RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, CREATING TWO NEW CIP PROJECTS AND OBLIGATING HSIP GRANT FUNDING TO EACH IN THE AMOUNT OF THEIR RESPECTIVE AWARDS: CREATE PROJECT HSIP PEDESTRIAN IMPROVEMENTS (33ST24PW06) AND OBLIGATE $639,900 OF GRANT FUNDS; AND CREATE PROJECT HSIP HIGH-FRICTION PAVEMENT (33ST24PW07) AND OBLIGATE $465,120 OF GRANT FUNDS; DEOBLIGATING CAPITAL IMPROVEMENT PROGRAM STATE GAS TAX FUNDS FROM THE FOLLOWING PROJECTS: $300,000 FROM HSIP GRANT MATCHING (33MS24PW03); AND OBLIGATING CAPITAL IMPROVEMENT PROGRAM STATE GAS TAX FUNDS FOR THE FOLLOWING PROJECTS: $150,000 FOR HSIP PEDESTRIAN IMPROVEMENTS (33ST24PW06) AND $150,000 FOR HSIP HIGH-FRICTION PAVEMENT (33ST24PW07); AND THEREBY INCREASING THE CURRENT EXPENDITURE BUDGET OF THE CAPITAL IMPROVEMENT FUND BY $1,105,020, AS DOCUMENTED IN BUDGET ADJUSTMENT NO. 4P10 WHEREAS, Council action is needed for budget adjustments to previously approved Capital Improvement Program (CIP) budgets; and WHEREAS, the City is the recipient of two Highway Safety Improvement Program (HSIP) grant awards; and WHEREAS, two new CIP projects are proposed for addition to the City’s Capital Improvement Program FY2023/2024 and for the obligation of HSIP grant funds, i.e., 33ST24PW06 (HSIP Pedestrian Improvements) in the amount of $639,900, and 33ST24PW07 (HSIP High-Friction Pavement) in the amount of $465,120; and WHEREAS, the City is required to provide local matching funds in order to leverage the HSIP grant, and previously obligated sufficient local matching funds from the City’s State Gas Tax fund in the CIP project 33MS24PW03 (HSIP Grant Matching) in an amount of $300,000; and WHEREAS, deobligating the State Gas Tax funds from the HSIP Grant Matching (33MS24PW03) project and re-obligating these required matching local funds between the two new CIP projects will allow the City to leverage the grants and will meet the requirements of the grant funding agreement; and WHEREAS, the proposed budget adjustments will increase the balance of the Capital Improvement Fund by $1,105,020 in HSIP grant funds; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves the addition of two new CIP projects to the Capital Improvement Program for fiscal year 2023/2024, and the obligation of HSIP grant funds to each in the amount of their respective approved grant awards: 33ST24PW06 (HSIP Pedestrian Improvements) in the amount of $639,900, and 33ST24PW07 (HSIP High-Friction Pavement) in the amount of $465,120; as documented in Budget Adjustment No. 4P10, attached hereto as Exhibit “A” and incorporated herein by reference.
The City Council hereby approves the deobligation of funds from one CIP project: 33MS24PW03 (HSIP Grant Matching) in the amount of $300,000, as documented in Budget Adjustment No. 4P10, attached hereto as Exhibit “A” and incorporated herein by reference.
The City Council hereby approves the obligation of funds for two CIP projects, i.e., 33ST24PW06 (HSIP Pedestrian Improvements) in the amount of $150,000, and 33ST24PW07 (HSIP High-Friction Pavement) in the amount of $150,000; as documented in Budget Adjustment No. 4P10, attached hereto as Exhibit “A” and incorporated herein by reference.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 2nd day of April, 2024, by the following vote:
