RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, APPROVING THE ALLOCATION OF FY 2021/22 GENERAL FUND UNASSIGNED FUND BALANCE AS DOCUMENTED IN BUDGET ADJUSTMENT FORM NO. BE2206505; ADDING $1,500,000 TO EXISTING PROJECTS IN THE FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM; AND DETERMINING THAT THE ACTIONS AUTHORIZED BY THIS RESOLUTION ARE EXEMPT FROM CEQA WHEREAS, City Council action is required to allocate City revenue in a manner that differs from the Fiscal Policy set forth in resolution R2022-065, and for transfers to CIP reserves; and WHEREAS, General Fund available unassigned fund balance (unaudited) for fiscal year 2021/22 is projected at $12.43 million; and WHEREAS, actual General Fund revenues exceeded budgeted revenues by $10.1 million for FY 2021/22; and WHEREAS, upon adoption of this resolution, the General Fund unassigned fund balance after all closing entries will be transferred to the various funds and reserves documented on Exhibit A; and WHEREAS, upon adoption of this resolution, the transfers and appropriations documented on Exhibit A are intended to be processed prior to the year-end transfer of available fund balance to the CIP Facilities Reserve. The transfer to the CIP Facilities Reserve will be processed in accordance with Fiscal Policy Section 13.c in the amount remaining after the Exhibit A transfers have been completed; and WHEREAS, upon adoption of this resolution, $1.5 million of funding will be added to the CIP plan and project balances; and WHEREAS, the City Council has considered all information related to this matter, as presented at public meetings of the City Council, including any supporting reports by City Staff, and any information provided during those public meetings; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
The City Council hereby approves the transfers and appropriations in FY 2021/22 as described in Budget Adjustment Form BE2206505, attached hereto as Exhibit A and incorporated herein by reference.
The City Council hereby approves a budget increase of $1,500,000 to CIP Project BP12PW01 Hwy 29 Class 1 Bikeway Study.
The City Council hereby determines that the actions authorized by this Resolution are exempt from CEQA pursuant to CEQA Guidelines Section CEQA Guidelines Sections 15301 and 15302.
The City Council hereby approves a non-budgeted transfer from the Payroll Clearing Fund to the Section 115 Trust Fund of the remaining available balance of account 20186 (PERS Retirement Plan); approximately $1.7 million.
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
This Resolution shall take effect immediately upon its adoption.
