Utilities Department
MEMO
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: STEVE POTTER, CITY MANAGER
CC: PHIL BRUN, UTILITIES DIRECTOR
DATE: December 5, 2023
SUBJECT: WRITTEN DETERMINATION TO ENTER INTO A CONTRACT WITH SPRAY IN PLACE SOLUTIONS, LLC, TO PROVIDE SPRAY IN PLACE LINING AND RELATED SERVICES PURSUANT TO NAPA MUNICIPAL CODE SECTION 2.91.050 Per NMC 2.91.050, the City may enter into a contract for a "specialty item," provided that the City Manager makes a written determination of the following:

The project need which the City intends to satisfy through the contract for the specialty item.

On July 3, 2023, the City discovered a leak on the 36” transmission main near the Redwood Creek crossing. Given the constraints for an open-cut repair within the creek channel, the City explored replacement options including above ground pipe on a bridge and directional drilling a new pipe under the creek channel. These options take significant time to plan and design, therefore the City explored other options to repair the pipe in place. The City has identified spray-in-place lining of the transmission main to repair the leak and reinforce the main within the creek channel. As an initial step in determining the feasibility of lining, the main needs a video inspection by the lining contractor. Spray in Place Solutions, LLC (SIPS) will provide video inspection to assess if the pipeline may be lined successfully. If the pipeline can be successfully lined a subsequent contract will be executed for lining the pipeline.

The types of property or service which are available (or used by other similarly situated private or public agencies) to meet this need (or similar needs), and the contractors which are available to provide the property or service.

SIPS has experience lining large diameter pipelines for municipal and industrial clients. Examples such as a 24” cast iron main in Harris County Texas and 24” sewer pipeline in Collin County, Texas and a 30” vertical steam shaft in Milwaukee County, Wisconsin.

The reasons why it is impracticable for a similar service to meet the City’s needs (including considerations of compatibility with other City services regarding maintenance, repair, training, quality, price, or similar considerations); or why the City’s needs can only be met by one unique or proprietary type of service (the specialty item).

The City is expediting the pipeline replacement due to the impact of having a critical transmission pipeline out of service. Considering the complexity and urgency of the required design, it is important that the City work with a vendor that has specific qualifications and availability.

The creek crossing requires a lining that can adhere to the elbows of the existing pipeline’s vertical offset underneath the creek. This restricts the lining to a spray in place liner as a cured in place liner will have difficulty adhering to the pipeline at the elbows. SIPS has the needed expertise in lining large diameter mains as well as vertical shafts which will be required for the 36” diameter transmission main due to the steep grade of the transmission main’s vertical offset below the creek. SIPS has indicated they are available in December to perform the work.

The proposed liner product, Warren Environmental’s 301-01 epoxy, has been in use since 1996 and is NSF 61 certified for use in potable water mains.

By entering into a contract for the specialty item from the proposed contractor, the City will meet the purpose and goals identified in NMC Section 2.91.010.

SIPS has knowledge and experience to provide the required services in a cost-effective manner. For the reasons stated above, entering into a contract with SIPS will ensure the City will meet the purpose and goals of NMC Section 2.91.010.

The contract complies with the requirements of NMC Section 2.91.030 (B).

Pursuant to NMC Section 2.91.030(B)(2), (a) will be approved as to form by the City Attorney, (b) as determined by the City Auditor, there are sufficient unencumbered funds to cover the cost of the contract, which, will be funded by various capital and operating accounts, (c) the contract is prepared in accordance with all other requirements of this Code and the administrative regulations; and (d)(1) the Utilities Director will approve the proposed public works contract.
