RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, (1) AMENDING THE CAPITAL IMPROVEMENT PROJECT PLAN AS DOCUMENTED IN COUNCIL BUDGET AMENDMENT NO. 161; AND (2) AUTHORIZING THE PUBLIC WORKS DIRECTOR TO EXECUTE AND PROCESS ALL DOCUMENTS NECESSARY TO IMPLEMENT THE GRANT TO DEVELOP A COMPLETE STREETS IMPROVEMENT PLAN FOR THE JEFFERSON STREET CORRIDOR WHEREAS, the City of Napa was awarded a $400,000 grant from the U.S. Department of Transportation Federal Highway Administration to develop a Complete Streets Improvement Plan for the Jefferson Street Corridor; and WHEREAS, the $400,000 reimbursable Federal grant requires a $100,000 local funding match; and WHEREAS, the $100,000 local funding match was included in the Jefferson Street Corridor Plan (MS24PW02) Project’s FY24 budget as part of City Council’s June 20, 2023 City of Napa FY 2023/24 and 2024/25 Budget adoption; and WHEREAS, the development of the Jefferson Street Corridor Complete Streets Improvement Plan will provide a framework for multimodal improvements that aim to increase the safety and connectivity for all roadway users along Jefferson Street; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. The City Council hereby approves the following change to existing CIP projects: Obligate $400,000 in SS4A Grant Funds to the Jefferson Street Corridor Plan (MS24PW02) Project.
3. The City Council hereby approves the budget adjustment as documented in Council Budget Amendment No. 161 (attached hereto as Exhibit A and incorporated herein by reference).
4. The City Council hereby authorizes the Public Works Director to execute and process all documents necessary to implement the grant from the U.S. Department of Transportation Federal Highway Administration to develop a Complete Streets Improvement Plan for the Jefferson Street Corridor.
5. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 18th day of July, 2023, by the following vote:
