Subject: For consideration at the June 7 Napa City Council meeting Dear Councilmembers:

Your work and dedication to our community is much appreciated. I noted that on June 7, you will be reviewing numerous landscape considerations for city property.

I am requesting that the City Council place on the agenda, the consideration to require all landscaping contractors replacing plants, or re-landscaping or new landscaping, only use native plants for these endeavors. I recommend that all city contracted landscapers work with the Napa Native Plant Society to ensure that all plants are both drought tolerant and native to our region.

This is especially relevant with the significant drop in butterfly, bee, insect and bird populations in our community due to development, spraying and annhilation of habitat. Replacing all plantings on city property with native plantings would not only enhance the beauty of our community, but inspire private residents to do the same.

Thank you,
Yvonne Baginski
Napa City resident.

I live on Westminster Way in Browns Valley and walk/bike with my son to school each day. We are very concerned about the lack of safety on Browns Valley Road due to the absence of crosswalks and continuous sidewalks. This is Browns Valley Road that runs North/South and connects Redwood Road and Partrick Road.

Problems/Concerns:

1. The sidewalk is not continuous. We have to cross the street to access a sidewalk.

2. There is no curb ramp. We cross diagonally to a driveway when pushing a stroller or when a child is riding a bike, making the journey across the road much longer.

3. Drivers are traveling over the speed limit. It is difficult for children to judge timing when crossing a street.

4. Drivers are distracted, many on their phones.

5. The road is busy at school drop off, morning work commute and school pick -up, making it challenging to cross the street with the increased traffic.

What we are proposing as a solution:
· Marked crosswalk indicating a safe place to cross. This would be at Browns Valley Road near Kerns Court where a crosswalk would join the sidewalks.
· Curb ramp — A ramp providing a smooth transition between the sidewalk and street near the corner of Kerns Court and Browns Valley Road.
· Rectangular Rapid Flashing Beacons (RRFB) — A bright, irregularly flashing beacon that is placed at a crosswalk without stop signs or traffic signals to warn drivers about the presence of crossing pedestrians.

It’s important for our neighborhood to safely access all areas of our community which includes the school, parks and bus stop. Browns Valley Elementary is

becoming a TK-8 in the next few years. There will be older kids walking or biking independently to school. Many families and neighbors with their pets walk along this road all throughout the day and we want to address this safety issue before a tragedy happens.

I appreciate your attention to this matter, thank you for listening.
