The project site (Site) is a vacant lot located at the eastern terminus of Trower Avenue and is situated to the northeast of Vintage High School, which is located at 1375 Trower Avenue in unincorporated Napa County, California. The Assessor Parcel Numbers [APNs] a ssociated with the site ar e 038-110-035, 038-110-005, and 038-240-019. Regional access to the proposed school site is provided by State Route 29 (St. Helena Highway), located to the west of the site. The site is adjacent to the eastern edge of the City of Napa. Figure 1, Regional and Vicinity Map, and Figure 2, Project Site, show the project site in its surrounding and local contexts.
1.3 PROJECT DESCRIPTION
Napa Valley Unified School District (NVUSD or District) is planning to develop the site into a working farm and technical education facility for Vintage High School . The project would be an addition to the current curriculum at Vintage High School, located to the northeast of the project site. The site is approximately
10.29-acres in size.
1.4 CONCLUSIONS/RECOMMENDATIONS
Based on a review of various information sources contained in this report, the following potentially significant environmental health and safety hazards are subject to further evaluation:
A Preliminary Environmental Assessment (PEA) would be necessary for the site if new construction funds are used. The findings of the PEA will dete rmine whether a response action is necessary for soils at the site related to historical agricultural use. A Phase II would be sufficient without DTSC oversight if local funds are used for the construction.

3. Environmental Analysis
Section 2.1 provided a checklist of the State of California’s health and safety standards for school sites. This section provides documentation and an evaluation of applicable standards, and mitigation measures where appropriate.
3.1 AIR QUALITY
3.1.1 Is the boundary of the proposed school site within 500 feet of the edge of the closest traffic lane of a freeway or busy traffic corridor? If yes, would the project create an air quality health risk due to the placement of the school?
No Significant Hazard. Public Resources Code Section 21151.8(b)(9) and Education Code Section 17213(d)(9) define a “freeway or other busy traffic corrid ors” as roadways that on an average day have traffic in excess of 50,000 vehicles in a rural area or 100,000 ve hicles in an urban area or 100,000 average daily trips (ADT).
The project site is surrounded by residential and educ ational uses. Streets within 500 feet of the site are designated as minor arterial, collector or local reside ntial streets (City of Napa Annual Traffic Count Data 2017). The traffic volume on Trower Avenue was measured in 2017 near the intersection with Jefferson Street at approximately 3,216 ADT. The traffic volume on El Centro Avenue north of the Site was measured in 2017 at 3,951 ADT. The closest principal arterial road is Trancas Street, which is approximately 0.9 mile south of the site. Highway 29 and Highway 121 are the clos est highways to the site and they are located approximately 0.87 mile to the west and 1.7 miles to the east, respectively.
3.1.2 Would the project create an air quality hazard due to the placement of a school within one-quarter mile of: (a) permitted a nd non-permitted facilities identified by the jurisdictional air quality control board or air pollution control district; (b) freew ays and other busy traffic corridors; (c) large agricultural operations; and/or (d) a rail yard, which might reasonably be anticipated to emit hazardous air emissions, or handl e hazardous or acutely hazard ous material, substances, or waste?
No Significant Hazard. The project would not create an air quality hazard due to the placement of the proposed school within one-quarter mile of nonpermitted emission sources. Public Resources Code Section 21151.8 and Education Code Section 17213 prohibit the approval of a project involving new school construction and acquisition of a school site unless the following occur:
1. Consultation with an air pollution control district or air quality management district indicates that permitted and nonpermitted facilities (including, but not limited to, freeways and other busy traffic corridors, large agricultural operations, and railyards within one-fo urth of a mile of the proposed school site that might ATTACHMENT 8

3. Environmental Analysis
be reasonably be anticipated to emit hazardous air em issions, or to handle hazardous or extremely hazardous materials, substances, or waste) or significant pollution sources do not exist; or
2. The facilities or other pollution sources exist, but one of the following conditions applies:
A. The health risks from the facilities or other pollu tion sources do not and will not constitute an actual or potential endangerment of public health to persons who would attend or be employed at the school.
B. The governing board finds that corrective measur es required under an existing order by another government entity that has jurisdiction over the facilities or other pollution sources will, before the school is occupied, result in the mitigation of all chronic or accidental hazardous air emissions to levels that do not constitute an actual or potential endangerment of public health to persons who would attend or be employed at the proposed school. If the governing board makes this finding, the governing board shall also make a subsequent finding, prior to the occupancy of the school, that the emissions have been mitigated to these levels.
C. For a school site with a boundary that is within 500 feet of the edge of the closest traffic lane of a freeway or other busy traffic corridor, the governing board of the school district determines, through analysis pursuant to pa ragraph (2) of subdivision (b) of Section 44360 of the Health and Safety Code, based on appropriate air dispersion modeling, and after considering any potential mitigation measures, that the air quality at the proposed site is such that neither short-term nor long-term exposure poses significant health risks to pupils.
D. The governing board finds that neither of the conditions set forth in subparagraph (B) or (C) can be met, and the school district is unable to locate an alternative site that is suitable due to a severe shortage of sites that meet th e requirements in subdivision (a) of Section 17213. If the governing board makes this finding, the governing board sha ll adopt a statement of Overriding Considerations pursuant to Section 15093 of Title 14 of the California Code of Regulations.
No nonpermitted emission sources or mobile sources were identified within a quarter-mile radius (1,320 feet), and there are no rail yards nearby. Additionally, the street s surrounding the project site are not identified as busy traffic corridors (see Section 3.1.1), and the project site is not located within 500 feet of a freeway.
According to the Bay Area Air Quality Management District (BAAQMD), there are no facilities mapped within a quarter mile of the site (BAAQMD, 2018).
3.2 GEOLOGY AND SOILS
Based on a review of the United States Geological Survey (USGS) 7.5-minute Topographic Series, Napa, California Quadrangle Map (USGS 2015), Napa Valley is a Pleistocene alluvium-filled valley in the northern Coast Ranges Geomorphic province (Kunkel et al., 1960). Underlying the valley ar e sediments composed of consolidated marine and continental deposits along with Pleistocene volcanic rock (Kunkel et al., 1960). The Coast Ranges are a range of low mountain ranges and valleys that almost parallel the San Andreas Fault ATTACHMENT 8

3. Environmental Analysis
September 2018 Page 13
(Fuller et al., 2015). The dominant fe ature of the Coast Ranges Geomorph ic Province is the Franciscan Complex, which is a mélange of rock and sediment formed in a subduction zone (Fuller et al., 2015). The site is underlain by Pleistocene alluvial deposits (Wagner and Gutierrez 2010).
The geographic coordinates for the subject site are 38.335863 north latitude and 122.302404 west longitude.
The subject site lies at an approximate elevation of 70 f eet above sea level. The topography in the vicinity of the Site has a general gradient toward the southeast. Based on a review of the City of Napa Geospatial Information System (GIS), the soil under the site has been reported as Coombs gravelly loam with a 0 to 2% slope, Coombs gravelly loam with 2 to 5% slope, and Haire loam with 2 to 9% slope. Coombs soils are well drained and are moderately permeable. Haire soils are clayey soils that are moderately well drained.
3.2.1 Does the site contain an active earthquake fault or fault trace, or is the site located within the boundaries of any special studies zone or within an area designated as geologically hazardous in the safety element of the local general plan?
No Significant Hazard. Based on a review the California Geological Survey [CGS] Earthquake Zones of Required Investigation map and the City of Napa GIS, the site is not within a Alquist-Priolo Earthquake Fault Zone and there are no active faults on the site (CGS 2018; City of Napa GIS 2018).
3.2.2 Would the project involve the construction, recons truction, or relocation of any school building on the trace of a geological fault along which surface rupture can reasonably be expected to occur within the life of the school building?
No Significant Hazard. The site is not within or immediately adjacent (i.e., within a few hundred feet) of a fault zone (CGS Earthquake Zones of Required Investigation, 2018). The nearest potentially active fault is the West Napa Fault located approximately 1.87 miles west of the site. Based on a review of readily-available geologic literature, the site is not on a pressure ridge, and there are no known active faults on or immediately adjacent to the site. On this basis, the potential for tectonic fault rupture at the site is considered negligible.
3.2.3 Would the project involve the construction, recons truction, or relocation of any school building on a site subject to moderate-to-high liquefaction, landslides, or expansive soils? No Significant Hazard.
Liquefaction
Based on a review of the Earthquake Zones of Requ ired Investigation, Napa Quadrangle (CGS 2018), the site is not within a Liquefaction Zone. Therefore, project implementation would not result in a significant impact from liquefaction.
Landslides
The project site is not within an area of landslides according to the Earthquake Zones of Required Investigation, Napa Quadrangle and the City of Napa GIS parcel report for the site. Additionally on the map of Relative Landslide Potential of Southwest Napa County, California published by the California Division of ATTACHMENT 8
NAPA VINTAGE HIGH SCHOOL SITE GEOLOGICAL AND ENVIRONMENTAL HAZARDS ASSESSMENT REPORT
NAPA VALLEY UNIFIED SCHOOL DISTRICT
3. Environmental Analysis
Mines and Geology (1999), the site falls into an area of very low landslide potential. Therefore, landslides are not a potential hazard at the project site.
Expansive Soils
Expansive soils swell when they become wet and shrink when they dry out, result ing in the potential for cracked building foundations and in some cases, structural distress of the buildings themselves. In each case, minor to severe damage to overlying structures is possible. Based on the Department of Agriculture’s (USDA) web soil survey and the County of Napa GIS service, the soils present at the site do not have the potential to be expansive. Additionally, since the site is a proposed school site, CGS and DSA will ensure that the buildings are sufficiently mitigate d for the condition. Therefore, the project will not expose people or the new school buildings to adverse effects associated with expansive soils.
3.2.4 Are naturally occurring asbestos minerals located at the site? No Significant Hazard. No known naturally occurring serpentine rock or rock formations—which may contain significant quantities of asbestos—are within 10 miles of the project site (Van Gosen and Clinkenbeard 2011). Additionally, based on a review of A General Location Guide for Ultramafic Rocks in California: Areas More Likely to Contain Naturally Occurring Asbestos (Department of Conservation, Division of Mines and Geology 2000) and Van Gosen and Clinkenbeard (2011), the site is not located within a 10-mile radius of an area thought to contain naturally occurring asbestos. Therefore, project implementation would not result in the exposure of hazardous materials or naturally occurring hazardous materials on the school site.
3.3 HAZARDS AND HAZARDOUS MATERIALS
3.3.1 Does the proposed school site contain one or more pipelines, situated underground or aboveground, which carry hazar dous substances, acutely hazard ous materials, or hazardous wastes, unless the pipeline is a natural gas line that is used only to supply natural gas to that school or neighborhood? Does the proposed school site contain pressurized sewer lines and high pressure water pipelines within 1,500 feet of the proposed site? Hazardous Substance Pipelines
No Significant Hazard. There are no petroleum or chemical pipelines on the site based on a review of the National Pipeline Mapping System online mapping d atabase (NPMS 2018). According to the response from Pacific Gas and Electric (PG&E), there are no high pressure gas lines within 1,500-feet of the site. A copy of the response from PG&E is included in Appendix A
Sewer and Water Pipelines
No Significant Hazard. Based on information provided by the City of Napa, there is one water main that is 12 inches in diameter that runs along a portion of El Centro Avenue approximately 700 feet west of the site.
A Water Pipeline Flooding Analysis was conducted to address this pipeline, which found that a rupture would result in flooding that is confined to the street. A copy of the PlaceWorks request to the City of Napa and ATTACHMENT 8

3. Environmental Analysis
September 2018 Page 15
the water main map is included in Appendix A. A copy of the Water Pipeline Flooding Analysis calculations is included in Appendix B.
3.3.2 Is the proposed school site located near an aboveground water or fuel storage tank or within 1,500 feet of an easement of an aboveground or underg round pipeline that can pose a safety hazard to the site?
Aboveground Water or Fuel Storage Tanks
No Significant Hazard. No aboveground water or fuel storage ta nks were identified within a 1,500-foot radius, based on review of Google Earth Pro and the GeoTracker website (2018). The development of the project will not create a new hazard or exacerbate the current conditions.
Hazardous Substance Pipelines
No Significant Hazard. There are no petroleum or chemical pipeli nes within a 1,500-foot radius, according to the National Pipeline Mapping System (online mapping database (NPMS 2018). According to the response from PG&E, there are no high pressure gas lines within 1,500-feet of the site. A copy of the response from PG&E is included in Appendix A.
3.3.3 Is the school site in an area designated in a ci ty, county, or city and county general plan for agricultural use and zoned for agricultural produc tion, and if so, do neighboring agricultural uses have the potential to result in any public health and safety issues that may affect the pupils and employees at the school site? (Does not apply to school sites approved by CDE prior to January 1, 1997.)
No Significant Hazard. As shown in the aerial photograph in Figure 2, the project site is in an area characterized with rural residences and the main Vintage High School campus. There are agricultural activities associated with a few of the rural residences within a quarter mile of the site. Based on the City of Napa GIS Services Zoning map, properties within a quarter-mile radius of the site are generally zoned for Residential Country and Residential Country-Ur ban Reserve (City of Napa, 2013). The Residential Country zoning allows for agricultural use. The planned use for the site would be as an add-on to the main campus, as a working teaching farm with livestock and agriculture fields. Since the existing school campus is already adjacent to these types of properties and because the project would not result in an increase of students or faculty, this project would not exacerbate the existing conditions.
3.3.4 Is the property line of the proposed school site less than the following distances from the edge of respective power line easements: (1) 100 feet of a 50 –133 kV line; (2) 150 feet of a 220–230 kV line; or (3) 350 feet of a 500–550 kV line?
No Significant Hazard. According to PG&E, the property line of the project site is not within 100 feet of a 50-133 kilovolt (kV) line, 150 feet of a 220-230 kV line, or 350 feet of a 500-550 kV line. A copy of the response from PG&E is included in Appendix A.

3. Environmental Analysis
3.3.5 Does the project site contain a current or former hazardous waste disposal site or solid waste disposal site and, if so, have the wastes been removed? No Significant Hazard. Based on a review of the EnviroStor and GeoTracker the project site does not contain a current or former hazardous waste disposal site or solid waste disposal site (DTSC 2018; SWRCB 2018).
3.3.6 Is the project site a hazardous substance release si te identified by the state Department of Health Services in a current list adopted pursuant to §2 5356 for removal or remedial action pursuant to Chapter 6.8 of Division 20 of the Health and Safety Code? No Significant Hazard. Based on a review of the EnviroStor and GeoTracker databases, no hazardous substance release sites were identified within the project site (DTSC 2018; SWRCB 2018).
3.3.7 If prepared, has the risk assessment been perfor med with a focus on children’s health posed by a hazardous materials release or threatened release, or the presence of naturally occurring hazardous materials on the school site?
Potentially Significant Hazard. A Phase I Environmental Site Assessm ent (Phase I ESA) was prepared for the site under separate cover by Cornerstone Earth Group (2018). Based on a review of historical information; the subject site had been used historically for agricultural purposes from at least the late 1940’s until the early 1970’s. A Preliminary Environmental Asse ssment (PEA) will be necessary to evaluate if the former agricultural activities may have left residual pesticides in the soil, if state funds for new construction are used. If other funding sources are used in the c onstruction, then a Phase II would be sufficient for purposes of due diligence.
Searches on databases concluded that the project site is not on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5.
3.3.8 If a response action is necessary a nd proposed as part of this project, has it been developed to be protective of children’s health, with an ample margin of safety? Potentially Significant Hazard. Based on the site history, a PEA is n ecessary at the site if state funds for new construction are used. Based on the findings of the PEA, a determination can be made on whether a response action is necessary for the project. If other funding sources are used in the construction, then a Phase II would be sufficient for purposes of due diligence.
3.3.9 Is the proposed school site situated within 2,000 feet of a significant disposal of hazardous waste? No Significant Hazard. Based on review of the GeoTracker website, the project site is not within 2,000 feet of a significant disposal of hazardous waste (DTSC 2018; SWRCB 2018).
3.3.10 Is the site within 300 feet of an active oil or natural gas well? No Significant Hazard. According to the Department of Conservation Division of Oil, Gas, and Geothermal Resources (DOGGR) Well Fi nder, the project site is not within 300 feet of an active oil or ATTACHMENT 8

natural gas well (DOGGR 2018). The closest oil well is located approximately 7.5 miles northwest of the site.
The well is identified as a plugged and abandoned well that was advanced by McKenzie-Hazard Syndicate drilled in July 13, 1955 to a depth of 2,008 feet and was abandoned on August 5, 1955.
3.4 HYDROLOGY AND FLOODING
Based on an analysis of the topography in the site vicinity, sheet flow runoff from the site during periods of intense or prolonged precipitation would be expected to flow to the southeast. According to FEMA, the closest 100-year flood plain is located approximately 0.13 mile southwest of the site (FEMA, 2010).
According to the Napa County Baseline Data Report on Surface Water Hydrology, the site is in the Coast Ranges physiographic province, which subdivides the Napa County into three principal watersheds (Napa County, 2006). The site is in the Napa River watershed, which extends in a northwe sterly direction from San Pablo Bay to north of Calistoga (Napa County, 2005). The Napa River drains the watershed into the San Pablo Bay to the south. Hydrogeological investigations were not performed on the site for this investigation; therefore, it is unknown to what extent localized va riations in groundwater presence and flow occur on the site.
3.4.1 Is the project site subject to flooding or tank/dam inundation or street flooding? No Significant Hazard. According to the FEMA Map Service Center website, the site does not lie within a 100-year flood zone or within a dam inundation zone. The FEMA Flood Map Service lists the site as being in an area of minimal flood hazard. As stated in Section 3.3.1, there are no water tanks within 1,500 feet of the site.
3.5 LAND USE AND PLANNING
3.5.1 Would the proposed school conflict with any existing or proposed land uses, such that a potential health or safety risk to students would be created?
No Significant Hazard. As shown in the aerial photograph in Figure 2, the project site is in an area characterized with suburban residential development. Properties within a quarter-mile radius of the site are generally zoned for residential. Ba sed on a review of the City of Napa GIS and the 2008 Napa County General Use Map, the site is zoned for rural residence. There is currently no pro posed land use or zoning changes in the project area (City of Napa GIS, 2018). Therefore, there is no significant hazard to the project.
3.5.2 Are there easements on or adjacent to the site that would restrict access or building placement? No Significant Hazard. There are no easements on or adjacent to the site that would restrict access or building placement (Google Earth Pro 2018).

3. Environmental Analysis
3.5.3 Is the school site proportionate in its length to width ratio to accommodate the building layout, parking and playfields that can be safely supervised and does not exceed the allowed passing time to classes for the district?
No Significant Hazard. The school will be developed with footpr int proportionality and ease of student access in mind. The proposed farm would operate seve n days a week, 365 days a year. Instructional time would be limited to existing Vintage High School hours of 8:00 a.m. to 3:00 p.m. The proposed program allows for 120 students in the Culinary Arts program and 150 students in the Agricultural program. On school days, there would be a total of five class periods per program, with about 20 students per culinary arts class and about 30 students per agricultural science clas s. As such, there could be 50-60 students on-site at any given time during normal school hours.
3.5.4 Has the district considered environmental factors of light, wind, noise, aesthetics, and air pollution in its site selection process?
Light and Wind
No Significant Hazard. The project site would be exposed to standard climate conditions experienced by the City of Napa in Napa County, California, which is generally characterized by Mediterranean conditions.
Based on wind data for Napa County, the average wind speed is below 8 miles per hour, with gusts rarely exceeding 25 miles per hour (Western Regional Climate Center 2018). As applicable, operation of the proposed project would consider these environmental conditions. Therefore, project implementation would not expose site occupants to adverse light or wind conditions.
Aesthetics
No Significant Hazard. Project development would not degrade the existing visual character of the site.
The project site is in an area with residential, school, and commercial land uses. Development of the proposed project would be consistent with the surrounding land uses. The character and quality of the site would not be incompatible with the nearby structures.
Air Pollution
No Significant Hazard. According to the Bay Area Air Quality Management District (BAAQMD), there are no permitted facilities mapped within one-quarter mile of the site.
3.6 NOISE
3.6.1 Is the proposed school site located adjacent to or near a major arterial roadway or freeway whose noise generation may adversely affect the educational program? No Significant Hazard. The project site is located about 0.87 mile to the east of State Route 29 (St. Helena Highway). Residential dwellings bound the site to the north, east, and west . Southwest from the site is the Vintage High School. The proposed project would not exacerbate the current noise conditions at the site.

September 2018 Page 19
3.7 PUBLIC SERVICES
3.7.1 Does the site promote joint use of parks, libraries, museums, and other public services? No Significant Hazard. This project is for a working teaching farm for the main Vintage High School campus, and as such would be open to students and facility only. Howeve r, this site would not impact the availability of the main campus to the general public.
3.7.2 Is the site conveniently located for public servic es, including but not limited to fire protection, police protection, public transit and trash disposal wherever feasible? No Significant Hazard. The project site is located in a developed area. The project site will have regularly scheduled trash collection and access to public transit. Th e site is approximately 0.92-mile west of Napa Fire Station No. 3 and is approximately 2.74-miles north of the Napa City Police Department. There is no significant hazard.
3.8 TRANSPORTATION/TRAFFIC
3.8.1 Are traffic and pedestrian hazards mitigated per Caltrans’ School Area Pedestrian Safety manual? No Significant Hazard. Access to the project site, which is immediately northeast of the Vintage High School campus, at 1375 Trower Avenue, would be provided by a gravel driveway extending from the eastern terminus of Trower Avenue. It is anticipated that most students will arrive at and depart from the project site via automobile. However, given the site is surrounded by residential development, it is likely that some parents will walk their children to and from school or allow children to walk by themselves or with other students. There would be sidewalks on both sides of the Trower Avenue extension, as consistent with existing City of Napa policies for the Trower Avenue. The parcel will currently remain under the ownership of the School District and will not be dedicated to the City of Napa for use as a roadway. Based on existing conditions, the future project is not expected to have any significant traffic hazards to overcome.
3.8.2 Is the site easily access ible from arterials and is the minimu m peripheral visibility maintained for driveways per Caltrans’ Highway Design Manual?
No Significant Hazard. Based on existing conditions, the future project is not exp ected to have any significant traffic or pedestrian hazards to overco me. Access would be provided by a gravel driveway extending from the eastern terminus of Trower Avenue, enabling students to access the future site.
3.8.3 Is the proposed school site within 1,500 feet of a railroad track easement? No Significant Hazard. Based on a review of Google Earth, the si te is not located within 1,500 feet of a railroad track easement. The nearest railroad line is approximately 0.89 mile west of the site. These tracks parallel State Route 29 until they diverge just past Tranca s Street. This would not be likely to pose a risk to future school occupants, as pedestrian barriers already exist for the freeway, and the train would not significantly increase the amount of particulates or noise at the project site.

3. Environmental Analysis
3.8.4 Is the proposed school site within two nautical miles, measured by air line, of that point on an airport runway or potential runway included in an airport master plan that is nearest to the site? (Does not apply to school sites acquired prior to January 1, 1966.) No Significant Hazard. Based on a review of area maps and recent aerial photographs, the site is not within two nautical miles of an existing airport or proposed airport runway. The nearest airport is the Napa County Airport located over seven nautical miles to the south.
3.9 EXEMPTIONS TO SITING STANDARDS
3.9.1 Is the district seeking any exemptions to the standa rds found in CCR, Title 5, § 14010(c-i), (l), (m), (q), (c), (t)?
No Significant Hazard. The District will not be seeking any exemptions to the stan dards found in CCR Title 5 Section 14010.
3.9.2 If so, has mitigation been identified that demonstrates that the standard may be overridden without compromising a safe and supportive school environment?
No Significant Hazard. The proposed project would comply with all CCR Title 5 standards.
