Project Vision
The City of
Napa has developed a growing art collection
over the past 50 years reflecting the community’s evolving culture and identity. This gateway statement piece is
commissioned to amplify the City of Napa on the
international art map as well as create a great sense of local community pride. The artist and their artwork should reflect our values of diversity and inclusion along with set a high bar for future permanent works. Just as the City of Napa has a rich history and enduring story, our hope is this work will not only reflect our past but have a part in
elevating and transforming Napa as we embark on a bold
new chapter of the community’s public art program.

Fabrication and Attachment Narrativ
e:
"Circulation" wil
l be fabricated solely from
aluminum. An internal aluminum frame will be
anchored to the slab below and will provide
anchor points for the "skin" and return bands to
attach to. The internal frame will be built with
both structural and architectural angles and
channels and assembling via welding and
mechanical attachments. The alternating stripes
on the skins and returns will be made from mirror
polished aluminum and painted green aluminum.

The structure will be smooth to the touch; there
will be minimal tactile change as you sweep your
hand across the "skins" of the installation. The
structure should be illuminated with
contemporary white light.

Engineering will determine if the existing slab will
need to be reinforced and what depth of
anchor embedment is required. If reinforcement
is needed, we can first examine core drilling
specific round sections of the existing slab and
pouring deeper foundations at these select
locations. Demolition of the existing slab and
pouring a new slab can be considered if required.

There will be virtually no maintenance required on
this structure aside from an occasional rinse which
rainwater should naturally provide.

Dear Ms. Painter: I am writing to express my concern about the proposed structure in the first street series of roundabouts. I use that exit and navigating my way through those turns with a structure there would limit my ability to see oncoming/merging traffic. Placing a visual obstruction in these roundabouts is an accident/litigation waiting to happen.

I am opposed to placing obstructions in roundabouts.

Regarding Item 14A Roundabout Public Art
Dear City Council,
I am writing to enthusiastically support the selection of Ana Teresa Fernandez and her proposal for the roundabout artwork. I have been impressed with Ms. Fernandez’s artworks in public, since her incredible artwork at the US/Mexico border was nationally recognized by the Americans for the Arts Public Art Network Year in Review. That artwork and others created by Ms. Fernandez are incredibly powerful aesthetically and conceptually, offering a lasting and deepening appreciation. They touch on poignant and sometimes divisive societal issues in ways that are innovative, perceptive, succinct, beautifully executed, and welcoming to all. She finds unexpected ways to bring people together and to inspire empathy, which are so critical for the health of our communities right now. I believe Ms. Fernandez is one of the most exciting and significant artists of our time, and I would be very proud to have her work in Napa.

I am especially excited that an artist of Mexican heritage has conceived of an artwork that sensitively responds to the Napa Valley. For as long as Napa has been a wine region, labor and expertise from Mexico have contributed greatly to the success of our dominant industry. While Mexican-American residents and migrant workers here on a seasonal basis are incredibly important to the makeup of our community, as are indigenous peoples who have resided here for eons, the current outward-facing images of Napa are so often those of European Americans. I think this artwork is a positive step toward recognizing and celebrating the diversity that enables our rich culture and economic success.

When I viewed the artwork proposals by 4 artists, I had two immediate responses. One was being very pleased by the high caliber of the artists being considered, each of whom is eminently qualified and whose work would be a wonderful addition to our city’s collection.

The second was that one proposal—that of Ms. Fernandez—stood far above the rest. I was immediately excited by its highly original, fresh vision. After learning more about the concept behind it, I very much appreciated that it responds directly to our particular place, without using imagery or a style that is cliché or overly familiar. The playful abstracted plant form juxtaposed with sharp geometric lines activated by a mirror-finish alternating with a bold green color is fantastic! I am really looking forward to seeing this artwork realized, and I thank the artist for her thoughtful and delightful design.

I also want to commend City staff and Artsource Consulting for managing this project with such a high level of professionalism. Thank you to them and to the jurors, who have brought incredible expertise to this selection process. It is wonderful to have this important process in good and capable hands.

Sincerely,

And I’m a big supporter of public art, but as someone who drives through this intersection often, I don’t think this is the right place for it.

I’ve found that many people have trouble dealing with the roundabout. Most visitors come through that intersection and roundabouts are rare hereabouts unlike in the North East and Europe.

A better choice would be on the lot at the south east corner after people have navigated the lot and are driving into Napa. Even better, find somewhere else where people are primarily walking.

For the roundabout, low, drought-resistant native perennials are the best choice.

Respectfully,
Paul

Subject: Proposed "Artwork" for New Roundabout

Dear Honorable Councilwoman Painter -
The purpose of my e-mail is to express my view point regarding the "cactus artwork" proposed for the new Highway 29 roundabout, which I understand is up for a vote this Tuesday, August 16, 2022.

In all honesty, I find even the notion of a "cactus" in any form just incredibly out of touch with any reality of our beloved and glorious, world reknowned Napa Valley, even flat out laughable.

Napa Valley is not in the desert, but one of the
most lush valleys in the whole world! IMHO, something much more appropriate to Napa's wonderful agricultural (prunes, walnut groves, other fruits, natural springs) or Chinese, Hispanic, or Indian history (like why NHS's mascot so proudly honored it for decades) should far rather be considered.

Even tourists
would not comprehend or relate to a cactus (??!!) upon entering such an incredible valley so rich in history otherwise.

I request and sincerely hope you vote against accepting this ridiculous cactus design, and opt for something which more appropriately represents the beautiful environment that the Napa Valley has worked so hard over many decades to become known for worldwide.

Thank you for any consideration.

Respectfully,

Page 80 of 110 ends

My name is John Hannaford, I am a resident of Napa, as well as the Chair of the Public Art Steering Committee. I am submitting this Letter in full support of the sculpture “CIRCULATION”, by Ana Teresa Fernandez
I would like to begin with the depth of the Jury / selection process. The selection of the piece “CIRCULATION” was the result of an extremely thorough and fully vetted process: inclusive of City Staff, the highly respected Artsource Consulting firm, juror panels of respected arts professionals, artists, curators, arts educators, and finally the PASC committee. 204 applicants were screened through jury processes, and after subsequent screenings, three finalists were asked to submit Conceptual Designs. The final selection after all these layers of professional review was the sculpture “CIRCULATION”, by nationally renowned Artist Ana Teresa Fernandez. That final selection was then sent to the Public Art Steering Committee. After full presentation by City Staff, and thorough review of all the material, documentation, and discussion; four of the five PASC committee members gave the selection of “CIRCULATION” their full support and endorsement to approve the selection of the Sculpture, and send the PASC approved selection on to a final vote by the Napa City Council. The approval and endorsement of “CIRCULATION” was inclusive of its Artistic merit, aesthetic qualities, finished quality, and structural integrity.

As well, while many artworks are fabricated and installed by construction companies, the selected sculpture “CIRCULATION”, is unique in that in conjunction with the Artist, the sculpture will be engineered, fabricated and installed by the world renowned and respected all-woman owned and staffed Art Foundry/Fabricators, under the direction of Juliana Sommer, founder of Priority Architectural Graphics (please see the structural plans).

Separate from discussions as to the inspirations of the Artist in creating the sculpture “CIRCULATION”, it is an abstract construction parroting the structure of the Roundabout itself. I would like to speak to the artistic merit and aesthetic qualities inherent in the work, and its excellent use of “visual language” that connects it so seamlessly and beautifully to the design and structure of the roundabout itself. It is built around the utilization of curvilinear planes repeating exactly the central design of the roundabout’s curvilinear planes. The planes are juxtaposed and intersect the same way the cars/vehicles weave their

Page 47 of 76 ends

ATTACHMENT 1

Page 81 of 110 ends

way around the structures. One of the aspects I appreciate about “CIRCULATION” is that it is not a sculpture built and added to the structure, rather the sculpture’s visual/aesthetic components interplay and connect with the whole of the artistic components that are embedded into the roundabout itself. As well the 3/Dimensional balance of both positive and negative space work perfectly in occupying real space, again as connected to the rhythms of the roundabout. It is a site-specific sculpture, integral with the “SITE” of this roundabout.

As an Artist, lifelong resident of Napa, and Chair of the City of Napa’s PASC, I am asking for the Council’s full support of the sculpture “CIRCULATION”; based on its artistic merit, its unanimous support of the esteemed Jury, and as well the fact that it was passed and approved with the strong support of the majority (four out of five members) of the PASC Committee.

Roundabouts, while new in our community, have been an accepted, safer and more efficient method of moving traffic, with a well-established safety record accepted worldwide, utilized in small towns, rural areas, as well as large communities and cities.

Whenever one-way streets, two-way streets, or traffic flow are discussed, there are going to be supporters and detractors. That’s true in all public arenas; including public art, which from the Renaissance onward have never received unanimous support. But hopefully we can differentiate between anecdotal opinions, and official data collected through studies over time.

Thank you, John Hannaford

I am writing to express my opinion on the new sculpture for the Roundabout.

I don’t care for the sculpture but more importantly, I travel thru this roundabout multiple times a day. Drivers really need to concentrate on staying in their lanes and planning their exits from the roundabout.

The landscaping is very pretty. We don’t really need a

Could you please consider a sculpture somewhere else in the city?

Maybe a median on Soscol or somewhere with a straight 4-way intersection?

The median in Browns Valley could use something, just not a cactus please!!

Thanks for your time and for serving on the council.

Dear Mayor Sedgley and Council Members,
I am writing to you regarding your hearing Tuesday evening about public art in Napa's roundabouts. As you heard me state during public comments a couple of weeks ago, I think that having distracting public art adjacent to our roundabouts is a bad idea.

As I understand when a public construction project is completed, 1% of the cost is placed in the public art fund to be used in public spaces. The public has heard that an effort was made to solicit public art entries by the public art committee. 4 entries were submitted. One entry named "Circulation" was approved by the art committee to be placed near the new Napa roundabouts. The "Circulation" proposal as submitted is 24' two story lighted neon green dramatic version of a Mexican cactus. The roundabout examples given in your attachment with few exceptions are minimally distracting art. While I realize that art is not always universally appreciated, due its size, bright colors and distraction capability, totally inappropriate for this site. Has the City requested comments from the Napa Police department and the Highway Patrol?
This taxpayer nearly $400,000 public art monies should be placed in a better spot where pedestrians, bicyclists and families can take time to be educated and enriched by it. A traffic busy, compact, and complex series of roundabouts is not where this should possibly happen- only accidents and liabilities will result. Drought tolerant landscaping with shade trees is what should be placed near our roundabouts to ensure safety.

Page 51 of 76 ends

ATTACHMENT 1

Page 85 of 110 ends

Please consider starting over. Pay the artists for their time and costs and work on organizing our public art process. Napa will definitely benefit from having public art in our parks and other public spaces. I would like the art committee to look at the idea of having art have multiple benefits in our parks- art and recreation. Artists are so incredibly creative. Los Flores is doing some fun things for our community, along with many of our other public parks. Jeff Gittings may have some good ideas. The well-used River trail could use some more public art especially north of Trancas and south of downtown. The Oxbow Commons might have some ability to host public art with Flood Control Approval. So many options that will not cause problems like putting distracting elements in our roundabouts.

Thank you for your consideration and thank you all for the hard work you do for all of us.

Dear Mayor Sedgley and Councilmembers,
I am not able to attend the Council Meeting this week when you will be deciding on the pubic art selection for the roundabout, so I am submitting this written comment to you in support of the recommended piece and location.

As you make this decision, it is critical for public trust that we continue to educate the community about why and how the Public Art Fund was established, what the funds are to be used for and why. I include some of the City’s Public Art Ordinance basics here for that reason.

While at my position at Arts Council Napa Valley (1999-2012), I worked with late developer and local hero, Harry Price, who was our board president for many years. In 2008-2009, he and I worked with several other community members to create and support the passage of the City's Public Art Ordinance (PAO), the first in our county.

