RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, AUTHORIZING THE ASSISTANT CITY MANAGER, OR RISK MANAGER, OR FINANCE DIRECTOR TO EXECUTE DOCUMENTS ON BEHALF OF THE CITY OF NAPA FOR FINANCIAL ASSISTANCE FOR SPECIFIED MATTERS PERTAINING TO STATE OF CALIFORNIA GOVERNOR’S OFFICE OF EMERGENCY SERVICES (CAL OES 130) WHEREAS, the City of Napa is required to file an application designating authorized agents (CalEMA Form 130) with the California Governor’s Office of Emergency Services to obtain certain federal financial assistance under Public Law 93-288 as amended by the Robert T Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaster Assistance Act; and WHEREAS, the California Governor’s Office of Emergency Services requires a resolution from the City documenting the City of Napa’s Authorized Agents; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves and adopts the Designation of Applicant’s Agent Resolution for Non-State Agencies set forth in Exhibit “A” attached hereto and incorporated herein by reference by which members of City staff holding specified titles (Assistant City Manager, Risk Manager or Finance Director) are authorized to execute documents on behalf of the City when apply for and obtaining financial assistance for the purposes specified in Exhibit “A.” This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 6th day of June, 2023, by the following vote:
