RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, AUTHORIZING THE CITY MANAGER TO EXECUTE ON BEHALF OF THE CITY: (1) A SERVICE AGREEMENT WITH TABLET COMMAND; AND (2) A MEMORANDUM OF UNDERSTANDING (“MOU”) WITH AMERICAN MEDICAL RESPONSE WEST (“AMR”) FOR THE USE OF TABLET COMMAND SOFTWARE; AND (3) AN MOU WITH THE AMERICAN CANYON FIRE PROTECTION DISTRICT (“AMERICAN CANYON”) FOR THE USE OF TABLET COMMAND SOFTWARE WHEREAS, the County of Napa entered into an Agreement with American Medical Response West (AMR) for Countywide Emergency Ambulance Services with Advanced Life Support Ambulance Transport No. 220120B; and WHEREAS, The County Transport Agreement required that AMR use commercially reasonable efforts to negotiate agreements with the City for the provision of First Response Advanced Life Support Services (FRALS Services) to be provided by City; and WHEREAS, AMR and the City memorialized their mutual understanding and established a cooperative framework for the coordination of the use of City’s FRALS Services; and WHEREAS, The Napa County Agreement No. 220120B, Section 5.14B Emergency Medical Dispatch, contractor requirements state, “contract shall provide “Tablet Command” or similar software, to track and manage the assignment of resources during emergency incidents; and WHEREAS, AMR shall make “Tablet Command” software available to the Napa County EMS Agency and to fire agencies who desire to participate in the program. Both the City and American Canyon would benefit from Tablet Command Software and desire to participate in the program; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby authorizes the City Manager to execute on behalf of the City a Service Agreement with Tablet Command, attached hereto as Exhibit A and incorporated herein by reference.
The City Council hereby authorizes the City Manager to execute on behalf of the City a Memorandum of Understanding for the use of Tablet Command Software with American Response West (“AMR”) and the American Canyon Fire Protection District (“American Canyon”), attached hereto as Exhibit “B” and incorporated herein by reference.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 15th day of August, 2023, by the following vote:
