Other relevant experience or expertise:
As a local business consultant, I have experience working with a diverse set of businesses on solving their opportunities and challenges. I currently serve on an advisory board for a winery client. I have found board service to be very rewarding and I am seeking opportunities to share my knowledge, communication skills, and creative problem solving abilities with a civic board.
Additional Questions
What is your understanding of the role and responsibility of this board? I read the job description in the bylaws and am qualified to fulfill all the tasks. Based on the job description, I understand the key duties to be: actively participate in meetings, be a community advocacy, business and leadership advisor, strategic planner, and to provide budget oversight.
Have you ever attended a meeting of this board? If so, how many? No
What duties of this board are most interesting to you?
The community advocate component of the job description is most appealing to me. I love the library! It is my family's happy place. I have been taking my kids there since they were born and they look forward to every visit. I don't know if the library analyzes stats and utilizes customer segments, but I would guess my family qualifies as super-users. I was lucky to grow up surrounded by books (my mom owned Napa Book Company in the 1980s) and I want to do more to promote literacy and knowledge sharing/gathering in our community. I believe the library is an essential hub of the community and I would love the opportunity to learn more about how it works and how it will evolve to remain essential.
What activities of this board are least interesting to you? There isn't anything in the job description that I don't feel comfortable with or have not done before.

ATTACHMENT 1
What programs or projects would you like to see improved or implemented? I think the library does a wonderful job. I have no agenda but to listen and advocate. I am curious to know the challenges and objectives and help propose creative solutions and experiments to resolve problems.
One of my clients is the Institute for the Future and through that project I have developed experience in strategic foresight. I am very interested in the library's initiatives to adapt and future proof its relevance in the community. What are the library's plans to safe guard its future and how can it play a bigger role in solving some of the systemic challenges in our community? How would you approach improving these project(s) or program(s)? For the future proofing initiative, I would want to read, listen and understand what has already been done in this area and the implications to the long range plan. I would gather input from all constituencies including leadership, staff, community members, funding bodies, and others to better understand their needs and perspectives. I would read reports and research available. I would partner with other libraries to understand innovative tests that are occurring and how people in other communities are solving this issue.
I would seek out partnerships with other community and literacy organizations to see if we could combine efforts to tackle the future challenges together. I am a big advocate of 1+1 is so much greater than 3. (don't worry I can count, I have finance, analytic, and budgeting skills too) I believe partnership is key to achieving big dreams.
Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board?

Additional Questions
What is your understanding of the role and responsibility of this board? The commission advocates to the Napa County Board of Supervisors for policies related to the library.
Commissioners review and provide input as needed on budgeting and expenditures, recruitment and hiring, community outreach, and library services.
Have you ever attended a meeting of this board? If so, how many? No
What duties of this board are most interesting to you?
I am interested in having a deeper understanding of the challenges of creating and serving library programs to Napa's unique and diverse community. I think our libraries already do an amazing job at this and that it would be a rewarding effort to be a part of, as well as an opportunity to learn successful strategies that can be applied to other organizations (such as 4-H).
What activities of this board are least interesting to you? I'm interested in all the board's activities!
What programs or projects would you like to see improved or implemented? I would love to see more programs that bring middle school and high school aged residents to the library.
How would you approach improving these project(s) or program(s)? Since older kids are especially motivated by having ownership of the things they participate in, I'd like to explore ways to give kids opportunities to be stakeholders in the development and implementation of library programs for their own age groups.

Additional Questions
What is your understanding of the role and responsibility of this board? Library commissioners serve as an advocate on behalf of the library system and also ensure the flow of information regarding the library among the public, the County Board of Supervisors, and the library itself.
Have you ever attended a meeting of this board? If so, how many? I have not yet. I actually visited the website to see the meeting schedule when I discovered the current vacancy. I do not want to miss this opportunity to apply. I plan to attend the next scheduled meeting.
What duties of this board are most interesting to you?
Advocating on behalf of the library as well as ensuring that plans are in place for facility maintenance and capital improvements. Though not explicitly mentioned in the bylaws, I would be quite interested, to the extent appropriate, in learning about and consulting on library programming.
What activities of this board are least interesting to you? I've reviewed the bylaws and none of the listed tasks strike me as being particularly uninteresting. (I do like the question though.)
Linda Solow Bouwer Page 2 of 3
ATTACHMENT 1
What programs or projects would you like to see improved or implemented? I am not applying for this position as a critique of the library. Rather, I am applying because I deeply appreciate the breadth of the role the library plays in the community. I am a member of four book groups, so of course, I look to the library for free books. Additionally, I teach citizenship through the library's literacy program. I also hold membership meetings of Moms Demand Action, of which I am the local group lead, at the library. I would work to make sure that the library as best as possible continues to fulfill the multifaceted needs of the community, on a bilingual, possibly multilingual basis.
How would you approach improving these project(s) or program(s)? Before I can answer this question I would first need budgetary information as well as information about how the library procures public comment.
Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board?
I have no financial conflicts of interest. If it were deemed inappropriate for me to continue holding Moms Demand Action meetings at the library I would reschedule them elsewhere.

Library advocacy! I love the library and would love to do what I can to help it continue its work in our community.
What activities of this board are least interesting to you? n/a
What programs or projects would you like to see improved or implemented? Teen/Tween programming and outreach - a lot of great programming for the younger set but would be nice to see more focus on providing resources and events for these age groups, especially middle schoolers.
How would you approach improving these project(s) or program(s)? I am not sure! I know in the past there were teen reading groups that fell by the wayside, partially due to COVID restrictions. Movie nights are great but making sure that the events that are ongoing are marketed regularly - i am always looking for fun thinks for my 13 year old to take part in, because reading is such a huge part of our family's life anyway.
