RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, 1) authorizing the City Manager, on behalf of the City to, Accept a grant from the California Air Resources Board (“CARB”) in the amount of $439,796 (“Grant”) for preparation of a City of Napa Electric Vehicle (EV) and Ebike Charging Plan with a City in-kind matching contribution in the amount of $35,000; 2) Authorizing the City Manager to execute a Grant Agreement with CARB and all other documents necessary for acceptance of the Grant; 3) Authorizing the City Manager to execute subgrantee agreements with Napa County Resource Conservation District in the amount of up to $160,000 and with the Napa County Bicycle Coalition in the amount of up to $60,000 for education and outreach activities; and 4) Approving a budget amendment in the Non-Recurring General Fund increasing revenue and expenditures in the amount of $439,796 as documented in Council Budget Amendment No. 362P11 WHEREAS the City of Napa, as Lead Applicant, submitted a grant application on November 3, 2023 to the California Air Resources Board (CARB) Planning and Capacity Building (Planning), Clean Mobility in Schools (CMIS), and the Sustainable Transportation Equity Project (STEP) for preparation of the City of Napa Electric Vehicle and Ebike Charging Plan (“Project”) ; and WHEREAS, the City of Napa is eligible to receive funding through the Planning Grant Program, a program that is administered by CARB’s designated Statewide Planning and Capacity Building Administrator (PCB Administrator), that focuses on increasing transportation equity via funding for planning; and that is part of California Climate Investments, a statewide initiative that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment—particularly in disadvantaged communities; and WHEREAS, the City of Napa will comply with the requirements stated in the grant agreement; will accept the grant funds from CARB through the PCB Administrator; and will allocate and authorize the amount of $439,796 that the City of Napa has committed as part of the application to be used as resource contributions for the Project; WHEREAS, the City intends to utilize the grant funds to hire a consultant to prepare the City of Napa Electric Vehicle and Ebike Charging Plan and to provide subgrants to the Napa County Resource Conservation District and the Napa County Bicycle Coalition for education and outreach activities to implement the City of Napa Electric Vehicle (EV) and Ebike Charging Plan; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby authorizes the City Manager or Deputy City Manager to accept a grant from the California Air Resources Board (“CARB”) in the amount of $439,796 (“Grant”) for preparation of a City of Napa Electric Vehicle (EV) and Ebike Charging Plan with a City in-kind matching contribution in the amount of $35,000 and to execute the Grant Agreement with CARB and all other documents necessary for acceptance of the Grant.
The City Council hereby authorizes the City Manager to execute subgrantee agreements with Napa County Resource Conservation District in the amount of up to $160,000 and with the Napa County Bicycle Coalition in the amount of up to $60,000 for education and outreach activities to implement the City of Napa Electric Vehicle (EV) and Ebike Charging Plan.
The City Council hereby approves a budget amendment in the amount of $439,796 in the Non-Recurring General Fund as documented in Council Budget Amendment No. 362P11.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 21st day of May, 2024, by the following vote:
