RESOLUTION R2022-__
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, DECLARING THE RESULTS of THE NOVEMBER 8, 2022 CITY OF NAPA GENERAL MUNICIPAL ELECTION; and INSTALLING TWO NEWLY ELECTED COUNCILMEMBERS TO THE CITY COUNCIL (LIZ ALESSIO for district 1, and MARY LUROS for district 3) WHEREAS, on June 7, 2022 City Council adopted Resolution R2022-046 Calling and Giving Notice of the holding of a General Municipal Election to be held on Tuesday, November 8, 2022 for the election of two Councilmembers from Districts 1 and 3, and requesting the County Registrar of Voters render specified services for the conduct of said Election; and WHEREAS, on August 9, 2022 the Board of Supervisors of Napa County adopted Resolution No. R2022-113 by which the City’s General Municipal Election was consolidated with the Statewide General Election; and WHEREAS, at the close of nomination period on Friday, August 12, 2022, there was only one candidate for each of the offices to be elected: one Councilmember from District 1, and one Councilmember from District 3; and WHEREAS, the City Clerk’s certification that there was only one candidate for each of the two City Council offices to be elected was published on August 17, 2022 in a newspaper of general circulation in the City pursuant to Government Code Section 6061; and WHEREAS, after the fifth day following the date of publication, the City Council met on August 23, 2022, to consider to either make the appointment(s) or direct an election to be held; and WHEREAS, at the August 23, 2022 Special meeting, City Council voted to direct City staff to take all necessary actions to implement the November 8, 2022 General Municipal Election as scheduled for City Councilmembers from District 1 and District 3; and WHEREAS, at the November 8, 2022 City of Napa General Municipal Election, City of Napa registered voters cast ballots for two Councilmembers, from Districts 1 and 3 each for a full four-year term as defined by City Charter Section 8; and WHEREAS, on December 2, 2022, the Registrar of Voters of the County of Napa provided the certified results of the Statement of Votes Cast at the November 8, 2022 City of Napa General Municipal Election, for one Councilmember from District 1, and one Councilmember from District 3, as shown on Exhibit “B,” attached hereto and incorporated herein by reference; and WHEREAS, the City Clerk, as the City’s Election Official, has certified the results of the election of two newly elected City Councilmembers from Districts 1 and 3 to the City Council, pursuant to Elections Code Section 10262, as shown on Exhibit “A,” attached hereto and incorporated herein by reference; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and therefore establish the factual basis for the City Council’s adoption of this Resolution. By this Resolution, the City Council hereby declares the results of the 2022 General Municipal Election pursuant to City Charter Section 17A, and the California Elections Code Section 10263.
The following named people were candidates for Councilmember – District 1 and received the votes as set forth below:
MEMBER, CITY COUNCIL – DISTRICT 1
Liz Alessio 6,092 64%
The following named people were candidates for Councilmember – District 3 and received the votes as set forth below:
MEMBER, CITY COUNCIL – DISTRICT 3
Mary Luros 4,598 59%
The City Council hereby declares and determines that Liz Alessio is elected as Councilmember – District 1 for a full four-year year term; and the City Council hereby installs Liz Alessio as Councilmember – District 1.
The City Council hereby declares and determines that Mary Luros is elected as Councilmember – District 3 for a full four-year year term; and the City Council hereby installs Mary Luros as Councilmember – District 3.
The City Clerk shall enter this Resolution on the records of the City Council; in compliance with California Elections Code Section 10263, to document that:
The whole number of ballots cast in the City was 15,247.
The names of the persons voted for are set forth in this Resolution.
The office for which each person received votes are set forth in this Resolution.
The number of votes given at each precinct to each person are as set forth in Exhibit “B” to this resolution.
The number of votes given in the City to each person are set forth in Exhibit “B” to this Resolution.
The City Clerk of the City of Napa is directed to provide a Certified Copy of this Resolution to the Office of the Napa County Registrar of Voters.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 20th day of December 2022, by the following vote:
