RESOLUTION R2023-__
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, REJECTING ALL BIDS FOR THE POLICE & FIRE ADMINISTRATION BUILDING HVAC REPLACEMENT PROJECT WHEREAS, the Police & Fire Administration Building HVAC units and central chiller unit were determined to have outlived their useful lives; and WHEREAS, four (4) bids were received, opened, and read on November 21, 2022, for the Police & Fire Administration Building HVAC Replacement Project (“Project”); and WHEREAS, the lowest and best bid was submitted by S&H Construction, Inc., for a total bid amount of $1,398,600; and WHEREAS, S&H Construction Inc. submitted a bid proposal withdrawal letter within the timeframe allowed after the bid opening; and WHEREAS, the result of the withdrawal of the apparent lowest bidder made Bell Products, Inc. the apparent second lowest and best bid, however, Bell Products’ bid proposal exceeds the Project’s available budget; and WHEREAS, differences between the engineer’s estimate and the bids received may be due to bidder uncertainties for the cost and availability of labor and durable goods needed to complete the work; and WHEREAS, Staff will review the Project’s design and construction documents and do additional outreach and research to determine if modifications to the project will result in HVAC repairs that align more closely with the current budget; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. The City Council hereby rejects all bids for the Police & Fire Administration Building HVAC Replacement Project.
3. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 17th day of January, 2023, by the following vote:
