RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, APPROVING THE COMMUNITY RECOVERY BANK FUNDING RECOMMENDATIONS FROM THE CITY MANAGER FOR THE NAPA COUNTY HISTORICAL SOCIETY WHEREAS, the City of Napa received $15.12 million in American Rescue Plan Act (ARPA) funds; and WHEREAS, the City’s allocation of ARPA funds was based on guidance from the US Treasury regarding use of ARPA funds, City Council priorities, community needs, and a City department COVID impacts needs assessment; and
WHEREAS, a portion of the ARPA funds, specifically $1.15 million, was dedicated to a “Community Recovery Bank” focusing on housing assistance, addressing homelessness, childcare, support for local businesses, and workforce development in the community, consistent with the results of a community survey; and WHEREAS, the City invited applications from non-profit organizations and small businesses for Community Recovery Bank funds; and WHEREAS, a panel comprised of City staff and community members reviewed the applications and prepared funding recommendations for the City Manager’s consideration; and WHEREAS, the City Manager reviewed and approved of the recommendations, and presented recommendations to the City Council for final approval on February 21, 2023; and WHEREAS, during the Council meeting on February 21, 2023, due to a conflict of interest by two members of Council and the absence of a third member, there was no quorum of the City Council available to approve a recommendation of a grant to the Napa County Historical Society; and WHEREAS, on February 21, 2023, the City Council authorized the City Manager to enter into grant agreements for the remaining grant recommendations for Community Recovery Bank funds; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby authorizes the City Manager to enter into a Grant Agreement with the Napa County Historical Society for twenty-five thousand dollars ($25,000) of Community Recovery Bank Funding.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 7th day of March, 2023 by the following vote:
