Subject: Re: Letter to Editor: No Art in Roundabout
Date: June 15, 2022 at 1:23:16 PM PDT
To: Zoe Stein

[EXTERNAL]
I sent this email to Letters to the Editor on Napa Register today re: Art In Roundabout.

Please excuse this format and possibly errors. The devil got in my computer during the night. Have a call out for help! I hope you will read my letter and agree with my observations.

Thank you.

Sincerely,
Zoe Stein

Letter to the Editor:

I am responding to your request for comments on the placing of art work in the roundabouts in Napa. At first I thought this was a joke or an oxymoron! The speed of the cars in the circle is about 15-25 miles per hour and requires full concentration on the driver’s part. Are you really going to spend over $300,000 for a structure that will barely be noticed as drivers are attempting to get safely out of the roundabout? The 28-foot structure you showed in the diagram would look ridiculous in the area you selected. The area is a roundabout. It is not a place to stroll or a museum to view art. It moves cars in and out in an efficient way. It has one purpose. Cars move in and cars move out. It will be a distraction and thus could invite lawsuits against the city in case of an accident.

The city of Yountville is charming to walk around in because you can walk close to their art pieces and they enhance the entire area. One can study them and their sizes are inviting to pedestrians. It seems to me that you are using designated city money for these large pieces of art that are just for display rather than being experiential. Art pieces should be placed within the city of Napa. Perhaps one in a city park, one near the library, or near the waterfront. Why not consider placing more pieces of smaller size?
We have many local artists and other creative people who could be enlisted to make better use of this money “for the people” and not just tourists driving into Napa. For example I cannot walk over the “dance steps” on Main Street without dancing. So clever. Unique.

As a concerned citizen of Napa I am responding to your request for comments on “how well it fits into the environment and project site.”
My answer is that it does not fit in! The site you are recommending is a roundabout. Nothing more and nothing less.

Please don’t put that huge art piece (28 feet high) in a place that is a “circular intersection” with a lot of signage where cars are coming in and going around with the express desire of leaving!

The Honorable Scott Sedgley, Mayor City of Napa

Dear Mayor Sedgley,
On behalf of Slow Down Napa, we hereby propose that specific funding for Traffic Calming and traffic safety projects be allocated in the City budget to be composed this summer. We request that this letter be included in the agenda packet for the next City Council meeting where the budget will be discussed.

It's encouraging that the City has contracted to update the 2005 Traffic Calming policy, and that a Traffic Calming section may yet be incorporated into the new General Plan. But Traffic Calming was written into the 1998 General Plan and for whatever reason not continued in the current draft. There will be inevitable delays in implementing policies that as of today are not modernized or even accepted in the draft General Plan.

Work-in-progress consulting projects like the LRSP and the update of the 2005 Traffic Calming policy will provide data and recommendations, but neither project includes funding for an implementation plan with physical Traffic Calming safety measures. Funding is also needed to support resources for Police enforcement and technology solutions.

We view protection of walkers and cyclists from injury by motor vehicles as an urgent issue, especially in light of the recent killing by vehicle at Jefferson and Oak Streets. And we are concerned that delay in establishing Traffic Calming measures as a regular feature of the street and sidewalk maintenance program will postpone ameliorations in some neighborhoods unnecessarily for years.

One more point: Later this year NVTA will discuss a Vision Zero policy, that is a strategy to eliminate all traffic fatalities and severe injuries, while increasing safe, healthy, equitable mobility for all. A solid Traffic Calming plan is essential for the success of Vision Zero. It would be great for the City of Napa to express early commitment and support by allocating funding. 25 of 51

Therefore we request that City Council budget a year of funding for traffic safety and Traffic Calming, despite the difficulty of estimating exact costs when policies and techniques are not yet settled. When policy and work schedules become ready, work can begin without waiting for another Council-level decision.

Sincerely,
Maureen Trippe, Co-Founder

MEMO

TO: Mayor and City Council
Steve Potter, City Manager
FROM: Anne Cardwell, Finance Director
CC: Jessie Gooch, Budget Officer
DATE: June 20, 2022
SUBJECT: June 21st Agenda Item 7.B. City of Napa FY 2022/23 Budget Adoption

After the City Council Agenda packet was published for the Regular Meeting on June 21, 2022, staff identified an error in Exhibit A for Attachment 2 on item 7.B (FY23 Staffing Plan). For the FY23 Staffing Plan, Endnote [E] indicated that R2022-026, approved by Council on April 5, 2022, deleted one Heavy Equipment Operator position and added one Concrete Finisher position. This was an error in the resolution, which should have deleted one Street Maintenance Worker I/II position instead of the Heavy Equipment Operator position.

The FY23 Staffing Plan has been updated on pages 5 and 11 to show that the number of Heavy Equipment Operator positions remains unchanged, and to reduce the number of Street Maintenance Worker I/II positions by one. There is no net impact to the total number of City FTE. Once the FY23 Staffing Plan is approved by Council via resolution, these changes will be official.
