RESOLUTION OF THE COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FISCAL YEAR 2023-2024 ANNUAL ACTION PLAN AND PROGRAM BUDGET, APPROVING PROGRAM CERTIFICATIONS, AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS AND DETERMINING THAT THE ACTIONS AUTHORIZED BY THIS RESOLUTION ARE EITHER NOT SUBJECT TO CEQA OR ARE EXEMPT FROM CEQA WHEREAS, the City receives Community Development Block Grant (CDBG) funds and expects to apply for other federal housing assistance; and WHEREAS, the CDBG Citizen’s Advisory Committee held a public meeting on the funding applications and the federal funding appropriation for Fiscal Year 2023-2024 on March 6, 2023; and WHEREAS, the CDBG Citizen’s Advisory Committee made funding recommendations for the 2023-2024 Program Year Action Plan; and WHEREAS, the Draft 2023-2024 Program Year Action Plan was published for a 30-day public comment period on April 5, 2023; and WHEREAS, the public can comment on the Draft 2023-2024 Program Year Action Plan through 5:00 p.m. on May 5, 2023; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Napa as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. The City Council hereby determines that the actions authorized by this resolution are either not subject to CEQA pursuant to CEQA Guidelines Section 15060(c) or are exempt from CEQA pursuant to CEQA Guidelines Section 15301, as the activities and projects anticipated to be funded will either not result in a direct or reasonably foreseeable indirect physical effect on the environment, or will involve the maintenance and minor repair of existing structures.
3. The City Council hereby approves the 2023-2024 Annual Plan, which is attached as “Exhibit A” and incorporated by reference. The City Manager, or the City Manager’s duly authorized designee, is hereby authorized to insert into Exhibit “A” a summary of public input provided through the public comment period of May 5, 2023.
4. The City Council hereby approves the fiscal year 2023-2024 program budget attached hereto as Exhibit “B” and incorporated herein by reference.
5. The City Council hereby approves the Local Government Certifications, the SF 424, and the SF424D attached hereto as Exhibits “C”, “D”, and “E” respectively, and incorporated by reference.
6. The City Council hereby delegates authority to the City Manager, or the City Manager’s duly authorized designee, to execute all documents in support of this resolution and to execute any necessary contract documents (or amendment thereto) with sub-recipients of CDBG funds provided that the contract is identified in a CDBG Budget adopted by the City Council, countersigned by the City Auditor, and approved as to form by the City Attorney pursuant to City Charter Section 100.
7. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 2nd of May, 2023 by the following vote:
