Antioch College; B.A.; 1976 California Institute of Integral Studies; M.A.; 1981 Other relevant experience or expertise:
While at Buckelew, we consistently applied for CDBG funds to assist with our rehabilitation of housing resources for disabled adults in Marin. It was quite satisfying to serve on Napa's CDBG Commission and help provide citizen recommendations to the Council regarding worthy applications for funds.
Additional Questions
What is your understanding of the role and responsibility of this board? The Commission's ultimate responsibility is to provide citizen input and recommendations to the City Council and Housing Authority on the annual and 5 year plans for housing in the City, as well as review submitted applications from qualified entities for CDBG funds, whether disbursed by HUD annually or, as in the case of the Fire Museum, reallocation of previously disbursed funds that become available.
Have you ever attended a meeting of this board? If so, how many? Yes. Not sure how many. I've served for a little over 6 years, 2 as chair.
What duties of this board are most interesting to you?
All.
What activities of this board are least interesting to you? none.
Harry Collamore
What programs or projects would you like to see improved or implemented? Napa has made significant progress in recent years supporting a range of housing. We still need to find ways to expand affordable housing, especially for vulnerable populations, such as seniors, disabled people, gig workers and seasonal employees and critical workers on minimum wage. Meanwhile, as feasible, we must maintain and improve our infrastructure and support for existing housing. I particularly applaud the Housing Authority's rehabilitation loan and grant program.
How would you approach improving these project(s) or program(s)? Sound applications from qualified applicants who address these issues and have a proven track record of success should be prioritized, especially if CDBG funds are able to be used to leverage other funds.
Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board?
not any more!

Current business owner of a Commercial Property Management company with a focus on facility related matters and project management. This involves an understanding of the various trades, relevant codes and permit process. Working closely with various GC and specific contractors as to project development and oversight. Familiar with CAD drawings, Bluebeam markup and have worked directly on permit submissions. Currently oversee the annual and 5 year inspections of numerous fire sprinkler and monitoring systems at various types of commercial buildings.
Additional Questions
What is your understanding of the role and responsibility of this board? This Board is to assist the Building and Fire Department when an appeal is brought forth as to a permit or enforcement decision by either department. This is an administrative process that is on an as needed/called for basis. Additionally, the Building or Fire Department can also request the Board participate in an advisory status for the review of existing or proposed changes to the current City Codes/Regulations.
Have you ever attended a meeting of this board? If so, how many? No but have attended and spoken at Planning Department meetings.
What duties of this board are most interesting to you?
The general application of relevant building and fire codes for the permit process and the review of enforcement actions as to applicability, impartial review and reasonableness.
Mark J Nicol
What activities of this board are least interesting to you? Noting that I am aware of as an outsider but I am sure there is the usual bureaucratic hurdles to deal with.
What programs or projects would you like to see improved or implemented? I know that in the last few years, Building has tried to expedite the permit process with the use of outside/third part review and that the Fire Prevention Division has increased. Obviously additional funding/staffing is the key to keeping this level of service or increasing processing times and public response times.
How would you approach improving these project(s) or program(s)? I have had good interaction with Fire Prevention and think their website is very informative. I am not familiar with staffing levels as to Building but do think that their ability to process permits and respond to citizen questions could be a bit more timely. I am sure that they too would be happy with a few more inspectors and admin staff.
Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board?
We represent approximately 30 commercial properties in the City and County of Napa. Obviously if an appeal were to involve a represented property I would need to recuse myself.

Other relevant experience or expertise:
I have worked with Napa's low income population for much of my professional life and with my volunteer work. I have visited many of their homes, held clinics in the homeless shelters, and spoken to low income families and individuals about their wishes and their needs. I believe that I have insight that would be useful to the work of this Board.
Additional Questions
What is your understanding of the role and responsibility of this board? Review requests for funding for projects and organizations designed to assist low and moderate-income individuals and families in our community. Select programs for funding that will best serve these populations and our community, focusing on housing, fulfilling basic human needs (such as food, safety, etc.), avoiding blight and developing economic growth and opportunities Have you ever attended a meeting of this board? If so, how many? Yes, I've been attending almost every meeting for the last six years What duties of this board are most interesting to you?
Determining which agencies in Napa fill the most vital needs and do so in the most efficient and effective manner possible
Virginia A Young
What activities of this board are least interesting to you? I'm not looking forward to having to deny or limit funds to agencies that have worthwhile goals.
What programs or projects would you like to see improved or implemented? I think there needs to be a place that is commonly known and readily available for people to go as a clearinghouse for information and referrals to relevant agencies. Too often, people delay or fail to seek help because they don't know where to start, and then get frustrated and angry as they are referred from one place to another and another.
How would you approach improving these project(s) or program(s)? I would want to talk to other Board members to see what has been useful and what spaces may be available. I know that the 411 phone line is an important resource for this, but it seems under-utilized and I'm not sure how effective it has been. The schools have been given books with resources and referrals, but teachers are often overwhelmed by the listings and unsure how to utilize them. Perhaps a training or a letter encouraging referrals and trying to lessen their intimidation would be useful. I have had many teachers ask me personally, since they know my work background, if I know of anyone who can help a student or their family. When I show them how to use the guide, they are encouraged but still reluctant because it is unfamiliar.
Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board?
Not currently. I was an employee of Legal Aid of Napa Valley for 10 years, and then with Bay Area Legal Aid, but I have not worked with them for over six months and do not plan to do so in the future.
