RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, AUTHORIZING THE ASSISTANT CITY MANAGER, OR RISK MANAGER OR DEPUTY FINANCE DIRECTOR AS AUTHORIZED AGENTS TO EXECUTE FOR AND ON BEHALF OF THE CITY OF NAPA FOR ALL MATTERS PERTAINING TO STATE AND FEDERAL GRANT PROGRAMS WHEREAS, the City of Napa is required to file an application designating authorized agents (CalEMA Form 130) with the California Emergency Management Agency to obtain certain federal financial assistance under Public Law 93-288 as amended by the Robert T Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaster Assistance Act; and WHEREAS, the California Office of Emergency Services has requested a new resolution from the City documenting the City of Napa’s Authorized Agents so that they may update their records; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The Assistant City Manager, or the Risk Manager, or the Deputy Finance Director are authorized to execute for and on behalf of the City of Napa for all matters pertaining to state and federal disaster assistance, including submitting the completed California Emergency Management Agency Designation of Applicant’s Agent Resolution Form 130 (Exhibit A) with the information contained in this Resolution.
The City Council hereby determines that the actions taken pursuant to this resolution are exempt from CEQA pursuant to CEQA Guidelines Section 15269.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 7th day of February, 2023, by the following vote:
