RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, APPROVING THE COMMUNITY RECOVERY BANK FUNDING RECOMMENDATIONS FROM THE CITY MANAGER WHEREAS, the City of Napa received $15.12 million in American Rescue Plan Act (ARPA) funds; and WHEREAS, the City’s allocation of ARPA funds was based on guidance from the US Treasury regarding use of ARPA funds, City Council priorities, community needs, and a City department COVID impacts needs assessment; and WHEREAS, a portion of the ARPA funds, specifically $1.15 million, was dedicated to a “Community Recovery Bank” focusing on housing assistance, addressing homelessness, childcare, support for local businesses, and workforce development in the community, consistent with the results of a community survey; and WHEREAS, the City invited applications from non-profit organizations and small businesses for Community Recovery Bank funds; and WHEREAS, a panel comprised of City staff and community members reviewed the applications and prepared funding recommendations for the City Manager’s consideration; and WHEREAS, the City Manager reviewed and approved of the recommendations, and is presenting the recommendations to the City Council for final approval; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby authorizes the City Manager to enter into Grant Agreements with each of the entities identified on the “Community Recovery Bank Funds Summary of Proposed Funding Awards” (attached hereto as Exhibit “A,” and incorporated herein by reference) under the column “CRB Application Name” in a dollar amount not to exceed that set forth under the column “Award Recommendation” for the purpose identified in the “Category” column.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 21st day of February, 2023 by the following vote:
