need assistance outside of temporary shelter. Temporary shelter options are often rejected due to lack of storage options, or accepted, but soon after return to their previous living condition. More permanent housing solutions are needed. The City's Housing dept has been successful in finding homes for families. Continuing to fund these efforts would be a great win for members of the community less fortunate than most. 4/19/2022 10:10 AM
11 More Parks & Rec Programs at lower costs. More community events for families & Seniors.
Food drives to help the Napa Food Bank. Small houses or tents (on Napa State Hospital Grounds)to help house the homeless & their pets, who do not stay in the shelters. More trees & drought tolerant ground cover/native plants vs cement. 4/18/2022 10:21 PM
12 All I have to say is that Napa prices are outrageous when it comes to housing. We work, we have state benefits, thank goodness for WIC! But we can’t afford a 2 bedroom (or even a 1 bedroom!) for us and our 2 children. We have to live with family - and waiting for a new low income apartment to open up in another county. As someone who grew up here, it breaks my heart that my kids will not do the same.
4/18/2022 3:39 PM
13 Provide funding for police involvement in local PAL (Police Athletic League) that provides positive contact between at risk juveniles and law enforcement. 4/18/2022 3:19 PM
14 Napa is a very expensive place to live with a lot of people not being able to qualify for any type of assistance unless working for cash under the table or being at poverty line. It would be nice if we were able to help lower income households (households making less than 90k per year) that are above the state low income level but truly struggle to live in Napa where they work and their children go to school. Take the average cost for a 3 bedroom apartment/house. Someone has to make nearly 40k after taxes just to pay rent so they can have a place to live with there children. Add utilities and food and you increase that by an additional 20k. Only those with a 6 figure household income can sustain that for any length of time without some kind of rent control/ rental assistance/ food assistance.
4/18/2022 2:04 PM
15 Yes leave the homeless alone don’t threaten to tear down their dwellings and quit being a snob just because you have a title that you think you have to hold it really you’re no better than any homeless person because everybody’s poop stinks

16 We need to build more housing to support the growth of Napa. I would prioritize anything that means we end homelessness and allow families to stay in their homes. 4/16/2022 11:16 PM
17 Concentrate on incentives for businesses and rent caps. 4/16/2022 8:40 AM 18 Each area of Napa also has its own small community and priorities. Special attention should be given to the needs of each area so that everyone feels the improvement. 4/15/2022 11:45 PM
19 Focus on homeless & preventing homelessness. Help the working poor/retired poor. 4/15/2022 4:56 PM 20 We need public transit that can get people to/from school and work, including the shifts and hours of service workers. Piloting a program that could get people from American Canyon and Jameson Canyon corridor as far north as Calistoga could make a huge impact on reducing the number of vehicles clogging up the roads and spewing pollutants into the air. 4/15/2022 4:54 PM
21 It would be nice for the city to provide assistance to landlords who could expand their property to accomodate more housing. For example raising a house to add another level for housing at a below market interest rate.
4/15/2022 3:16 PM
22 Low income housing for poor and homeless people 4/15/2022 2:18 PM 23 Housing that is actually affordable not a percentage of new housing but making it all affordable for young working families. Childcare is expensive and giving grants to working families. 4/15/2022 11:45 AM
24 DignityMoves works to end unsheltered street homelessness by building Interim Supportive Housing with rapid, cost-effective, scalable solutions. http://dignitymoves.org 4/15/2022 10:58 AM
25 Create a 1-stop resource center for struggling families in the former downtown Safeway space with nonprofits that provide services for health, food, childcare, older adults, disabilities, etc.
Families are struggling to care for their children and parents. The divide between those who have and those who do not is increasing. Need to make Napa a place where young people want to live by making it affordable and having things to do with kids. 4/15/2022 9:00 AM
26 Help homeless find appropriate jobs, get clean and sober and get mental health support if needed. Teach them how to help themselves instead of providing money directly to them. 4/15/2022 8:04 AM
27 Community emergency preparedness 4/15/2022 7:56 AM
28 Gym grants 4/15/2022 7:21 AM

30 Childcare is a crucial component of any and all assistance programs developed. 4/14/2022 10:03 PM 31 Mental health and substance use treatments for homeless population 4/14/2022 8:07 PM 32 Build public restrooms downtown 4/14/2022 5:53 PM
33 Napa needs a community center. Many much smaller cities have community centers. The Senior Center is not enough. We need a place for kids of all ages. Child care could also be held in such a place.

35 Grants and fee waivers for ADU development. Constructions costs are currently much too high, so this would reduce cost barriers and encourage more property owners to proceed. 4/14/2022 4:15 PM
36 Mental health support for homeless 4/14/2022 2:03 PM 37 Stop selling property to corporations, non residents of California buyers that only keep hurting the housing market for Napans. Create more affordable housing. Do not add more Hotels that cater to luxurious markets. Allow a path to career development like internships and certificates that will prepare future workforce. Repair our roads. Also Support local business only. 4/14/2022 11:35 AM
38 I would like to see more outdoor community options for our community. Better use of parks with more activities. Learning gardens with monthly educational programs for children and adults. Napa's equivalance of Botanical gardens

conservation and sustainability. Little changes add up to big differences. 41 Housing within Napa is critical for those that work and support the businesses in town. A person within the planning department that was there to help guide people through the process would be very helpful. It is important to help those who want to build smaller more affordable homes.
4/13/2022 3:02 PM
42 Create better "First time home buyer" programs and raise the poverty threshold so more middle income families qualify and don't get priced out of Napa! 4/13/2022 1:20 PM
43 All the strategies for addressing homelessness are equally important. We need to address root causes, prevent people from becoming homeless and house those experiencing homelessness.
4/13/2022 11:30 AM
44 Provide an educational garden in a local park to teach individuals how to create their own gardens to build healthy soil, grow food, plant trees and bring them closer to an understanding about how our natural processes work. This will empower individuals to be an active participate in mitigating Climate Change. This location can also attract tourists to learn about our valley, and demonstrate how Napa Valley can be a leader in sustainable regenerative agriculture and home gardening. One more reason for them to visit our valley. 4/12/2022 8:41 PM
45 We need to make sure our next generation can afford to stay - combine jobs with affordable housing availability. Owners of multiple buildings/businesses need to be viewed as such and be made responsible to pay their fair share.
4/12/2022 11:50 AM
46 It would be helpful to streamline the adu requirements and waive the requirement of who the Owner can rent to.
4/12/2022 9:26 AM
47 Since food security can be an issue, help provide education either in school or other local programs, that address growing food at home even if that mean a very small yard or even porch/ countertop. Existing programs that could be expanded with grant funds are Connelly Ranch, the seed bank at the Farmer’s Market and Master Gardeners. 4/11/2022 8:15 PM
48 Parks and recreation, deferred maintenance 4/11/2022 5:19 PM 49 I think we need supportive transitional housing. We do not have sufficient permanent housing and some folks need to learn how to live in a housing unit, not in a shelter. 4/11/2022 3:22 PM
50 More programs like Cash for Grass and other such programs that encourage people to reduce water use.
4/11/2022 2:33 PM
51 The cost of utilities is skyrocketing and PG&E is making it cost-prohibitive to install solar. Any kind of local rebate or incentive program to help make renewable energy attainable, or even additional financial assistance for low-income residents struggling with utility bills (electric, gas, internet, etc.) would be good.
4/11/2022 2:02 PM
52 Rental assistance/subsidizing for 501C3 organizations 4/11/2022 12:29 PM 53 How about a rainy-day fund? 4/11/2022 11:29 AM
54 property tax reduction, reassessment due to increased rate of inflation. Local incentives, offers or credits for those working/living in Napa.
4/11/2022 10:50 AM
55 Tuition assistance to Career and Technical Education programs to improve an individual’s employability and community labor force. Mentor programs for candidates that receive grant money from our community resources. Let’s get experienced retired community members involved to mentor those that receive grant money to support spending accountability. 4/11/2022 10:00 AM
56 Funding to improve traffic and road conditions, fill pot holes, etc. 4/11/2022 9:59 AM 57 Compensation for City of Napa employees that were required to work during the COVID pandemic while others got to work from home or remotely or increase staffing levels for frozen positions to reinforce the services that the city provides to its public. 4/11/2022 9:43 AM
58 Any assistance program must be easy to navigate and accessible to those who need it the most. Teams will have to seek out these groups, especially to resolve the unhoused issue.
Those suffering from homelessness do not likely have access to information, so it will have to be brought to where they are.
4/11/2022 8:28 AM
59 More housing for people on a fixed income, especially senior housing. The senior population is 4/11/2022 8:22 AM Community Recovery Bank Survey

rising and will continue to rise. We don't have nearly enough housing for seniors who want to stay in Napa.
60 Since employees have such a hard time living in Napa, programs that help low wage workers and families live here will also help small business. This community is increasingly becoming unlivable for many people. We need a jobs and housing balance. 4/11/2022 7:57 AM
61 Incentives for people to live closer to where they work. People who work and live in their counties/ communities continue to spread the money shared with them back to our Community. Shop and eat local and stay off the road/consume less gas and less pressure on our roads
4/11/2022 7:31 AM
62 Development and enhancement of existing park properties to create a botanical garden that would include areas for children and adults to be educated on regenerative and climate change mitigation practices that can be applied in their own gardens. To have horticultural areas readily available and accessible for all community members to participate in and to experience the mental and physical advantages and benefits of the gardening experience. 4/11/2022 7:15 AM
63 The housing market is out of control. Local families can’t afford what houses are going for today. We need to build more homes so there is more supply. 4/10/2022 7:44 PM
64 Water collection and conservancy programs 4/10/2022 6:27 PM 65 Create safe encampments with basic needs away from freeways public areas park and ride lots, and other inappropriate areas for humans to live!!! 4/10/2022 4:30 PM

4/10/2022 4:01 PM
67 The bike lanes in napa are full of potholes and debris and are in dangerous to ride in condition.
They should be cleaned regularly for the safety of those who use them. It is very disappointing.
4/10/2022 12:46 PM
68 Not at this time. 4/10/2022 11:04 AM
69 Housing assistance & small businesses grants should get the most attention. 4/10/2022 7:10 AM 70 Improve our parks and structures. Support local business. Family friendly dining. Think about the locals.
4/9/2022 8:01 PM

72 We need a family friendly public pool and a splash pad. There are many Napa families with small children that cannot afford to be part of a country club or pay the high admission fees to smaller pools such as Makai to enjoy this recreational activity. 4/9/2022 4:50 PM
73 You totally omitted spending the funds on climate change mitigation or adaptation strategies (with the possible exception of leaf blower rebates). These should be a top priority. Perhaps job retraining programs could be a part of the plan and solution. 4/9/2022 2:31 PM
74 Keep monthly water prices down 4/9/2022 11:47 AM
75 Support and fund child care infrastructure and stabilization. There is no economic recovery without the child care field. We need employer based child care, providers need to be paid a livable wage, and families need access to care for our youngest children, especially 0-3 years. 4/9/2022 11:34 AM
76 Vouchers for food, housing, childcare and job skills. Quit giving money. Responsible people who have fallen on hard times will use those vouchers to make a better life for themselves and their families. Identify the people who are mentally, physically, emotionally and spiritually unable to care for themselves and place them in facilities and programs that can help them live some sort of decent life. People who think it is society's responsibility to take care of them will continue down the path of selfishness, self-pity, homelessness & substance abuse. There is not much the community can do for them until they wake up and realize it is their responsibility to take care of themselves.
4/9/2022 11:05 AM
77 Community pool for children of napa. It’s pretty amazing that a city like Napa offers very little to the younger generations. The future is based on young families and should not serve the exclusive purpose of the current generation going into retirement. 4/9/2022 8:37 AM

grow. The funds are mismanaged. The survey seems to indicate that it has been decided already that you want to fund the homeless. If that is the case you should focus on mental health rather than slapping a bandaid on homelessness.
79 Neighborhood street closures and events to build community 4/9/2022 6:24 AM 80 I would recommend not spending all funds now but hold back 25-35% to donate to Napa Valley Community foundation's emergency funds in anticipation of future disasters. As Fire devastation costs increase, federal funds will be stretched in the future, we need to have our own disaster funds in place.

90 The millions of dollars should go to apologize to our immigrant and minority families for the stress that they feel by the Nation. 131 Homelessness is the biggest, overarching issue we see in Napa. Such a complex issue about prevention, intervention w/folks who have immediate needs, mental health resources etc....but it's just gotten so bad in the last two years- we worry that tourism (which drives so much of the valley economy) will be negatively impacted as homeless encampments seem to be growing everywhere. Causes and cures are so complex, but we'd like to see $ support folks and families 'living on the edge' where the loss of a paycheck exacerbates their situation....and $ for cleanup/relocation etc because so many parts of the City of Napa have become eyesores (and I worry- objectionable) to visitors.

138 Homelessness is a huge problem in our town and throwing money at it does not good if the homeless person elects to continue to live on the street wherever they please .. money alone is not going to fix it . There needs to be for the good of the community rules that have to be abided by .. there are currently resources in place but if they are not accepted then what ? 154 I think funding every household for $250 to have a chilipepper installed would help local families and save water see https://chilipeppersales.com/ A typical family of 4 can save over 12,000 gallons of water per year! 10,000 homes installing one would save almost the entire amount of water the city of Napa is looking to save. It's easy and inexpensive. We don't have time to waste saving water. Practical and easy 120,000,000 gallons by 10,000 homes 4/4/2022 2:07 PM

We got a pEBT card and knowing that I could go get groceries without cutting into our budget was a game changer. It’s running out, and it’ll get tricky to find that $400/month with gas prices climbing. Those of us with workers wages are really struggling. Make it easier to not drive.
