RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, (1) AUTHORIZING THE UTILITIES DIRECTOR TO AWARD AND EXECUTE A CONTRACT WITH WEST YOST & ASSOCIATES, INC. FOR THE 30-YEAR WATER SYSTEM MASTER PLAN, FINANCIAL PLAN, AND ENVIRONMENTAL IMPACT REPORT IN THE AMOUNT OF UP TO $1,250,000; AND (2) APPROVING A TRANSFER IN THE AMOUNT OF $520,000 FROM NONRECURRING UNDESIGNATED FUND BALANCE 539-25399 TO NONRECURRING WATER ENGINEERING ACCOUNT 53960115-53210 AS DOCUMENTED IN COUNCIL BUDGET AMENDMENT NO. 3 WHEREAS, the Utilities Department Water Division operates and maintains the water system that serves over 86,906 persons throughout City of Napa and unincorporated Napa County; and WHEREAS, the water system requires investments in the entire system to ensure clean, safe reliable water to customers 24/7; and WHEREAS, the water system includes water supply, treatment plants, transmission pipelines, storage tanks, pump stations and distribution system; and WHEREAS, consistent investments are necessary to maintain the City’s aging infrastructure and ensure system reliability; and WHEREAS, to ensure a well-thought-out plan and prioritization of investments in the system, the Water Division is developing a 30-Year Water Master Plan, Corresponding Financial Plan, and Environmental Impact Report; and WHEREAS, the existing budget in the amount of $730,000 is available in the Nonrecurring Engineering Fund account 53960115-53210; and WHEREAS, on July 14, 2022, two (2) responsive proposals were received, reviewed and scored according to defined criteria for the Project; and WHEREAS, staff evaluated the proposals based on the criteria provided in the request for proposals and determined that the best value proposal was submitted by West Yost & Associates, Inc. in the amount of $1,176,200; and WHEREAS, an allowance of $73,800 contingency for additional scope items brings the total contract amount up to $1,250,000; and WHEREAS, Nonrecurring Undesignated funds in the amount of $3,842,417 exist for the purpose of water system capital improvement projects; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
3. The City Council hereby authorizes the Utilities Director to award and execute a contract with West Yost & Associates, Inc. to develop a 30-Year Water Master Plan, Corresponding Financial Plan, and Environmental Impact Report in an amount not to exceed $1,250,000.
4. The City Council hereby approves a budget transfer in the amount of $520,000 from Nonrecurring Undesignated Fund Balance to Nonrecurring Water Engineering account 53960115-53210 as documented in Council Budget Amendment No. 3.
5. This Resolution shall take effect immediately upon its adoption.
