RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, (1) Amending the City Classification Plan by Adopting the Classification Specifications and Salary Ranges for positions in the Fire Department, and (2) Amending the Budget Staffing Plan to add and delete positions in the Fire Department to implement the amendment to the Classification Plan.
WHEREAS, the Human Resources Department and Fire Department assessed the roles of Fire Prevention Inspector III – Plans Examiner and Fire Division Chief, and determined it was necessary to update the class description based on the existing needs of the organization; and WHEREAS, staff in the Human Resources Department reviewed the duties to be performed and recommend amending the class specification and salary range for Senior Fire Prevention Inspector as well as changes to the classification for Deputy Fire Chief to better reflect the duties performed and amend the City Classification Plan; and WHEREAS, the employee bargaining group was provided an opportunity to review and provide input on the recommendations; and WHEREAS, the Civil Service Commission recommended the class specification changes at their meeting on June 13, 2022; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. The City Council hereby approves amendments to the City Classification Plan by: (a) approving the revised classification specification for the class of Senior Fire Prevention Inspector, (b) approving the Senior Fire Prevention Inspector salary range of Step 1 - $97,495 to Step 5 - $117,784 and (c) approving the revised classification for the class of Deputy Fire Chief. Both revised classification specifications are attached hereto as Exhibit “A,” and are incorporated herein by reference.
3. The City Council hereby amends the FY 22/23 Budget Staffing Plan with the Fire Department by: (a) deleting one Fire Prevention Inspector III – Plans Examiner, and deleting one Fire Division Chief; and (b) adding one Senior Fire Prevention Inspector, and adding one Deputy Fire Chief.
4. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 19th day of July, by the following vote:
