RESOLUTION R2023-___
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, (1) DETERMINING THE PROPOSED CONTRACT WITH SPRAY IN PLACE SOLUTIONS, LLC MEETS THE REQUIREMENTS FOR A “SPECIALTY ITEM” AS SET FORTH IN NAPA MUNICIPAL CODE SECTION 2.91.050; (2) AUTHORIZING THE UTILITIES DIRECTOR TO NEGOTIATE AND EXECUTE A CONSTRUCTION CONTRACT WITH SPRAY IN PLACE SOLUTIONS, LLC IN AN AMOUNT NOT TO EXCEED $500,000 FOR THE REPAIR AND REHABILITATION OF THE 36-INCH WATER MAIN CROSSING REDWOOD CREEK; (3) AUTHORIZING THE UTILITIES DIRECTOR TO negotiate and execute contracts for additional construction services, construction management, specialty inspections, and other services IN A TOTAL AMOUNT NOT TO EXCEED $100,000 FOR A TOTAL PROJECT AMOUNT NOT TO EXCEED $600,000; (4) ESTABLISHING CIP ACCOUNT 53160139-63WT24UTRR FOR REPAIRS TO TRANSMISSION MAIN CROSSING AT REDWOOD CREEK; (5) APPROVING A TRANSFER IN THE AMOUNT OF $600,000 FROM WATER CIP RESERVE ACCOUNT 530-35102 TO THE CIP PROJECT ACCOUNT 53160139-63WT24UTRR, AND INCREASE THE BUDGET AND EXPENDITURES IN THE AMOUNT OF $600,000 AS DOCUMENTED IN COUNCIL BUDGET AMENDMENT NO. 7P6; AND (6) DETERMINING THAT THE ACTIONS AUTHORIZED BY THIS RESOLUTION ARE EXEMPT FROM CEQA; WHEREAS, the City’s primary feed of potable water from the Barwick Jamieson Water Treatment Plant to the City of Napa service area is a 36-inch asbestos-cement transmission main (“36-inch transmission main”) installed in 1967; and WHEREAS, on July 3, 2023, the City discovered a leak on the 36-inch transmission main where it crosses underneath Redwood Creek which led to the 36-inch transmission main on Linda Vista Ave from Robinson Lane to West Pueblo Ave to be isolated from the system until the leak can be repaired; and WHEREAS, having the 36-inch transmission main temporarily out-of-service removes critical redundancy from the City’s potable water supply network; and WHEREAS, a capital improvement project (CIP) to repair the leak and rehabilitate a 600 foot section of the 36-inch transmission main is necessary from Kingston Ave to Lone Oak Ave; and WHEREAS, given the constraints for an open-cut repair within the creek channel, City Staff explored replacement options including above ground pipe on a bridge and directional drilling a new pipe under the creek channel, however, these options take significant time to plan and design, therefore the City Staff explored other options to repair the pipe in place; and WHEREAS, a spray-in place lining was determined to be a potential option for repair and rehabilitation of the 36-inch transmission main and City Staff determined Spray In Place Solutions, LLC (“SIPS”), has the knowledge, experience, qualifications, and availability to perform the required services; and WHEREAS, as documented in Attachment 2 to the Staff Report, the proposed contract with SIPS qualifies as a specialty item pursuant to Napa Municipal Code section 2.91.050, Exceptions for Specialty Items; and WHEREAS, under a separate contract SIPS is conducting a closed caption television inspection and assessment to confirm the feasibility of using spray-in-place lining and to determine the exact scope of work; and WHEREAS, SIPS provided an initial cost estimate of $285,000, based solely on pipe diameter and length, to install spray-in-place lining to repair and rehabilitate 600 feet of the 36-inch transmission main underneath Redwood Creek; however, given the potential for additional cost for the work, a budget of $500,000 is necessary; and WHEREAS, in addition to the spray-in-place lining work, additional contract services are needed for installing access points on the pipe, dewatering, inspection, and other services necessary to provide for a complete repair; therefore, an additional budget of $100,000 for these services is necessary; and WHEREAS, total estimated project costs including construction and services are $600,000; and WHEREAS, a water fund CIP budget account 53160139-63WT24UTRR will be established to implement spray in place lining and repairs to the 36-inch transmission main crossing Redwood Creek (“Project”); and WHEREAS, Water CIP Reserve funds in the amount of $828,570.90 exist for the purpose of water system capital improvement projects; and WHEREAS, a transfer in the amount of $600,000 from Water CIP Reserve to CIP Project account 53160139-63WT24UTRR is necessary to fund the project; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