The Ordinance established the Public Art Fund, to be made up of fees collected from developers based on 1% of construction costs. Its language is drawn from similar public art programs in over 350 other cities around the country. Fees collected in the Napa Public Art Fund are restricted to pay for public art projects to be placed on public property, like parks and other shared spaces. These publicly selected and placed pieces have the ability to speak to and for our community in ways other private pieces can not.

I also served on the Public Art Steering Committee from its inception in 2014-2020. Our work included advising City planning staff (before there was dedicated public art staff in the Parks Dept.) on how to best use the Fund and to create a priority list of City-owned property for future public art locations. The roundabouts were still in the planning phase at that point, but we all agreed that this area would be of primary importance for a gateway welcome to Napa.

As you know, downtown Napa has changed enormously in the last 10 years. Adding a welcome landmark, like the Grapecrusher as viewed from Hwy 29, will be incredibly important to the identity of downtown Napa as a destination that supports healthy and diverse cultural life.

The Public Art Fund now holds enough contributions to fund this important gateway piece for Napa. The section process that the PAO established is professional and transparent. The location was approved long ago though this process and the selection process to identify the work by
Ana Teresa Fernandez was open and competitive. The selection panel was comprised of arts professionals, community members and city staff, again according to Ordinance. I ask for your support of the established selection process and staff recommendation of this piece for this location.

Thank you,

Hello,
I am a former sculpture professor (University of Illinois 2008-2019) and now an independent artist living and working in Napa (2019-).

I would like to write a quick note in support of
"Circulation" by Ana Teresa Fernandez. I was pleased to see the public art committee had selected this option from the fine group of finalists. The work by Fernandez will be a welcome addition to the visual and cultural scene of Napa. While it seems most obvious to have an overtly wine themed sculpture at a prominent entrance into town, I'm glad the committee chose a more complicated and thought-provoking work. Not only is the work striking and beautiful, it does a great job highlighting the natural history of the region as well as the rich history the wine industry has brought to the area.

I am so excited to welcome this new important work to the art landscape of Napa.

Thank You
Stephen Cartwright

To whom it may concern,
My name is Nelson Monge, I live at 1061 headlands drive in Napa. I grew up here and graduated from Vintage High in 2012. I write this email to show support for the public sculpture at the roundabout. The artist Ana Teresa Fernandez’s sculpture is the first public sculpture in Napa that has actually made me feel seen and included in all of my years living here. I am proud and happy to support this work of art in our community that reflects my family and our history.

Hello to all Councilmembers,
I’m terribly sorry I cannot come the meeting regarding the approval of the First Street & California Roundabout Public Art Project. I have a previous appointment in Oakland, which will not allow me to attend. Please accept this letter as my comments. I’ve cc’d this letter to some other folks that may be at the meeting.

I’m a long time resident of the city of Napa (since 2000). I am also an artist who has created public art in numerous cities in the US. I have participated in panels, proposals, public art meetings and worked with the public directly on concepts and engineering of public art projects. The Ana Teresa Fernandez project was chosen after a nationwide search. It has sound aesthetic principles that tie in with the spirit of the Napa community, in particular our agricultural workers.

The
work alternately signals the agricultural structures we see in the valley and echoes the “Mediterranean Cactus,” the prickly pear which is native to our climate.

The
materials she has proposed and the engineering is sound. Also, Ms. Fernandez’ reputation as an artist in the larger cultural world will give Napa another feather in its cultural cap.

I wholeheartedly support this project as I did to the Public Art Steering Committee.

What I do find disheartening is the behind the scenes campaign of gaslighting and innuendo by Planning Commissioner Huether, who was on the original jury committee.

He has sought to create an atmosphere of outrage around this piece which is not only undeserving of his ire, but in light of the number of his public art projects in the Napa area (over sixteen!), seems petty and immature.

If Mr.

Huether wants to be the only artist who may exhibit permanent public art in Napa, he should go before the council members and propose such a rule.

In the meantime, the spirit of inclusivity and the aesthetics of labor, our [EXTERNAL]

agricultural and cultural excellence is epitomized by Ms. Fernandez’ work. I look forward to its completion.

Dear Mayor Sedgely and Councilmembers.

I have a few questions regarding the First St & California Blvd Roundabout Public Art on your agenda.

The staff has made careful considerations regarding the location so that driver sightlines would not be blocked by the new artwork as well as adequate setbacks from the roadway and sidewalks.

I live in Browns Valley and have an office across from the roundabout - so I drive through the roundabouts almost daily. As the chosen artwork is fabricated from painted aluminum will it reflect sunshine? Will it reflect headlights? Will it reflect the nighttime uplights? Have you created a model to confirm that the drivers, walkers, or those on bicycles will not be impacted?
If not, may I strongly suggest you do before a final vote at the City Council.

Thanks and regards,
Eve Kahn

I am totally opposed to cactus (roundabout art)! As a passenger who no longer drives, I have had many first hand experiences with out of town drivers, including Vine Transit Bus Drivers, who find the roundabout confusing. The presence of a 24 foot cactus will only exacerbate an already tricky situation that many tourists, newcomers and Senior Citizens find uncomfortable.

Please don't let this happen to our beautiful city.

Dear Councilmember Painter,
I live in your district (Foothill Blvd.) and have never written to a city council member before.

I'm a fourth-generation Napa native and have lived here all my life. The proposed plastic cactus monstrosity planned for the roundabout area is what it finally took, after 46 years, to plead action from my council member.

Please, please, please do not allow what will surely be the ugliest and most inappropriate art in the valley to take center stage. I understand that the artist says that the cactus evokes other cacti somewhere upvalley, but you won't be able to lob this explanation at every casual passer-by that happens upon this eyesore. This piece of art belongs in Coachella or Palm Springs, where they are known for cacti. This piece does not belong here! If you've promised this artist a job, perhaps commission something evocative of our area.

Please add my letter to the voices raised against this very ugly, very wrong piece of junk that will become a public nuisance and embarassment.

Thank you,
Jamie Miller

And the cost is a whole other discussion with money devoted to something so useless.

My name is John Hannaford, I am a resident of Napa, as well I am the Chair of the Public Art Steering Committee.

Page 67 of 76 ends

ATTACHMENT 1

Page 101 of 110 ends

way around the structures.

As an Artist, lifelong resident of Napa, and Chair of the City of Napa’s PASC, I am asking for the Council’s full support of the sculpture “CIRCULATION”; based on its artistic merit, the strong support of the majority of the esteemed Jury, and as well the fact that it was passed and approved with the strong support of the majority (four out of five members) of the PASC Committee.

The Park/Drainage space next to our house has become a

Teenagers on motor bikes ride the trail at all hours of the day and night.

Sadly, they have beaten down the plants to form a
“track” and it looks terrible. With the new art piece on the corner, this corner should look great.

I assume that riding dirt bikes on the sidewalk and on
public land is not OK.

It’s also very loud and annoying.

Would it be possible to have a city employee come out

Memorandum: Support for Ana Theresa Fernandez
Item: 14A Roundabout Public Art

To Whom It May Concern:

I am writing to enthusiastically support Ana Theresa Fernandez’s design proposal for Circulation. I have known Ana for over ten years and have included her in three exhibitions I have curated. She has been a delight to work with. Her artwork is always thoughtful, respectful, meticulously executed and deadlines have always been met. She is highly regarded in the Bay Area arts community and Napa would be very fortunate to include her work in its public art portfolio.

Ana is able to take difficult subjects, such as immigration and climate change, and make them accessible to all. Circulation accomplishes this, representing an optimistic vision of interconnection and community. Its bold, contemporary design would be a welcome addition to Napa’s built environment.

Please do not hesitate to contact me if you would like to discuss this exciting proposal.

Adding anything in the middle of a roundabout that might dbe distracting to drivers seems to me to be an obviously dangerous and potentially legal disaster that we certainly don’t need.
